Afghanistan
Progress towards peace talks unclear as Taliban, Afghan figures meet
Summary: The food is exquisite, the wait staff ditto, and the beds super comfortable. This thing will take as long as it takes -- do stop joggling our elbows!
Thank you for all the fine compliments, Ms. Del Ponte. More wine?
[Dawn] Taliban representatives met with Afghan political figures for a second day on Sunday, but it was unclear if the dialogue hosted by Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates...
moved any closer to long-awaited formal negotiations to end Afghanistan's devastating war.

Participants in the meeting in Al-Khor, a seaside town north of Doha, emerged from the venue smiling and laughing on Sunday, but they refused to talk to news hounds.

An Afghan who was part of the talks said that the Taliban and several other Afghan political movements were participating and all sides had agreed not to make any statements until a common statement had been agreed upon.

The Qatar meeting was the first sign of life in weeks for the hoped-for grinding of the peace processor to end the more than 13-year-old war between the Taliban and the U.S.-backed Afghan government.

Several previous initiatives have failed over the years to end the war that has killed tens of thousands of Afghans since the U.S. and its allies drove the Taliban regime from power in 2001.

The informal talks came even as fighting in Afghanistan escalated after the withdrawal of most U.S. and allied troops.

The Taliban recently launched a fierce new offensive in northern Afghanistan that brought its fighters to the outskirts of Kunduz city, a picturesque provincial capital.

Afghan police and army soldiers have launched a counter-offensive in Kunduz, but the Taliban advance has proved a severe test of the NATO
...the North Atlantic Treaty Organization. A single organization with differing goals, equipment, language, doctrine, and organization....
-trained Afghan cops.

The Afghan government has made no official statement on the meetings, though a member of the country's High Peace Council confirmed a delegation would attend meetings in Qatar with the Taliban.

The Qatar meetings are being held behind closed doors, and there has been confusion over their nature.

The Taliban's official front man has denied any peace talks, saying representatives were only attending a world affairs forum organised by Pugwash Council, a global organization that promotes conflict resolution.

But Qatar's foreign ministry later announced it was holding "open discussions" involving the Taliban and Afghan figures aiming to bring reconciliation. It was not immediately clear if the two events were one and the same.

Pakistain had no comment on whether it had representatives at the Qatar meetings but expressed approval.

"Pakistain fully supports peace talks between the Afghan government and Taliban in Qatar," said Pakistain Foreign Secretary Aizaz Ahmad Chaudhry.

"Peace in Afghanistan is imperative for peace in the region."

Talking to newsmen in Islamabad, he said, stability in neighboring Afghanistan is critical to peace in South Asia as a stable Afghanistan will ensure peace in the region.

The foreign secretary said Pakistain has repeatedly offered to facilitate reconciliation process to ensure peace and security in Afghanistan.

Replying to a question, Aizaz said the ongoing dialogue process in Qatar between representatives of Taliban and the Afghan government is "track two" dialogue, and expressed hope it will create way for formal talks.

Arabia
US reportedly in talks on keeping restrictions on ‘Taliban Five’ as deal set to lapse
[FoxNews] The B.O. regime reportedly has launched talks with Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates...
i officials about potentially extending security measures for the five Taliban leaders who were traded a year ago for Sgt. Bowe Bergdahl, with the agreement governing their supervised release soon set to expire.

The Washington Post reported that talks began Thursday, and could lead to some aspects of the security arrangement being extended. That pact -- which keeps the former Guantanamo inmates under supervision in Qatar and prohibits them from leaving the country -- is set to expire at the end of May, raising concerns in Washington that they could soon return to the battlefield.

Fox News reported in March that, according to a government official familiar with the intelligence, at least three of the five have tried to plug back into their old terror networks.

The Post reported that, amid these concerns, administration officials are putting several options on the table for keeping some restrictions in place. It's unclear whether Qatar would agree to any of them.

Asked by Fox News on Friday about the status of the reported discussions, State Department front man Jeff Rathke confirmed the administration is in talks to limit or "mitigate" the risk of former Guantanamo prisoners returning to terrorism.

HRW: Saudi-Led Coalition Using Cluster Bombs in Yemen
[AnNahar] The Saudi-led coalition has been using U.S.-supplied cluster bombs in its air campaign against Yemeni rebels, Human Rights Watch
... During the fiscal year ended June 30, 2011, HRW received a pledge from the Foundation to Promote Open Society, of which George Soros is Chairman, for general support totaling $100,000,000. The grant is being paid in installments of $10,000,000 over ten years.Through June 30, 2013, HRW had received $30,000,000 towards the fulfillment of the pledge....
said on Sunday, warning of the long-term dangers to civilians.

The widely banned munitions contain dozens of submunitions, which sometimes do not explode, becoming de facto landmines that can kill or maim long after they were dropped.

HRW said it had gathered photographs, video and other evidence indicating that cluster munitions had been used in coalition air strikes against the Huthi rebel stronghold of Saada province in Yemen's northern mountains.

It said that analysis of satellite imagery suggested that the weapons had landed on a cultivated plateau, within 600 metres (yards) of populated areas.

Cluster munitions are prohibited by a 2008 treaty adopted by 116 countries, but not by Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
and its coalition partners or the United States.

"Saudi-led cluster munition air strikes have been hitting areas near villages, putting local people in danger," said HRW arms director Steve Goose.

"Saudi Arabia and other coalition members --- and the supplier, the U.S. --- are flouting the global standard that rejects cluster munitions because of their long-term threat to civilians."

HRW said that the munitions used in Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
appeared to be the CBU-105 Sensor Fuzed Weapons manufactured by the Textron Systems Corporation and supplied to both Saudi Arabia and the United Arab Emirates by the United States in recent years.

The weapon is banned by the Convention on Cluster Munitions but Washington permits its use and export because it boasts an unwent kaboom! ordnance rate of less than one percent.

HRW called for that loophole to be closed and for deliveries of the weapons to cease.

Bangladesh
Al-Qaida Branch Claims Murder of Bangladesh-Born U.S. Blogger
[AnNahar] Al-Qaeda in the Indian Subcontinent (AQIS) has grabbed credit for the murder of an American atheist blogger in Bangladesh over two months ago, according to SITE Intelligence Group.

Avijit Roy was hacked to death by two assailants with machetes on the streets of the capital Dhaka in February as he returned from a book fair with his wife.

AQIS leader Asim Umar
...chief of al-Qaeda's Sharia Committee for Pakistain, named head of al-Qaeda in India. His video appearances are frequently accompanied by clips of al Qaeda's senior propagandist in Pakistan, Ahmad Farooq. Umar the author of The Army of Anti-Christ: Blackwater, Documentation of the Dreadful Terrorist Activities of America's Blackwater in Islamic Countries...
said his organization was responsible for the attack in a video posted on jihadist forums on Saturday, according to SITE, a U.S. website that monitors Lion of Islam groups.

He also claimed the murders of other "blasphemers".

A front man for Bangladesh's Rapid Action Battalion (RAB) force, which is tasked with tackling militancy in the Moslem-majority nation, said it couldn't be certain the claim was correct.

"We are not sure," Mufti Mahmud told Agence La Belle France Presse when asked if Al-Qaeda was behind the deaths of Roy and anti-Islam writers Ahmed Rajib Haider and Washiqur Rahman.

Haider and Rahman were also killed by machete-wielding attackers. Haider died in 2013 and Rahman was hacked to death in March.

A little-known Bangladeshi holy warrior group called Ansarullah Bangla Team (ABT) has also apparently grabbed credit for Roy's murder via a twitter account which police have not been able to verify as genuine.

The Bangladesh-born writer, who emigrated to the southern U.S. state of Georgia some 15 years ago, was well known in his native land for his Mukto-Mona (Free-mind) blog where he railed against all forms of organised religion.

He was also the author of a series of books, including the best-selling "The Virus of Faith", which was hugely contentious in Bangladesh, an officially secular state where around 90 percent of people are Moslem.

In March, police jugged
Drop the heater, Studs, or you're hist'try!
two madrassa students over the killing of Rahman. Police are investigating whether they belonged to ABT and whether they had any connection with Roy's murder.

Caribbean-Latin America
Iran Steps Up Covert Action in Latin America
[WashingtonFreeBeacon] The Iranian government is significantly boosting its presence and resources in Latin America, posing a national security threat to the region, according to a group of U.S. and Latin American officials who met earlier this week in Florida to discuss Iran's covert actions.

While Iran has long had a foothold in the Western hemisphere, these officials warned that the Islamic Theocratic Republic has invested significant resources into its Latin American operations in a bid to increase its sway in the region.

Iran's growing influence in the region--and its effort to exert influence over governments there--has fostered pressing security concerns as the Iranians inch closer to the United States' southern border, according to these U.S. officials and Latin American leaders, who met for several days this week at a summit organized by the Israel Allies Foundation (IAF).

is troubling in some of the briefings we get, particularly on the classified side, to see Iranian influence in Latin America," Rep. Ron DeSantis (R., Fla.), a member of the House Committee of Foreign Affairs, told the Washington Free Beacon in an interview. "A lot of these [Latin American officials] share the concern."

DeSantis was one of several members of Congress and 20 Latin American politicians from 14 different countries who met during the IAF summit, which began on Sunday and ran until Tuesday morning.

Iran is becoming increasingly open about its presence in Latin America and providing its officials with passports from Venezuela and other countries, giving them free rein to travel throughout South America.

Iran has forged close ties with countries such as Argentina
...a country located on the other side of the Deep South. It is covered with Pampers and inhabited by Grouchos, who dance the Tangle. They used to have some islands called the Malvinas located where the Falklands are now. They're not supposed to cry for Evita...
, Ecuador, Nicaragua, and Bolivia, among others.

Luis Heber, a member of the Uruguayan senate, said that Iranian agents--who some suspect are members of the country's Revolutionary Guard Corps (IRGC)--have been spotted in his country holding Venezuelan passports.

This activity has intensified of late, several officials said.

Iran currently hosts at least 80 so-called cultural centers in the region and has doubled the number of embassies in the region since 2005.

China-Japan-Koreas
N.Korea Gives Up on Big Collective Farms
[Chosun Media] The North Korean regime started to distribute the land of collective farms to households across the reclusive nation. Household farming already started in selected regions several years ago.

A source on Monday said all farms in the country, excluding Sukchon and Nampo in South Pyongan Province were ordered to implement a household farming system in the middle of this month. Land and livestock are being distributed to households.

The new system involves two or three households, or six to seven people, being given a plot of farmland, whereas the collective farming system had 20 to 30 people farming a plot.

"Under the household farming system, families get to keep 50 percent of the harvested crops and hand over 30 percent to the central government and 20 percent to the provincial authorities," the source said. "This has led to increased zeal among farmers."
Key to remember is that the Norks tried this a couple times before. Each time, when the farmers started to do a little better and make a little money, the Norks became frightened at the implications and pulled back.
The regime is buying produce at market rates, which apparently gives farmers some autonomy to sell their crops. The measures signal the first steps of a transformation from a collective to private farming system that is linked to a market economy.

Biden: 'Path has already been paved' to Iranian bomb
[WashingtonExaminer] Iran would have enough enriched uranium within three months to be able to make up to eight nuclear weapons if negotiations with the international community blow up, Vice President Joe Foreign Policy Whiz Kid Biden
The former Senator-for-Life from Delaware, an example of the kind of top-notch Washington intellect to be found in the World's Greatest Deliberative Body...
said late Thursday, noting that "the path has already been paved" for that outcome.

Biden's remarks at a dinner for the Washington Institute for Near East Policy played off concerns by critics, including Israeli Prime Minister Benjamin Netanyahu, that the B.O. regime is negotiating an agreement that paves the path for Iran to get a nuclear weapon.

"Let's get something straight so we don't kid each other," Biden said. "They already have paved a path to a bomb's worth of material. Iran could get there now if they walked away in two to three months without a deal."

President B.O. and other administration officials have insisted that any agreement stemming from the framework announced April 2 in Lausanne, Switzerland
...home of the Helvetians, famous for cheese, watches, yodeling, and William Tell...
, would put Iran at least a year away from obtaining a nuclear weapon for at least 10 years, though Obama has admitted Iran could develop one more quickly after the deal expires.

Critics have noted that this is an apparent backing down from Obama's stated position that he would not allow Iran to develop a nuclear weapon, but Biden said that policy still stands.

"President B.O., decided for the first time -- people forget this -- to make it an explicit, declared policy of the United States of America, no such policy existed before President B.O. uttered it -- that all instruments of American power to prevent -- not contain, not contain -- to prevent a nuclear-armed Iran would be used to prevent that from happening," Biden said.

ISIS female recruiter identified as journalism student
On April 28, a high-ranking female ISIS officer with more than 8,000 followers on Twitter and primarily tasked with recruiting women to join the terror group was identified as a journalism student in her early 20s living in Seattle.

The now suspended Twitter handle "@_UmmWaqqas" reportedly belongs to Rawdah Abdisalaam, although it was not confirmed that she is the sole account user.

The avatar shows a woman covered from head to toe in traditional Islamic garb sitting next to a tree.

Since ISIS announced its caliphate last summer, Westerners becoming radicalized online and then traveling to the Middle East to join jihadist groups has become a growing problem.

"What it really demonstrates is the tremendous power of social media," Jonathan Adelman, a professor at the University of Denver's Josef Korbel School of International Studies.

Rawdah's tweets range from inspirational Islamic quotes to coordination with potential new members to pictures of pizza and her favorite football team, the Denver Broncos.

Iraq
Abadi’s office: US to channel military aid through Baghdad
...and not send a portion directly to the Kurds, as some Republican Congresscritters would prefer for obvious reasons.
[Rudaw] BAGHDAD - US President Joe Foreign Policy Whiz Kid Biden
The former Senator-for-Life from Delaware, an example of the kind of top-notch Washington intellect to be found in the World's Greatest Deliberative Body...
has reportedly assured Iraqi Prime Minster Haider al-Abadi that any arms shipments to local forces will be passed through Baghdad.

According to a statement released Sunday by Abadi's media office, the US vice president discussed Iraq's latest political and security developments during a phone call with Abadi.

Abadi has reportedly expressed his concern over a US congressional provision to send arms directly to Sunni and Kurdish fighters, but Biden said the Baghdad- Washington agreement to respect Iraq's illusory sovereignty and unity was still in effect.

The measure in the House Republicans' defense authorization bill would distribute a quarter of the $715 million authorized to train and equip the Iraqi army outside the government's control to local groups. It is unclear if the provision would survive the months-long debate process.

Recent reports indicate the US is under pressure from coalition partners to broaden the campaign against the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
in Iraq and Syria. A bill submitted by Republicans to the US Congress suggests directly arming Kurds and Sunni tribes and has been seriously criticized by some Iraqi Shiite politicians.
Of course. Why split the boodle with those so clearly less deserving?
An influential Shiite holy man threatened to attack US interests over the provision.

In a statement on Moqtada Tater al-Sadr
... the Iranian catspaw holy man who was 22 years old in 2003 and was nearing 40 in 2010. He spends most of his time in Iran, safely out of the line of fire, where he's learning to be an ayatollah...
's website Wednesday, the holy man said if the bill was approved he would reactivate his forces and target "US interests in Iraq and even abroad."

Sadr's Mahdi Army was a notoriously anti-US fighting force during the American-led occupation of Iraq starting in 2003.

Syria-Lebanon-Iran
Lebanese Army Mobilizing to Avert Threats by Jihadists in Syria's Qalamoun
Attempting to be the anvil against the Syrian Army-Hizb'allah hammer?
[AnNahar] The Lebanese army is reportedly mobilizing troops in preparation for a possible battle along the border near the strategic Syrian town of Qalamoun.

Speaker Nabih Knobby Berri
Speaker of the Lebanese parliament, a member of AMAL, a not very subtle Hizbullah sock puppet...
stressed on Sunday in comments published in the pan Arab daily al-Hayat that Hizbullah
...Party of God, a Leb militia inspired, founded, funded and directed by Iran. Hizbullah refers to itself as The Resistance and purports to defend Leb against Israel, with whom it has started and lost one disastrous war to date, though it did claim victory...
should engage in the Qalamoun battle alongside the Lebanese army.

"The Syrian gunnies are present on Lebanese territories and control 600 kilometers on the outskirts of Arsal and other regions, where they are killing people," Berri's visitors quoted him as saying.

He pointed out that "as long as they are occupying a Lebanese land then I support the resistance's endeavors to free it."

"We have no doubts that the battle will flareup at some point."

Berri told his visitors that the "Lebanese army's role is to safeguard the Lebanese towns and not enter Syria to engage in battles with gunnies."

The speaker voiced fear that the Lebanese will be divided over the Qalamoun battle and Hizbullah's role in it, but he reiterates that "the aim is to get rid of the Syrian gunnies and prevent them from entering Leb."

For his part, Syrian Social Nationalist Party MP Marwan Fares told the Kuwaiti al-Seyassah newspaper that the Lebanese army is deploying heavily in the area.

"The battle could start in hours," he told the daily.

Fares expressed fears of the residents in the border region of al-Qaa in the northern Bekaa, near the Syrian Qalamoun town, from the expected battle with jihadists.

However,
today is that tomorrow you were thinking about yesterday...
he stressed that the parties present in the area, in particular Hizbullah and the SSNP and the Baath party, are ready to aid the Lebanese army in its battle against terrorism.

Al-Nusra Front announced on Sunday via its account on Twitter the end of the training of its troops, who are currently deployed on al-Qalamoun mountain peaks.

of Iraq and the Levant (ISIL) in the Syrian al-Qalamoun have been allegedly mobilizing and moving closer to the border with Leb ahead of a battle along the country's eastern border.

The Lebanese army frequently festivities with the turbans in their hideouts near the Syria border.

The IS, which controls several areas in Syria and Iraq, aims to spread to Leb as its fighters position in the outskirts of Bekaa towns bordering Syria and the Lebanese army is in adamant efforts to stop their efforts to infiltrate the country.

and Hizbullah forces alongside each other, with support from some smaller Islamist rebel groups.

Despite ideological similarities, the two groups are opposed and in conflict with each other in other parts of Syria, particularly in the north.

Last Overland Route Closure Chokes Off Lebanese Exports
Outcome: increased poverty in Lebanon, increased starvation in Syria. In the Gulf countries prices will increase, even as they rake in less from oil sales, leaving them less to invest in their favourite jihadis.
[AnNahar] Leb's land exports to Gulf markets have been choked off, leaving millions of dollars in goods stranded after the closure of a vital crossing on the Syrian-Jordanian border last month.

The Nasib border point was the last remaining gateway for Lebanese truck drivers transporting agricultural and industrial products to Iraq and Gulf countries.

After Syrian rebels seized Nasib on April 1, these exports came to an abrupt halt.

Why don't I care?

#4  According to the article, Israel will tranship Lebanese products, but they charge first world rates -- significant upcharge to sending Lebanese drivers through the desert. And of course there would be security checks as well...
