Dutch police behead Bredolab botnet
Dutch police and net security organisations have teamed up to dismantle many of the command and control servers associated with the Bredolab botnet.
A hearty well done! to all involved.
The Bredolab Trojan, which has spyware components that allow criminals to capture bank login details and other sensitive information from compromised machines, has infected an estimated 30 million computers worldwide since its emergence in July 2009.

Infected machines remain pox-ridden but the command system associated with the cybercrime network has been decapitated, following an operation led by hi-tech police in The Netherlands.

The Dutch Forensic Institute NFI, net security firm Fox-IT and GOVCERT.NL (the Dutch computer emergency response team) assisted in the operation which involved the takedown of 143 servers associated with the botnet. Fox-IT used the botnet itself to alert infected victims that there was a problem with their machines, directing them to a notice here.

The command systems were hired by unidentified cybercrooks from hosting provider LeaseWeb, which co-operated in the dismantling of the botnet.

#1  No arrests? The article doesn't say anything about anybody getting arrested. It only reports that the "command systems were hired by unidentified cybercrooks". So the cybercrooks, and presumably their source code, are still on the loose and can easily hire more "command systems." Don't these cops have the patience or the intelligence to follow through on an investigation until they get the bad guys who are behind the bot?

Yemen: 40-Year-Old Man potted in Rape Attempt
[Yemen Post] A native of Al-Ahkoom district of Abb province, 40, Abdul Slam Al-Hakami, who tried to rape a women at her apartment in the area, has been killed as the victim whipped out her own rod and put one through his head, local sources revealed the Yemen Post.

The rapist tried to grab her, threw her to the ground and began punching her. Her screams didn't stop until a man in a nearby building heard and ran outside to help, the same sources said.

As the door was being beaten by neighbors, the victim, 30-year-old woman, pulled a gun from the rapist waistband, and fired at his head, said the sources.

#1  I remeber the USGS attempt to scuttle the Alaskan Pipeline by argueing that the Prudhoe Bay Field contained no more than 850 million barrels. Since then the Prudhoe Bay Field has produced more than 16 billion barrels.

the reduction in the estimated recoverable oil is only for the National Reserve area (the NPRA in the northwest of Alaska), not for the ANWR area in the Northeast of Alaska.

The latter is where the oil companies want to drill because it is reasonable accessible to the existing pipeline.

3,342 confirmed Cholera cases in Haiti -- WHO
(KUNA) -- The World Health organisation WHO announced on Tuesday that as of October 25, the Haiti Ministry of Health has reported 3,342 confirmed cholera cases including 259 fatalities. "Suspected cases are being investigated in the North and South departments, and five cases have been confirmed in the West Department, where the capital, Port-au-Prince is located," said the WHO in a blurb.

Currently, there are 12 cholera treatment centers being built to support isolation and treatment of patients: six in Artibonite, one in Central, and five in Port-au-Prince. WHO experts said that "the emphasis is on prevention by ensuring clean water, promoting good personal hygiene, and food handling practices, including hand washing and trying to prevent defecation in open areas." As just under half of reported deaths so far are taking place in hospitals, but more than half are in the community, PAHO is in the process of mobilizing experts in the area of proper body disposal to travel to Haiti.

Indonesia volcano Merapi erupts
[Al Jazeera] Indonesia's Mount Merapi has begun to erupt, spewing searing clouds of volcanic ash and rocks into the sky, killing three people.

One of those who died on Tuesday was a baby who suffered breathing problems, while another 30 people have been injured.

Surono, the government's chief volcanologist, said the mountain, which had been rumbling for hours, started to erupt just before dusk, a day after the agency raised the alert status to the highest level.

"We heard three kabooms around 06:00 pm (1100GMT) spewing volcanic materials as high as 1.5 km upward and heatclouds down on the slopes," Surono, who like many Indonesians goes by only one name, told the AFP news agency.

Indonesian scientists had warned of a pressure build-up beneath Mount Merapi's lava dome, as authorities evacuated tens of thousands of villagers to temporary shelters.

An avalanche of rocks spilled down Merapi's slopes before dawn on Tuesday and gusts of ash rose 50 metres into the air as the mountain continued to rumble.

Surono had said earlier that the greatest concern was pressure building behind a massive lava dome that has formed near the tip of the crater.

"The energy is building up. ... We hope it will release slowly," he said. "Otherwise, we're looking at a potentially huge eruption, bigger than anything we've seen in years."

Temporary shelters were set up after officials designated an area 10km around the country's most active volcano a danger zone.

More than 50,000 people living in the shadows of the volcano, located north of the Javanese cultural capital, Jogjakarta, are now facing evacuation.

Widi Sutikno, a field co-ordinator in the Sleman district on the southern slopes of the 2,914-metre mountain, said about 3,700 people had already moved to makeshift camps.

"We have evacuated many women, pregnant women, sick people, elderly people and children," Sutikno said. "We let some people return to their fields for their daily activity. But they need to go back to the camps and not their houses."

Genie interrogated before 'Magic Committee'

100-million-riyal-man runs away

MADINA: A licensed "ruqya" reciter of the Qur'an has entered the drama surrounding the Madina judge charged with accepting money to pass verdicts through his court and who claims he was "under a spell" at the time of the alleged acts of corruption.

Ruqya practitioner Fayez Al-Qathami told Okaz/Saudi Gazette that he questioned what he said was a "jinni"- or "genie", as traditionally rendered in English -- that spoke in the voice of the judge in a ruqya session conducted in the presence of the "Magic Committee" from the Commission for the Promotion of Virtue and Prevention of Vice.

Al-Qathami said that Sheikh Fahd Al-Muhaimeed, the president of Madina Court, asked him to prepare a document detailing "the information provided by the genie during interrogation", including the offences the judge committed and information concerning a real estate broker who the judge claimed put a spell on him.

The judge told investigators that the broker had "taken control of his thoughts" and made him rule on cases "without being conscious of committing any illegal act." The broker is also a suspect in the case but has fled justice, while the judge said he was later cured by ruqya Qur'anic recitation.

The judge was first taken into custody during Ramadan, and several businessmen and state employees along with seven engineering and planning firms are all suspected of involvement in the various cases that passed through his court.

Continuing investigations into the case, which involves alleged bribes to arrange through the judge's court illegal ownership of real estate, have revealed that the owner of one engineering firm has fled the country. His flight reportedly followed the discovery of SR100 million in his account.
An engineer who was arrested for overseeing the execution of plans for the illegally owned land provided investigators with information on 30 more state officials and businessmen involved in the corruption case.

18-Year-Old Girl killed in Al-Baidha Province
[Yemen Post] An 18-year-old teenager was rubbed out by her younger brother in Al-Baidha province on Monday, locals told the Yemen Post.

The brother shot at is sister through a window while he was outside. The bullets hit her in the stomach, heart and lungs. The sister bled to death at the home of the family, according to the same sources.

The brother was said to be ashamed of his sister for wearing inappropriate clothing near a window, the sources said, adding that he wanted his sister to become integrated in to the traditional society in which she lived.

Bangladesh falls one notch down to 12
[Bangla Daily Star] Bangladesh remains static in terms of curbing corruption, according to Transparency International's annual corruption perceptions index released yesterday.

On a scale of 1 to 10, the country has scored 2.4, the same as it did last year. It, however, has moved up one place to 12th in the rankings from bottom.

Of 178 countries in the 2010 index, Bangladesh has been ranked 134th. Last year, it was placed 13th from bottom and 139th from top among 180 countries.

Denmark, New Zealand and Singapore have scored the highest 9.3, jointly holding the top position. Somalia has scored 1.1 to be at the bottom of the roll, which is designed to reflect the perceived perceptions of how corrupt a country is.

"Ranking is not much important here, as it may change in relation to performance of the other countries. What is important is the score," said Dr Iftekharuzzaman, executive director of Transparency International, Bangladesh (TIB).

"We thought we would score higher as the ruling Awami League had some strong electoral pledges with regard to fight against corruption," he added.

Iftekhar was unveiling the CPI 2010 at a press conference at National Press Club yesterday afternoon.

In 2009, Bangladesh was among the nine best performers making a significant progress in curbing corruption, bettering its score to 2.4 from 2.1 the previous year.

Cubans queue for business permits
[Al Jazeera] Cubans have begun queuing outside government offices across the capital, Havana, to register their own businesses as the country made official a sweeping economic overhaul announced last month.

Cuba unveiled new rules for broader self-employment in the government Gazette on Monday, a month after announcing new guidelines for free enterprise activities in 178 fields.

The government said last month that it planned to expand its private sector in an effort to help preserve socialism, but the rules did not become law until they were published on Monday.

Under the new measures, Cubans will be able to open restaurants, repair homes and cars, train animals, sell wine, provide transport, work as clowns and open many other businesses, some currently prohibited by the communist-led government.

"I hope this licence will bring me a better future," the News Agency that Dare Not be Named news agency quoted Lazaro Ramos, who was one of about 20 people waiting outside a government office in Havana's 10 de Octubre neighbourhood, as saying on Monday.

Ramos, 34, said he was unemployed but was hoping to get permission to make piñatas for children's parties. "The economy is not good. But with this, I will be able to make ends meet."

Under the rules detailed in the Gazette, authorities said the majority of the country's new self-employed license owners will be eligible for a simplified tax system that establishes a monthly quota regardless of revenue.
Shades of the old Romans. Who gets the concession?
For example, parking attendants would pay 80 pesos ($4) a month, while typing instructors would have to pay more than 100 pesos ($5) monthly, and barbers would be forced to pay the highest fees at 200 pesos ($10) a month.

Those not eligible for the simplified tax system - with jobs such as taxi driver, plumber and rooming house operator - will pay a 25 per cent income tax on the first 10,000 pesos ($476) earned each year, with the rate rising for those who earn more. Income exceeding 50,000 pesos ($2,381) a year will be taxed at 50 per cent.

The guidelines are part of a plan to deal with some half a million state workers to be laid off by March 2011. Authorities announced on September 13 that the government would lay off 500,000 workers and absorb many of them into the private sector.

The new rules will allow Cubans over the age of 17 to start their own business, so long as they are permanent residents.

Cuba's inefficient economy, crippled by a US trade embargo for nearly five decades, has been suffering for years, and the government of Raul Castro has begun to allow an expansion of small-scale private enterprise.

Similar steps were taken in the 1990s as Cuba struggled to survive when its economy collapsed after the fall of the Caribbean island's principal benefactor, the Soviet Union.

In 1996, the number of self-employed peaked at 209,000, but when the economy improved, the government, in the name of ideological purity, backed off the reforms and restricted the issuance of new licences.
Which they'll do again just as soon as things improve in the least ...

NDakota Oil Production to hit 350k barrels/day by year end
Three years ago, NDakota was producing under 100k barrels/day.

There are now over 5000 wells currently producing and 150 drilling rigs now working. There is a good chance the state may hit 400k barrels per day within a year which would be about 8% of US domestic production.

19,498K barrels/day. It imported 57% of its oil consumption that year.

My calculator indicates that the cited ND oil production is 1.8% of that total consumption.

#1  Reuters got the headline wrong and also didn't write up the story very well.

What is happening here, I think, is that PRico is bumping up the tax on some multinationals for 2010, then decreasing the bump for the four years after that. The idea is to keep the multinationals in P Rico but also to extract lots of $$ in the short run to help with the balance sheets in the short term.

On MSNBC last night Lauren Valle, the woman reportedly attacked at a Rand Paul event, said the following: "Well just before the tape I was identified by the Rand Paul campaign because they've seen me around town at these events. And they realized they know me because of my work and they don't support it. So they actually formed a blockade around me once they realized that I was there. And as Rand's car pulls up they step in front of me and start to block me so I stepped off the curb to try and get around them and at that point they pursued me around the car, chased me around the car, and what you see in the video is when I'm in the front of the car and that's when I'm pulled down and then my head is stomped on."

#1  I've never understood what the big deal about marijuana is - in my experience it's far less dangerous than other (legal) drugs such as alcohol, and the few I know who have problems with it have addictive personalities anyway. Its status as a 'gateway' drug seems to only be because its illegal, and would pretty much go away with legalization.

I have to admit I'm horrified to be agreeing with Soros on just about anything, but as far as I can tell legalization and taxation are the only sensible way forward (adding revenue to the government and taking it from illegal gangs) but others dont share my opinion - thoughts?

Will the revenue exceed the beaurocratic expenses necessary to regulate the manufacture of a regulated substance (how many servings @tax/serving will be required to pay a yearly salary of each gov employee necessary for regulation (oversight of industry plus prosecution of moonshiners and bootleggers) and how many regulators, factor in savings in court/jail costs)?

Will CA (direct challenge to fed authority) get the same treatment as AZ (mirror of fed authority)?

How will the current distributers react to losing their bread and butter?

#8  When folks are stoned, they're less likely to pay attention to the 'details' (like 'Truth').

Stoners, at least the ones I've known over the years, are also an awful lot more likely to vote lefty. I've got good money I'd put behind the idea that Soros doesn't give a rat's ass about pot but that his backing of the measure is more a way to up lefty turnout.

#10  Stoners will only turn out if they are not stoned at the time, they are notoriously unreliable.

I used to think there would be no harm in legalizing it until the UK decriminalized pot and ran into all sorts of problems and started backtracking. Netherlands has also started backtracking. I'm a big fan of watching real case scenarios before jumping into things and the real word attempts at legalization have not been positive.

But it's true that so many proponents make the argument that it will provide more tax revenue. That's not a very appealing idea unless you're a socialist.
Still, government is better than drug gangs.
Do stoners vote lefty? Yes, and I leaned liberal back in the days when I used to partake. But there's no direct automatic causality. First of all, I was young and young people tend to be liberal anyway (due to lack of wisdom, group think, etc.). Secondly, if conservatives stopped trying to punish and jail stoners for their harmless vice, stoners would be more open to their ideas on individual and economic freedom and confronting the nighmare of Islamic extremism. Stoners are the natural enemies of the left with its overpowering desire for control and obedience to the dictates of PROGRESS.

India eyes Typhoons in air drill with U.K.
NEW DELHI, Oct. 26 (UPI) -- India and the United Kingdom have taken to aerial war-games expected to assess India's first participation of airborne early warning and control system aircraft and interest in Eurofighter Typhoon jet fighters.

The Typhoon is competition for the Indian air force's $10 billion medium multirole combat aircraft tender and the joint exercise marks the first time that the Indian air force will be afforded first-hand evaluation of the aircraft. Typhoon's makers are in talks with a host of Indian firms to plug them into the Europe consortium's global supply chain, in a move which company officials and military analysts say could pave the way for a rash of lucrative deals.
It's the Typhoon or the F-18, apparently ...
The joint exercise, due to be concluded Nov. 3, opts to include combined maneuvers intended to help pilots improve their skills.

Emphasis will also be given to "exposing the controllers of AWACS aircraft to large-scale engagements and protection of high-value assets in addition to management of logistical needs," the Sify Web site reported.

It is an opportunity, Indian Air Marshal K.K. Nohwar was reported saying, "for both the air forces to get an insight into each others' operational philosophies and work cultures. This will greatly enhance the understanding of our air force to operate in scenario involving state-of-the-art technologies."

India announced plans recently to spend up to $30 billion on its military by 2012. Last week, it said it was locking in negotiations with Boeing, the second-largest U.S. defense contractor, which is hoping to bid for $31 billion worth of military contracts in India in the coming years. A KPMG report estimates India's defense spending will swell even further, forecasting about $112 billion on defense procurement by 2016, creating offset opportunities worth $30 billion for the domestic industry.

Boeing will be competing against defense industry giants including Lockheed Martin and other suppliers for a string of orders set to sealed within the coming year.

Eurofighter Typhoon is competing with U.S. and Russian models to win a contract for 126 fighter jets estimated at about $11 billion. The Typhoon is co-produced by European firms that include EADS, BAE Systems and Finmeccanica. Eurofighter has said that its plans to engage with Indian suppliers were independent of the 126 jet tender which is due to be decided on within the next six months.
Comes down to which manufacturer will bribe co-opt deal with indigenous Indian aircraft makers for co-production rights.
"This demonstrates our commitment to integrating India into the program as a true and equal industrial partner," Bernhard Gerwert, chairman of the supervisory board of Eurofighter GmbH, told a group of journalists in New Delhi.

 Pakistan ranked 34th most corrupt country in 2010
[Geo TV] Pakistan's decline continue in Corruption Perceptions Index (CPI) and now its Index Score is 2.3 against 2.4 in 2009, and out of 178 countries, its ranking as most corrupt country has slipped 7 ranks, from 42 in 2009 to 34 most corrupt country in 2010.

The 2010 CPI shows that nearly three quarters of the 178 countries in the index score below five, on a scale from 0 (perceived to be highly corrupt) to 10 (perceived to have low levels of corruption), indicating a serious corruption problem.

Syed Adil Gilani, Chairman TI Pakistan said in last two year there have been unprecedented cases of corruption involving tens of billions of rupees in public sector organization, which under the Rule of Law, should have been taken up by the National Accountability Bureau.

He said the political will of the government to fight corruption is lacking which has resulted in the Supreme Court of Pakistan to take suo moto action against mega corruption in NICL, Pakistan Steel, Rental Power Plants.

The CPI 2010 reveals that corruption in Pakistan is increasing, while in Bangladesh it is decreasing. Bangladesh was perceived to be the most corrupt country in 2001, 2002 and 2003 and its ranking in 2010 is 39 most corrupt country.
Reduced corruption has paid dividends to Bangladesh whose annual GDP growth last year was over 5%, while Pakistan's GDP growth last year was near 2.4 %. Delay in formation of An Independent Accountability Commission by the parliament may further aggravate the situation.

Chairman TI Pakistan said that the Supreme Court of Pakistan, which has a declared policy of Zero-Tolerance for Corruption on 22 March 2009, in its order of 12th October, 2010 in NICL Case No.18 of 2010 involving six procurements is considers the Violation of Public Procurement Rules 2004 as a criminal act. It is a landmark order, treating violation of Public Procurement Rules 2004 as a federal crime and it will help reduction in Corruption.

The direct impact of increased corruption is witnessed in the rise in the prices of food commodities which according to the latest official data of Federal Bureau of Statistics, have increased up to 120 percent in last one year viz. sugar from Rs 54 to Rs 80, pulses from Rs 50 to Rs 110, eggs from Rs 35 to Rs 60, and the Foreign Direct Investment for the fiscal year 2009-2010 dropped to US $ 2.21 billion from US$ 3.71 billion in FY 2008-2009, and in July-Sept 2010 it is further dropped to US $ 387.4 million ( 68% of last year).

Foreign debt on Pakistan increased from US $ 40 Billion in 1999 to US $ 46 billion in 2008, whereas in last two years it has increased to US $ 53.5 billion.

Across the board Application of Rule of Law, Merit based appointments and easy Access to Justice is the only solution to save Pakistan from corruption, which is responsible for poverty, inflation, terrorism, illiteracy, lack of electricity and hording of essential food commodities.

In the 2010 CPI, Denmark, New Zealand and Singapore tie for first place with scores of 9.3. Unstable governments, often with a legacy of conflict, continue to dominate the bottom rungs of the CPI. Afghanistan and Myanmar share second to last place with a score of 1.4, with Somalia coming in last with a score of 1.1.

#3  ...RTFA: If we were under verified, no-s@it attack, they could still have been launched. There's about a half-dozen different ways to get the birds airborne if necessary. When they say 'communicate', they mean they couldn't retarget them (irrelevant in a 'under attack' scenario) or do diagnostics. Security measures are a bit more worrysome, but keep this in mind: there are multiple layers of security on these beasts. As soon as the alarms went offline, the USAF Security Forces patrols which are already out there and looking around would have gone to a higher state of readiness and more guys would have been sent out from the base itself to back them up until they got things fixed.
