#4  Mississippi River has been held at a steady 16.3 feet (give or take a few inches) for several months by diversion of a bunch of flow through the control structures into Lake Pontchartrain and into the Atchafalaya River system. This storm system should not raise it too much from the rain, as the River will only see the water that falls on it or gets pumped out of the city into it, which is only a tiny fraction of flow. Storm surge at the mouth of the river will reduce the gradient ('raise the back pressure') temporarily, which will reuce the river flow and back the river up into New Orleans, which would probably raise the river level to near record highs, and be a full test of the levee system.

Washington state sues Navy over expanded operations on Whidbey Island
[NavyTimes] SEATTLE ‐ Washington state sued the Navy on Tuesday over its expansion of jet operations on an island north of Seattle, saying officials failed to adequately consider the effect that additional noisy flights would have on people or wildlife.

"The Navy has an important job, and it's critical that their pilots and crews have the opportunity to train," Attorney General Bob Ferguson said in a news release announcing the lawsuit. "That does not relieve the federal government of its obligation to follow the law and avoid unnecessary harm to our health and natural resources."

The Navy's public affairs office said it does not comment on litigation.

The Navy in March authorized the expansion of its Growler program by up to three dozen jets, adding to the 82 already based on Whidbey Island, north of Seattle.

The low-flying jets conduct electronic warfare to jam enemy communications and launch systems, and under the expansion plans crews would perform around 100,000 takeoffs and landings a year for the next three decades.

That, Ferguson said, could have serious effects on nearby residents. The state Health Department has outlined how exposure to noise levels similar to those at Naval Air Station Whidbey Island could disrupt children's learning and cause sleep disturbance, cognitive impairment and cardiovascular disease.

It could also disrupt the feeding and breeding of eagles and marbled murrelets, a type of seabird.

In the news release, Quinault Indian Nation President Fawn Sharp called on the federal government to strike a balance between national security and environmental preservation.

"Unregulated, unrestrained noise pollution from increased military training operations presents a clear threat to the health and solitude of our state's fragile ecosystems, treaty protected resources and endangered species," she said.

In its decision to approve the expansion plan, the Navy said the number of flights on the island would be comparable to those that occurred from the 1970s through the 1990s. It also said it would continue to invest in technologies to reduce engine and aircraft noise.

The state's lawsuit alleges violations of the National Environmental Protection Act and the federal Administrative Procedure Act. Ferguson said he intended to add claims under the Endangered Species Act.

The National Parks Conservation Association said it supports the lawsuit, noting that the flights could also affect Ebey's Landing, a historical preserve on Whidbey Island, and Olympic National Park. The association recently filed a lawsuit accusing the Navy of withholding information about noise pollution from the jets over Olympic National Park.

Navy Secretary Richard Spencer wrote a letter in March to the federal Advisory Council on Historic Preservation, rebuffing its call for additional noise monitoring and tracking of the effect on tourism. He said the Navy had already performed noise monitoring and noted it was spending $876,000 to refurbish a home at Ebey Landing built in 1860.
Just last week we saw SpaceX considering leaving Vandenberg because California objected to rocket launch/landing noise interfering with seals having sex. It must be the new game of the Left Coast Luddites

Kabul Police arrest armed robbers, seize weapons and dagger knife
[KhaamaPress] The Kabul Police arrested two armed robbers amid ongoing efforts to curb the activities of armed robbers and other criminal gangs in the city.

The Ministry of Interior (MoI) in a statement said the police forces arrested the two armed robbers in 7th district of the city.

The statement further added that the police forces also confiscated two weapons and a large dagger knife during the operation.

The Kabul Police informed regarding the arrest of the two armed robbers amid a sharp rise in criminal incidents in the city.

This comes despite the security forces launched several crackdowns against the criminal gangs in the city.

Embarrassed by the publicity of the content Ambassador Darroch has resigned after President Trump called him a "pompous fool" and said the administration wouldn’t work with him.

The British Ambassador writes:

"Since the leak of official documents from this Embassy there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador. I want to put an end to that speculation. The current situation is making it impossible for me to carry out my role as I would like. Although my posting is not due to end until the end of this year, I believe in the current circumstances the responsible course is to allow the appointment of a new ambassador."

Various British politicians are upset about the resignation, saying the U.K. government should have done more to support their embattled Ambassador. Ultimately this is all a little funny.... The British are going bananas; and President Trump doesn’t care.

[ZeroHedge and many others] Researchers in Norway have discovered radiation levels in excess of 100,000 times normal next to a Soviet-era nuclear submarine which sank in the Arctic 30 years ago - a reading which is higher than those taken 12 years ago, according to Norwegian news outlet TV2.

The Kosomolets went down in the Barents Sea in 1989, killing 42 out of its crew of 69, according to the Moscow Times. It is sitting at a depth of 1,665 meters (5,462 ft) with a severely damaged hull from sitting on the seabed for 30 years.

The radioactivity was detected near a ventilation hole which has been observed to kick up 'mysterious' dust clouds.

We have observed a kind of cloud coming out of this hole once in a while. In connection with the test in which we measured pollution, a cloud came out of the hole. This may indicate that the pollution comes out in pulses, says Heldal.

It is assumed that the ventilation hole at the top of the submarine tower is in direct contact with the reactor inside the wreck. This hole will now be monitored extra closely by the researchers the rest of the cruise, which is scheduled to be completed tomorrow. -TV2

"The results are preliminary. We will examine the samples thoroughly when we get home," said Hilde Elsie Heldal of the Norwegian Institute of Marine Research. Heldal believes that the plumes might be caused by ocean currents, tides or other conditions related to the movement of the ocean.

The samples were taken as part of a joint operation between Norway and Russia which set sail from northern Norway on Saturday.

Chinese military deploys armored vehicles to Europe for the first time as Chinese medics train in Germany
[MilitaryTimes] The Chinese military has deployed military personnel and armored medical vehicles to Germany for joint drills, a first for the Chinese People's Liberation Army as it attempts to forge closer ties with Europe.

The joint exercise; Combined Aid 2019; is focused on preparing troops with the medical service units of the Chinese and German armed forces to respond to humanitarian crises, such as mass casualty incidents and serious disease outbreaks, China's Xinhua News Agency reported.

The exercise follows a cooperative military medical training exercise in 2016 in Chongqing, where the PLA and the German Bundeswehr practiced responding to an imaginary earthquake scenario.

"We've seen China increasing its participation in these kinds of activities. It provides a low risk means to demonstrate its commitment to global governance, which may help reduce anxiety about its growing military capabilities," China watcher Matthew Funaiole, an expert at the Center for Strategic and International Studies, told INSIDER.

"The PLA in the future will need to go abroad to protect China's overseas interests in countries along the Belt and Road Initiative," he explained. "If there could be some basic mutual trust and understanding with NATO forces, the risk of potential conflict could be greatly mitigated."

Jorge Benitez, a NATO expert with the Atlantic Council, told Stars and Stripes that "the presence of the Chinese military in Germany for this exercise creates very bad optics for Germany, NATO and the US and is a cheap propaganda victory for China."

Last year, the Chinese People's Liberation Army-Navy (PLAN) conducted its first combined exercise with the European Union Naval Force (EU NAVFOR) in waters near China's new military base in Djibouti. It marked an unprecedented level of cooperation at that time.

Woman killed in shooting at district courts
[DAWN] CHAKWAL: A young woman was killed while a passerby and an accused person were maimed in a firing incident in front of the district courts on Tuesday.

According to police, three people opened fire on four men with whom they are running a legal battle related to a murder case. On June 10, Ghulam Abbas was rubbed out in Choi Jandran village of Kallar Kahar over a petty issue.

Police booked five people in the murder case and arrested one of them. "The other four managed to secure interim bail and came to the district courts for hearing of the case on Tuesday. As they came out of the courts, three relatives of the dear departed opened indiscriminate fire on them," District Police Officer (DPO) Adil Memon told Dawn.

Aqsa Bibi, 25, from Thaneel Kamal village, who had gone to the district courts along with her brother, was hit by bullets and went titzup.

"Aqsa’s brother had to submit his documents for recruitment in the police and she was waiting for him at a roadside when the bullets hit her," the DPO said.

Another passerby, Khawaja Mehmood, from Munday village, sustained a bullet injury while one of the main accused identified as Tabbasam Abbas from Choi Jandran was also injured. He was arrested by the police and is being treated at the District Headquarters Hospital.

Boston-Area MS-13 Update
It's been a while since I've seen anything on this front...
[Universal Hub] - Nelson "Inquieto" Cruz Rodriguez Cartagena, 25, was sentenced to 17 years in federal prison yesterday for his role in running an MS-13 "clique" in Everett, after which he will be subject to deportation to his native El Salvador, the US Attorney's office in Boston reports.

Rodriguez pleaded guilty to one count of conspiracy to conduct enterprise affairs through a pattern of racketeering activity in April.

According to the feds, Rodriguez helped unmask one MS-13 member a leader thought was ratting on him and hid a gun used to fatally shoot a member of the rival 19th Street Gang in the head.

Although some of his crimes occurred in 2016 - when federal and local authorities arrested some 61 MS-13 members, Rodriquez was not indicted until 2018.
