Joint Declaration Issued After Moscow Talks
[KhaamaPress] Delegates attending the peace talks in Moscow on Wednesday issued a joint declaration in which they outlined a nine point approach to promote “intra-Afghan” dialogue aimed at finding a political settlement to the conflict in the country.

The delegates unanimously agreed to hold the next round of talks in Qatar’s capital Doha as soon as possible.

The declaration read as follows:
    • All parties in this conference have agreed that a dignified and lasting peace is the aspiration of all the people of Afghanistan and this principle has been achieved in Moscow.

    • All parties agreed that in view of the current sensitive situation, the intra-Afghan dialogue must continue on regular basis.

    • All parties agreed to support the ongoing talks in Qatar and consider these talks a positive step towards ending the imposed war on Afghanistan.

    • All parties have agreed that systematic reforms be put in place in all national institutions including the security sector after a peace deal is signed

    • All parties agreed that the cooperation of regional countries and major countries are essential to determine lasting and nationwide peace in Afghanistan

    • All parties agreed that the values such as respect for the principles of Islam in all parts of the system, the principle that Afghanistan is a common home to all Afghans, support to a powerful centralize government with all Afghan ethnicities having a role it it, protecting national sovereignty and promoting social justice, to keep Afghanistan neutral in all regional and international conflicts, protecting Afghanistan’s national and religious values and undertaking a unified and single policy.

    • All parties agreed that to determine lasting peace in Afghanistan, the following points are important : the complete withdrawal of foreign forces from the country, asking all countries to avoid interfering in Afghanistan’s internal affairs, providing assurance to the international community that Afghanistan will not be used against any other nation, protection of social, economic, political and educational rights of the Afghan women in line with Islamic principles, protection of political and social rights of the entire people of Afghanistan and protection of freedom of speech in line with Islamic principles, undertaking efforts for attracting international assistance for the reconstruction of Afghanistan’s infrastructure.

    • All parties agreed that in order to create the atmosphere of trust and promote peace, in the first step, it is important that these items are taken into consideration, tackling the issue of all those inmates who are old, or suffering uncurable diseases or have completed their prison sentences and the removal of leaders of the Taliban from the UN blacklist, opening of an official political office in Qatar for acceleration of peace talks.

    • All parties agreed that the next intra-Afghan meeting to be held in Doha, Qatar as soon as possible. Agreement was also made to work further on some other important issues related to the peace process in Afghanistan.
This declaration comes after two days of talks between some of Afghanistan’s mainstream political parties and politicians and a delegation from the Taliban office in Qatar.

The Afghan government did not participate due to the persistent refusal by the Taliban to engage in dialogue with government.

Earlier this week, President Ashraf Ghani said the Afghan politicians attending the Moscow Talks have no executive authorities and are not officially representing Afghanistan.

Ghani also questioned the mechanism of the Moscow Talks and said: “With whom, what will they agree upon there? Where is their executive power? Let hundreds of such meetings be held, but these would only be paper (agreements) unless there is an agreement by the Afghan government; Afghanistan’s national assembly and Afghanistan’s legal institutions.”

Mawlavai Hanafi has also claimed that the assurance regarding the pullout of half of U.S. troops has been given by the U.S. side and that technical groups would be formed to work regarding a schedule for the pullout of the remaining U.S. forces from Afghanistan.

Half of US troops to leave Afghanistan by May 1: Taliban

claimed on Wednesday that the United States agreed in Doha to withdraw half its ground troops by the end of April ‐ and the process had begun.

"The Americans agreed to withdraw half of their troops immediately. The withdrawal will start from February 1 and continue until end of April," Abdul Salam Hanefi, deputy head of the Taliban's political office in Doha, told news hounds in Moscow.

But US negotiator Zalmay Khalilzad has repeatedly stressed that "nothing is agreed until everything is agreed. 'Everything' must include an intra-Afghan dialogue and comprehensive ceasefire".

The US has issued no details on any potential withdrawal plan.

Egypt opposition rejects move to extend Sisi’s rule
[ENGLISH.ALARABIYA.NET] Egyptian opposition parties have formed a coalition against proposed changes to the constitution that would allow President Abdel Fattah al-Sissi to stay in office well beyond the end of his current term in 2022.

Egypt’s parliament has given its preliminary approval to the changes, but they would also need to be put to a national referendum.

Abdel-Aziz al-Husseini, a big shot in the Karama party, said Wednesday that 11 parties had met the previous day and declared their opposition.

He says the group has established a "union for the defense of the constitution" that includes secular and left-leaning parties and politicians.

Tripoli Protection Force calls for probing armored vehicles shipment seized in Al-Khums port

Protection Force (TPF) has urged the Libyan Public Prosecutor to probe the armored vehicles' shipment and arms shipment that were seized in al-Khums port.

In a statement, the TPF called on the Public Prosecutor to unveil the details of the shipments to the Libyan people and bring those involved in importing them to justice, let alone investigating the people behind allowing the use of letters of credit for bringing arms to Libya.

The TPF also urged the Public Prosecutor to probe the latest fighting in southern Tripoli and to issue arrest warrants of those involved in it.

"We don't recognize the Presidential Council as legitimate unless it is operating in full as per the Shirt-signed agreement. Hence, we call on the UNSMIL to implement the entire items of the Libyan Political Agreement not pick and choose what to wants based on dubious agendas." The statement reads.

The alliance of forces also said it looks forward for elections in Libya as soon as possible, vowing to secure them and secure the Libyan voters so the elections can be successful.

Local media reported "reliable sources" as saying that the seized shipments in al-Khums port came from The Sick Man of Europe Turkey

Libya's Presidential Council calls for ceasefire in the south
[Libya Observer] The Presidential Council has called for the immediate end of military operations in southern Libya to protect people and avoid any more bloodshed.

In a statement on Tuesday, the PC condemned military escalation in southern Libya including Arclight airstrikes on Murzuk town, where many were maimed.

"We urge all parties to listen to words of the mind and quit engaging in destabilizing actions." The statement reads.

It adds that war on terrorism, crime and mercenaries is a target for all, but it should be done via coordination among all state security apparatuses, not through hasty military operations.

The PC said that such acts harm the efforts to solve the crisis in Libya, adding that the solution should come through unity of institutions not division.

"Libya's south is very vital to stability but it shouldn't turn into a battlefield for settling political conflicts or social feuds." The statement adds.

Haftar's forces launched a military operation in southern Libya and had been using, according to sources, Sudanese Justice and Equality rebels as fighters in some southern districts. Many have been injured and some have been killed in different areas in the south since the start of the operation.

Sanaa University launches weekly lectures to ‘analyze’ Houthi leader speeches
[ENGLISH.ALARABIYA.NET] The faculty of postgraduate studies and scientific research at Sanaa University invited students to attend a weekly lecture to analyze the speeches of the "leader of Koranic march," Abdulmalik al-Houthi, according to a poster that promotes the event.

The Koranic march refers to the lectures explaining some verses of the Koran according to the Houthi

Sanaa University has been targeted by the Houthis since their takeover of the city. The militias have sought to bring about a change of curriculums, appoint their loyalists, and organize lectures that market their ideas.

Located in the country’s capital, Sanaa, the university was established in 1970 as the first institution of higher education in Yemen.

In December 2017, the Sanaa University Council appointed more than 300 Houthi supporters as academics, reportedly without considering professional and academic standards. Several deans who oppose the Houthis were also sacked.

The union of faculty members and their assistants protested the move, noting that a number of those who attended the Council’s meeting were not members of the Council, and that the members were actually pressured into making these decisions.

French-Israeli hacker faces trial for 2014 phone hoax that ended in death

[IsraelTimes] Gregory Chelli placed call that led police to carry out early morning raid on home of man who suffered fatal heart attack days later.

The Gay Paree prosecutor’s office is seeking an indictment against a French-Israeli hacker and prank phone call maker it holds responsible for the death in 2014 of a victim of one of his extreme telephone hoaxes, his attorneys said Tuesday.

Gregory Chelli, 36, who has been living in Israel since 2010 and is the subject of an extradition request, was named in court papers filed January 31 for, inter alia, "deliberate acts of violence that resulted in unintended death."

In the summer of 2014 Chelli allegedly targeted the online media Rue89 website after it reported on his hacking of pro-Paleostinian websites.
In such circles, I suppose that’s fair game.
On August 1, Chelli, already known for previous hoaxes publicized on his "ViolVocal" chat room website, targeted the father of Benoît Le Corre, the author of the article.
But going after innocent friends and relations seems a step too far.
After hacking a telephone line, Chelli called French police while pretending to be Thierry, the journalist’s father, and confessed to having just killed his wife and son.

Twenty coppers surrounded Le Corre’s home at 4:30 in the morning. Four days later Thierry Le Corre suffered a heart attack and then died a month and a half later.

Prosecutors wrote that medical experts established a "causal link" between the prank call and Thierry Le Corre’s death. They are also seeking that Chelli be tried for his other hoaxes, which had targeted a police officer and several journalists.

An investigating judge will now decide whether or not to allow the case to go trial.

"I’ve targeted the French police more than 500 times," Chelli told Channel 12 television in an interview that aired in 2017. "I’ve also targeted the Belgian and Swiss police."

In the television interview, which came ahead of the premiere of an Israeli documentary about him called "The Patriot," Chelli said that he began his online "activism" in response to the sharp rise in anti-Semitism in La Belle France in recent years.

Turkey probes deportation of Egyptian facing death penalty

will investigate the deportation of an Egyptian facing execution in Cairo over a boom-mobile and has suspended eight coppers involved, the Istanbul governor’s office said on Wednesday.

Mohammed Abdelhafiz Ahmed Hussein, whom the Moslem Brüderbund movement identifies as a member, was among 28 people sentenced in absentia to death, in July 2017 for killing Egypt’s public prosecutor in the attack, according to state media.

He was sent back to Egypt last month from Istanbul’s main Ataturk airport on arrival from Somalia for not having a visa.

The case adds to strained Turkey-Egypt relations since the army ousted President Mohammed Morsi, of the Brotherhood, following mass protests against his rule in 2013.

The Istanbul governor’s office said on Tuesday that when Hussein arrived, there was no information he was facing trial anywhere, and he did not request protection, so officials deemed him an "unacceptable passenger" due to lack of a Ottoman Turkish visa.

In a separate statement on Wednesday, the governor’s office said a commission had been set up to investigate the deportation and eight coppers were suspended from duty over it.

US Judge Releases Man Facing Deportation To Somalia
[RADIOSHABELLE] An immigration judge approved the release of Abdulkadir Sharif Abdi on Tuesday in a courtroom full of cheering friends and relatives, the latest twist in his long fight to avoid deportation to Somalia.

The government has increased deportations to Somalia in recent years, but the Twin Cities immigration court agreed to take another look at Abdi’s case last year after his attorney, John Bruning, said that his client’s criticism of bad boy group al-Shabaab

and its efforts to recruit local men could endanger him if he returned to his homeland.

After moving to the U.S. as a refugee in the 1990s, Abdi joined a gang and was convicted of car theft, receiving stolen property and three drunken-driving charges. He received a deportation order in 2002 and checked in with immigration officials for years ‐ in the meantime leaving the gang life, sobering up and becoming a leader in the Somali addiction recovery community. He became a housing manager at the Park Avenue Center, a Minneapolis alcohol and drug treatment facility.

But in January 2018, Abdi was detained at a routine check-in. He was scheduled to last March to be a passenger on a deportation flight of 69 Somalis, two-thirds of whom had criminal convictions, according to Immigration and Customs Enforcement. Abdi’s attorney sought a so-called withholding of removal, a sort of legal limbo that prevents him from being deported while not guaranteeing him asylum or citizenship.

Judge Sarah B. Mazzie granted that request in November, but Abdi remained in detention at the Freeborn County jail pending a final custody review. On Tuesday, Mazzie ordered him to be released on his own recognizance.

"I know we have a bright future," said Rhoda Christenson, Abdi’s wife. "He’s going to be OK ... and for that I’m grateful."

Abdi will still have periodic check-ins with immigration authorities, but Christenson said she was working with attorneys to try to prevent him from having to do so indefinitely.

Anab Ali, his sister, also cheered the decision outside the courtroom.

"Every mistake he made when he was so young," she said. "He changed a lot a long time ago."

All three lead parties that currently make up the joint opposition in parliament.

"I am no longer trying to end the differences between Asif Ali Zardari and Nawaz Sharif," Rehman said during an informal conversation with journalists. "I did try to end their differences, but their complaints with each other remain," he explained.

"Instead, I am now wishing for the differences between them to end," Rehman said, adding: "In the current circumstances, it is vital for the opposition to be united."

"Differences [of opinion] are common in politics. However,
a woman is only as old as she admits...
these differences should be resolved in order for the opposition to present a united front," the JUI-F chief said.

Rehman is known for playing the role of mediator between members of the opposition, and has adopted a similar role numerous times over the course of his political career.

Iraq won’t be part of sanctions against Iran: PM
[Rudaw] Iraq will not participate in sanctions against Iran, Prime Minister Adil Abdul-Mahdi said on Wednesday.

He made the comment in a meeting with the head of Iran’s Central Bank, Abdul Naser Hemmati, who is in Baghdad as Tehran continues to look for ways to beat US sanctions.

The prime minister pointed out that Iraqis can empathize with other nations experiencing sanctions.

The Iraqi people have "suffered from embargo and realize the damage that peoples incur from its consequences," he told Hemmati, according to a statement from his office.

As such, "Iraq won’t be part of the sanctions system against Iran or any other people," he said.

US sanctions came into force last year, but Iraq was granted a temporary waiver so it could continue to import natural gas and electricity from its neighbour while looking for an alternative energy source ‐ something Iraqi officials have said will be impossible.

Iraq's Electricity Minister Luay al-Khatteeb is currently in Iran.

Baghdad has repeatedly said it values friendly relations with all countries and will not permit Iraq to become a battleground for a dispute between the US and Iran.

During Hemmati's visit, the heads of the Central Banks struck a deal that will permit Iranian exporters to use Iraqi banks.

Under the deal signed by Hemmati and his Iraqi counterpart Ali al-Aalaq, Iranian banks will be permitted to open dinar accounts in Iraqi banks, thereby allowing Iranian exporters to conduct business using the Iraqi banks, Iran’s IRNA news reported.

Iraq and Iran share a nearly 1,500 kilometre long border and annually do about $12 billion in trade.

US to purchase Iron Dome missile defense system from Israel
[IsraelTimes] The US army says it will buy the Iron Dome missile defense system from Israel to "fulfill its short terms needs," according to a statement from the military.

The statement says the aerial defense system in use by Israel since 2011 has "proven effective in combat" and will be deployed to protect American soldiers abroad.

The army says it will procure a "limited number" of batteries to "fill its short-term needs for an Indirect Fire Protection Capability."

Abbas pledges to continue security cooperation with Israel despite US aid cuts

is pledging to continue security coordination with Israel, despite recent US funding cuts to Paleostinian security forces and years of impasse in the grinding of the peace processor.

Abbas tells a gathering of Paleostinian and Israeli activists on Wednesday that his government has counter-terrorism agreements with nearly 100 countries, including Israel.

He says the West Bank government has a "joint agreement to fight terrorism" with Israel and "will not violate it" ‐ because if it does, "nothing will remain."

He adds that he hopes that a party committed to peace would succeed in the upcoming Israeli elections.

The US cut all aid to the Paleostinian Authority, including $61 million in security assistance, when an anti-terrorism law took effect last week. The forces are considered crucial for Paleostinian and Israeli safety.

In an interview published Wednesday, Paleostinian Authority President Mahmoud Abbas confirmed that the PA continues to maintain its security ties with the US.

Abbas made the comment less than a week after the State Department stopped providing aid to PA security forces at Ramallah’s request.

"We still have a relationship with the [American] security services in order to fight terrorism in the world," the PA president said in an interview with Sputnik, a Russian state-run news site.

Fleeing from ISIS: ‘They killed my three children’
[Rudaw] EASTERN DEIR EZ-ZOR, Syria ‐ Local officials have registered 28,000 people fleeing ISIS-held territory in eastern Deir ez-Zor province in the last 45 days.

It is not an easy journey though. One woman said three of her six children were killed by an unidentified force.

"They killed my three children who were 8, 10, and 14 years old. They hit us with artillery. We had sheltered in a hole where there was no medicine, nothing. We are pleading and screaming out for help," said the woman who gave her name simply as Duha.

She is from Aleppo and admitted her husband had been a member of ISIS.

Authorities receive about 400 displaced people every day. All are carefully screened and those believed to be members of ISIS are interrogated.

"We break down the lists, separating the names. The many Iraqis will be separated from the Syrians," explained Mohammed Baveh Jomard, head of IDP registration in eastern Deir ez-Zor.

"What has surprised me is that none of them are from here. The indigenous people from here make up just five percent of those fleeing. The rest are from Idlib, Homs, Hama, and Aleppo."

About 4,000 have confessed to membership in ISIS.

The Syrian Democratic Forces (SDF) have slowed their operations because ISIS is using human shields, but the expectation is they will declare victory soon.

Aid convoy headed to Syrian refugees stranded near Jordan border

and the Syrian Arab Red Islamic Thingy are dispatching more than 100 trucks of humanitarian aid from Damascus to Syrians stranded near the border with Jordan.

The convoy is described in a statement by the Syrian Arab Red Islamic Thingy as the largest to reach more than 40,000 residents of the Rukban camp. It’s carrying food, medicine and educational materials.

The distribution is expected to take seven days and involve more than 140 Red Islamic Thingy volunteers. The UN humanitarian chief urged the convoy to go through without delay because of deteriorating conditions.

The last aid delivery to the isolated camp was sent in November, nearly 10 months after the previous batch.
