Al-Qaeda-linked group takes responsibility for Sinai bombing
[Ynet] Ansar Bayt al-Maqdis, a radical al-Qaeda-linked terror group active in the Sinai Peninsula claimed they attacked the Egyptian army Wednesday.

In the statement published by the group they did not take direct responsibility for the attack on an Egyptian army intelligence facility in Rafah which killed at least six people.

Egypt's Pope Tawadros II demands amendments to constitution
[Al Ahram] Egypt's Coptic Pope Tawadros II requested an amendment to the constitution's third article -- which deals with "Christian and Jewish Egyptians" -- in a meeting with constitution committee head Jerry Lewis doppelgänger Amr Moussa

late on Wednesday, state news agency MENA reported.

Article Three of the temporarily-suspended constitution, currently pending amendments, says that the "canon principles of Egyptian Christians and Jews are the main source of legislation for their personal status laws, religious affairs, and the selection of their spiritual leaders."


The Pope asked Moussa that "Egyptian Christians and Jews" be replaced with "non-Mohammedans," MENA said.

Critics of the 2012 constitution charge that Article Three leaves the door open to discrimination against other minorities, such as Egyptian Shias and Bahai's.

The Church has repeatedly made public that it wishes to preserve the language of Article Two of the 1971 constitution, which states states "Islam is the religion of the state and... the principles of Islamic Sharia are the principal source of legislation."

However,
those who apply themselves too closely to little things often become incapable of great things...
Church representatives in the 2012 constituent assembly have opposed Article 219, which serves as a more detailed version of the second article by stating that "The principles of Islamic Sharia include its commonly accepted interpretations, its fundamental and jurisprudential rules and its widely considered sources, as stated by the schools of Sunna and Gamaa."


The meeting between Moussa and Pope Tawadros II took place at St Mark's Coptic Orthodox Cathedral in Abbasiya, Cairo, following celebrations of the Nayrouz, the Coptic New Year. Other Church figures were also in attendance.

During the meeting, Moussa said that the amended constitution will be "one-hundred percent civil," adding that he hopes all articles will pass with a sizeable majority by committee members.

Article Three was introduced to Egypt's currently-suspended 2012 constitution by an Islamist-dominated constituent assembly under former president Mohamed Morsi's rule.

The 2012 constitution was suspended following Morsi's ouster in July. A 10-member committee of legal experts was then formed to amend the constitution, and the 50-member committee headed by Moussa is tasked with approving these amendments. The Committee of 50 is expected to produce the constitution's final draft within 60 days.

The constitution will be put to a national referendum within 30 days of the final draft's submission.

Egypt's Nour Party condemns restrictions on mosques
[Al Ahram] The Nour Party has criticised a move by the interim government to control imams and mosques.

On Sunday, Minister of Religious Endowments Mohamed Goma said the ministry would limit prayers to mosques controlled by the ministry, allow only Al-Azhar-qualified imams to preach in mosques, shut down small mosques that are often led by independent imams, and ban donations from inside mosques that "go to those who do not fear God."
I have absolutely no idea what that last means. Perhaps it makes sense in the original Arabic.
The move would promote tolerance and moderate Islamic values, Goma claimed.

Sherif Taha, spokesperson for Egypt's largest Salafist party, criticised the move, claiming mosques were already crowded during Friday prayers and it would become worse if small, neighbourhood mosques were closed.

The Nour Party also opposes restriction on imams because many highly respected preachers do not have a degree from Al-Azhar, the highest seat of Islamic learning in Egypt, Taha said.

"Scientific criteria, not loyalty to the authorities or security considerations should decide preachers' eligibility," Taha added.

Sectarian and aggressive religious rhetoric has been blamed by some observers for inciting violence since the ouster of Islamist president Mohamed Morsi on 3 July.

U.S. Urges Egypt to Lift Emergency State, Send Detainees to Civilian Courts
Honestly, I don't know why we bother.
[An Nahar] The United States called again Thursday on Egypt's interim authorities to lift a state of emergency in force since August, which Cairo said it is extending for two months.
Maybe they'd do it. If Putin asked them...
"We remain opposed, as we have from the beginning, to the state of emergency. And we urge the interim government to end it immediately," State Department deputy spokeswoman Marie Harf told news hounds.

She pressed Cairo "to create an atmosphere where Egyptians on all sides can peacefully exercise their right to freedom of assembly and expression."
...and then she rode away on her dancing unicorn.

by police or military are referred only to civilian courts," she said.

Egyptian authorities said Thursday they had extended the state of emergency that has been in force since mid-August, at a time when deadly unrest swept Egypt following the ouster of Islamist president Mohammed Morsi.

The state of emergency was declared on August 14, the day the army -- which had installed an interim government -- dispersed two Islamist protest camps, killing hundreds of protesters.

In the days following, at least 1,000 people were killed, most of them Morsi supporters.

Egypt's authorities have also rounded up dozens of big shots of Morsi's Moslem Brüderbund, crippling the group and leaving it unable to rally huge crowds to protest for Morsi's reinstatement.

Russia Warns of 'Catastrophe' if N.Korea Restarts Reactor
[An Nahar] Russia on Thursday warned of a potential "man-made catastrophe" if North Korea restarts an aging plutonium reactor to boost its stockpile of nuclear weapons, after U.S. experts spotted steam rising from the Yongbyon facility.

The reactor, which was completed in 1986, is outdated and North Korea could suffer a major disaster if it is restarted, a Russian diplomatic source told the Interfax news agency.

The warning came after researchers at the U.S.-Korea Institute said Wednesday that satellite images taken on August 31 showed plumes of white steam rising from a building next to the reactor.

"Our main concern is linked to a very likely man-made disaster as a consequence. The reactor is in a nightmarish state, it is a design dating back to the 1950s," the Russian source said.

"For the Korean peninsula this could entail terrible consequences, if not a man-made catastrophe."

The U.S. envoy on North Korea meanwhile said the reported restart of the reactor would be "a misstep on the part of North Korea".

"If it turns out that these reports are true that North Korea has restarted the five-megawatt plutonium reactor, this would be a very serious matter," Glyn Davies told news hounds after meeting Japanese Foreign Ministry officials in Tokyo.

The Russian diplomat speaking to Interfax said he did not know for sure whether North Korea had relaunched the facility mothballed in 2007.

"It is obvious that some works are being conducted, and for a long time at that. According to some signs, steps were indeed being taken to relaunch it," the diplomat said.

NSA disguised itself as Google to spy, say reports
If a recently leaked document is any indication, the US National Security Agency -- or its UK counterpart -- appears to have put on a Google suit to gather intelligence.

Here's one of the latest tidbits on the NSA surveillance scandal (which seems to be generating nearly as many blog items as there are phone numbers in the spy agency's data banks).

Earlier this week, Techdirt picked up on a passing mention in a Brazilian news story and a Slate article to point out that the US National Security Agency had apparently impersonated Google on at least one occasion to gather data on people. (Mother Jones subsequently pointed out Techdirt's point-out.)

Brazilian site Fantastico obtained and published a document leaked by Edward Snowden, which diagrams how a "man in the middle attack" involving Google was apparently carried out.

A technique commonly used by hackers, a MITM attack involves using a fake security certificate to pose as a legitimate Web service, bypass browser security settings, and then intercept data that an unsuspecting person is sending to that service. Hackers could, for example, pose as a banking Web site and steal passwords.

The technique is particularly sly because the hackers then use the password to log in to the real banking site and then serve as a "man in the middle," receiving requests from the banking customer, passing them on to the bank site, and then returning requested info to the customer -- all the while collecting data for themselves, with neither the customer nor the bank realizing what's happening. Such attacks can be used against e-mail providers too.

The article by Brazil's Fantastico mentions a hitherto unknown GCHQ spy program called "Flying Pig." This prompted a Twitter quip from Electronic Frontier Foundation attorney Kurt Opsahl: "PRISM, Flying Pig. Someone in the surveillance state has a thing for Pink Floyd album covers."

Govt to raise its case on drone attacks at the UN: FO
[Dawn] The Foreign Office front man on Thursday said the government had prepared a case aimed at raising the issue of US drone strikes on Pak territory in the United Nations

Speaking at the weekly media briefing, the front man said there was no secret agreement between Pakistain and the United States on drone strikes, adding that the government had no idea where the drones were flown in from.

Regarding the recent release of Afghan prisoners, he said the reason for releasing Afghan Taliban prisoners was to facilitate the reconciliation process in Afghanistan.

Speaking of the Guantanamo Bay prison in Cuba, the front man said it has Pak prisoners, however, it wasn't certain how many. He added that talks were in progress with the US government regarding the release of these prisoners.

Regarding the crisis in Syria, the front man stated that Pakistain hoped for a diplomatic solution to the issue, adding that none of the groups actively involved in the fighting should use chemical weapons. He further said that Pakistain was waiting for the UN report regarding the usage of chemical weapons in Syria.

Earlier, Ambassador Zamir Akram, Permanent Representative of Pakistain to the UN in Geneva, had said that Pakistain, a primary target of drone attacks, had suffered a heavy loss of innocent lives apart from widespread social and economic costs.

He added that these attacks caused collateral damage and violated international laws, including humanitarian and human rights laws, apart from violating Pakistain's illusory sovereignty and territorial integrity.

Akram also stated that drone attacks were counterproductive in the campaign against terrorism, referring to the United Nations Secretary General's statement that the use of armed drones, like any other weapon, should be subject to long-standing rules of international law, including international humanitarian law.

Pakistan Taliban discuss peace talks offer
[Al Ahram] Senior Pak Taliban capos opened discussions Thursday on how to respond to an invitation from the government on talks to end an insurgency that has killed thousands of people.

Leaders in the Tehrik-e-Taliban (TTP) are expected to continue consultations for several days at some holy man's guesthouse an undisclosed location in the semi-autonomous northwest along the Afghan border.

TTP leader Hakimullah Mehsud, who was previously reportedly against holding talks with the authorities, is chairing the consultations, two Taliban capos told AFP.

"We are discussing the overall situation and the government's offer. We will soon inform the media about our decisions," TTP front man Shahidullah Shahid told AFP.

Earlier this week, he welcomed the offer of peace talks.

"We have taken the government's offer seriously and commanders are discussing a future plan for proposed peace talks," one senior Taliban capo told AFP from some holy man's guesthouse an undisclosed location.

"The shura (decision-making council) is discussing the overall situation. It's good that all Pakistain leaders have agreed to initiate peace talks," another TTP commander told AFP.

He called on the military to stop all operations against Taliban fighters in the northwest and called for a halt to US drone strikes, which target Islamist snuffies on the Afghan border.

"We also want all our prisoners released and compensation for all those killed in military operations," he said.

A third TTP commander said the Taliban would finalise the names of a negotiations committee and a list of TTP prisoners.

"We hope that the shura will take a decision on all matters in the next five or six days," he said.

"We want guarantees from the government side. In the past, governments have not fulfilled their promises and we do not want to repeat that again," he added.

Previous peace deals with Taliban have quickly broken down and been sharply criticised for allowing the gunnies space to regroup before launching a new wave of attacks.

Pakistain says more than 40,000 people have been killed as a result of bomb and suicide kabooms carried out by Taliban and Al-Qaeda-led snuffies who oppose Islamabad's US alliance.

Syria's words alone on chemical weapons not enough: Kerry
[Al Ahram] Washington is not prepared to trust the word of the Syrian regime alone that it will rid itself of chemical weapons, US Secretary of State John Kerry said Thursday.

"The words of the Syrian regime in our judgement are simply not enough, which is why we've come here in order to work with the Russians," Kerry told reporters in Geneva ahead of high-stakes talks with his Russian counterpart Sergei Lavrov on the thorny issue of Syria's chemical weapons.

He warned it was also up to Russians to show that they could "deliver on the promise of the moment" after Moscow proposed a plan earlier this week to eliminate Syria's deadly weapons stock. But Kerry highlighted that the US and Russia still disagreed on who carried out a suspected sarin gas attack near Damascus last month, which Washington says killed 1,400 people.

"The Russian delegation has put some ideas forward and we're grateful for that. We respect it. And we have prepared our own principles that any plan to accomplish this needs to encompass," Kerry stressed, before a room packed with reporters from around the world.

"Expectations are high. They are high for the United States, perhaps even more so for Russia to deliver on the promise of this moment. This is not a game," he said.

Any deal to bring Syria's chemical weapons stockpile under international control "has to be credible. It has to be timely and implemented in a timely fashion," he said.

Raad Denies Hizbullah Adopting 'Autonomous Security' in Dahieh

Twenty-seven people were killed and 280 maimed in the bombing that took place on August 15.

The members recorded the names of the embassy employees before allowing them to continue on their way.

Saudi Ambassador to Leb Ali Awadh Asiri condemned the incident at the time, saying that such a development leaves a "negative impression" before the public and noting that "no one has the right to perform the duties of the state."

He hoped that the incident would not be repeated, because it violates diplomatic norms.

Arrest Warrant Issued against Suspect in Ballouneh Rockets Case
[An Nahar] An arrest warrant was issued on Thursday against a suspect over his firing of rockets in the Baabda region on August 1, reported the National News Agency.

Military Examining Magistrate Fadi Sawwan issued an arrest warrant against Jamal Ismail after he was interrogated in the Ballouneh rockets case.

Ismail is the father of two Syrian suspects already tossed in the slammer

On Monday, Sawwan had interrogated Syrian suspects as Mohammed Abdul Jabbar Abdul Karim al-Debs, aka Abi Osama, Mohammed Ismail, Ammar Ismail, Mohammed al-Mdawwar and "Hisham." It identified the Lebanese detainees as Mohammed al-Takwir and Bassam al-Kaaki.

The agency said Debs confessed to "firing the rockets from Ballouneh and four rockets from Aramoun and disclosed all the details of the operations."

The judge issued arrest warrants for the seven suspects on terror- and weapon-related charges.

Syria Chemical Arms Destruction 'Immensely Difficult'

"The best case was in Iraq and even there it took many months to assemble teams and years to destroy the arsenal. In Libya, it has been many years and still not all the mustard gas has been destroyed," he said.

"So obviously it's immensely difficult. The U.S. Department of Defense has estimated that 75,000 troops would be required to secure the chemical weapons" in Syria.

Free Syrian Army Rebels Reject Russian Chemical Arms Plan
[An Nahar] The rebel Free Syrian Army categorically rejected Thursday a Russian proposal for placing Syria's chemical arms under international control, and called for regime officials to be brought to justice.

The Syrian National Coalition opposition group also questioned the initiative, calling it a "political manoeuvre aimed at buying time" for the regime of Hereditary President-for-Life Bashir Pencilneck al-Assad

"The Free Syrian Army announces its categorical rejection of the Russian initiative that foresees placing chemical weapons under international control," FSA military commander General Selim Idriss said in a video posted on YouTube.

Idriss told world powers they should not "be satisfied only by removing the chemical weapon, which is the tool of a crime, but judge the author of the crime before the International Criminal Court

Assad told Russian television Thursday that Syria would place its chemical weapons under international control but emphasized the move was prompted by Moscow, not U.S. threats of military action.

Questioning the motives for the initiative by Russia, a close ally of Assad, the Coalition's overnight statement also said it would be unacceptable unless it "called to account the crimes against the Syrian people".

And any measures should be adopted under Chapter VII of the U.N. Charter, which allows for possible military measures.

It said that if the "response to Syria of the international community is not efficient and effective, Iran, North Korea and the militia of Hizbullah will consider it a green light to manufacture and use chemical weapons".

Idriss also called on countries backing the 30-month uprising against Assad to increase the supply of arms to the rebels so that they can "continue to liberate the country".

And he exhorted his fighters to "intensify operations in all regions of the country".

Syria's Moslem Brüderbund issued its own rejection of the Russian initiative and "any attempt to reach a settlement with the criminal regime."

It criticized any attempt to strike a deal "with those who committed genocide in cold blood with chemical weapons".

The group, which belongs to the Syrian National Coalition, called on the international community to "end political uncertainty and act... to prevent Assad from committing additional massacres".
