Teen accused of paralyzing woman during heist caught on call confessing to crime
[NYPOST] A feral Houston teen accused of slamming a mom of three into the ground and leaving her paralyzed during a robbery was reportedly heard on jailhouse phone calls confessing to the crime and ridiculing the victim.

The audio recordings of 17-year-old Joseph Harrell’s conversations were obtained by station ABC13 from a source close to the investigation after a judge made a controversial decision to slash the suspect’s bond in half to $100,000.

"We were snatching purses," Harrell said on the jailhouse recording. "I hopped out, snatched the purse, the lady ran with the money, I grabbed her, slammed her and she was paralyzed."

Harrell was arrested on charges of aggravated assault and robbery after being caught on camera body-slamming Nhung Truong in Houston on Feb. 13. His accused getaway driver, 19-year-old Zy’Nika Woods, was also jugged

Cops said the teen suspect followed the woman for 24 miles from a bank to a shopping center to steal $4,300 in cash she had just withdrawn for an upcoming trip.

The so-called "jugging" attack left the 44-year-old single mother unable to walk after suffering a fractured spine and other serious injuries.

Speaking to an unknown person on the jailhouse recording, Harrell griped about Truong’s GoFundMe fundraiser and laughed at the prospect of being imprisoned for up to 20 years for the violent mostly peaceful purse-snatching.

"The lady probably wants justice and some more (expletive)," Harrell said. "They’ll try to max me out 20 years basically. That (expletive). I ain’t going for it."

He continued, talking about Truong’s online charity drive: "The (expletive) already ran up $230,000 off GoFundMe. (Expletive) better run on with her life.

"Like, (expletive) you done run up $230,000. Look. They say she ran up $230,000 and she’ll be back walking in no less than a year."

As of Friday morning, Truong’s GoFundMe account has drawn more than $310,000 in donations.

Harrell was out on bond for an unrelated weapons charge at the time of the harrowing, caught-on-video attack — and he was subsequently charged in connection with another robbery just over a week later.

In the Feb. 25 incident, Harrell and another suspect allegedly stole a woman’s purse in southeast Houston. The victim and her husband later managed to track the thieves using AirPods that were inside the pilfered bag.

The victim spotted Harrell and called 911. While the woman and her husband were waiting for police to arrive, Harrell allegedly confronted the victim and pointed a gun at her.

The 17-year-old’s bond in the Truong case was initially set at $200,000, but Judge Kristin Guiney on Wednesday lowered the amount to $100,000 after his attorney argued that his family did not have enough money to secure his release.

Harrell’s bond in the second robbery was also lowered, from $40,000 to $30,000.

Douglas Griffith, president of Houston Police Officers’ Union, told ABC13 that Harrell poses a threat to the public.

"If this kid gets out of jail, he is going to victimize more individuals," Griffith said. "He does not care about anyone but himself, and for the judge to lower his bond baffles my mind. I can’t wrap my head around it."

If Harrell makes bond, he would be placed under house arrest and be required to wear a GPS monitor, according to his court-appointed lawyer.

Truong may never regain full function of both legs, and her doctors said there is a 50% chance she will be able to walk again, Fox News reported.

Speaking to ABC13 through her daughter last week, Truong said she feels "scared."

"I need everyone’s help to get them the punishment they deserve," the woman said, referring to her attackers.

[TTAG] Washington State Double Murder Shows the Problem is a Failure to Prosecute and Incarcerate, Not a Lack of Gun Laws

Kirkland Warren was out on bail pending a long-delayed murder trial in Arkansas. But when he was arrested in southwestern Washington state early this month on charges that he assaulted his ex-girlfriend and fired a gunshot into her apartment, he quickly posted bond and was released again.

Just a few days later, his ex-girlfriend, Meshay Melendez, 27, and her 7-year-old daughter, Layla Stewart, vanished. Police named Warren a person of interest in their disappearance.

The discovery of their bodies in thick brush down a road embankment on Wednesday has raised questions about why someone facing a murder charge in another state would be released from custody after being arrested for a serious domestic violence offense.

Cymber Tadlock, the deputy prosecutor who handled Warren’s case in a 2017 killing in Jefferson County, Arkansas, said the Vancouver Police Department in Washington notified her on March 2 that they had arrested Warren for drive-by shooting and other charges, stemming from an incident in December. They also told her the next day that Warren had a court appearance and his bail was set at $100,000.

It wasn’t until March 14, after she had received official paperwork from Clark County, Washington, that she filed a motion to revoke Warren’s bail in the 2017 murder case. In the meantime, he posted bail and was released from custody March 8 — four days before Melendez and her daughter vanished.

Had his Arkansas bail been revoked sooner, it’s possible Warren would have remained in custody as a fugitive pending his extradition to face trial in Arkansas. But Tadlock said the time it took to obtain an order revoking his bail was typical.

"I wish everything could happen more quickly," Tadlock told The Associated Press. "I wish his murder case could have been resolved by now. It’s had delay after delay, and now it’s had a tragedy."

Lawyers for Pittsburgh synagogue shooter say he has schizophrenia, brain impairments
[IsraelTimes] Defense attorneys raise concerns about Robert Bowers, who offered to plead guilty to killing 11, wounding 7 in return for a life sentence, but prosecutors are seeking death penalty

A former truck driver about to face trial for a shooting massacre at a Pittsburgh synagogue more than four years ago has schizophrenia and structural and functional brain impairments, his lawyers argued in a public court filing this week.

Lawyers for Robert Bowers told a federal judge they were concerned a prosecution proposal to have their own psychiatric experts examine or evaluate him would be a "broad-ranging, invasive, and constitutionally problematic investigation" into his "life, mind, and body."

The defense said prosecutors should be limited to looking for evidence that would dispute defense assertions and argued they should not be allowed to investigate every possible aspect of his mental health. A message seeking further comment was left with defense attorneys, and the US attorney’s office in Pittsburgh declined to comment.

Jury selection is scheduled to begin next month in Bowers’s trial for shooting to death 11 people and wounding seven others at the Tree of Life synagogue in the nation’s most deadly attack on Jewish people. Bowers has offered to plead guilty in return for a life sentence, but prosecutors are seeking the death penalty.

On Monday, they told the US District Judge Robert Colville in a footnote that federal prosecutors had told them a request to withdraw the death penalty had been denied. "It is unclear whether this decision was made by members of the Department of Justice’s Capital Review Committee or the Attorney General," Bowers’s lawyers wrote.

They said the judge should narrow the scope of any prosecution testing, arguing Bowers’s own lawyers subjected him to "numerous objective test measures," and there’s no medical or legal justification to repeat them. They also want any prosecution testing to be delayed "unless and until" Bowers is convicted of a crime that could carry the death penalty.

The defense wrote prosecutors in February to say they plan to introduce evidence that Bowers has schizophrenia, epilepsy and brain impairments, findings they say are supported by neuropsychological testing and brain imaging.

In the new filing, his lawyers told Colville that prosecutors want to have him examined over several days by a psychiatrist, a neuropsychiatrist and a neurologist.

At least 26 dead after powerful tornado devastates rural Mississippi
[NYPOST] At least 26 people were killed and dozens of others injured after powerful tornadoes ripped through the Mississippi Delta on Friday night, leaving a trail of destruction in its path.

The Mississippi Emergency Management Agency, which released some of the figures, said late Saturday that multiple local and state search and rescue teams were still combing through rubble across the state to determine if there were any more victims.

Thirteen victims were confirmed dead in Sharkey County after the town of Rolling Fork — about 60 miles north of Jackson — appeared to take the worst hit, coroner Angelia Easton confirmed to CNN.

“What we found was devastation all around us,” Mayor Eldridge Walker said.

At least one person was killed in Silver City in neighboring Humphreys County, the local sheriff’s office told WJTV.

And in Yazoo County, two children were taken to Baptist Yazoo hospital in critical condition after becoming trapped in a home.

The African power grid collapse is spreading
[HotAir] Last summer, we looked at the collapse of the power grid in South Africa. The country which previously had the most economically stable and prosperous government in sub-Saharan Africa suffered waves of unemployment and looting as its economy buckled under the strain. They’ve managed to put together some foreign aid to apply patchwork fixes since then, but there are still rolling blackouts taking place on a regular basis. This winter, however, the power grid problems are spreading in one of the more underreported stories of the year. Zimbabwe and Nigeria are now also experiencing near-total collapses of their power grids. People who still have jobs are having to work at night because that’s the only time there is stable electricity. Scheduled blackouts frequently last up to ten or even twelve hours per day, and both nations’ economies are tanking as a result. (Associated Press)

These nations are experiencing unrest, particularly among people who claim that they have continued to pay their utility bills but have no electricity for most of the day. The AP spoke to a couple of residents in Zimbabwe who are food merchants that rely on refrigeration for their products. With no power during the day, the food spoils and they are at risk of losing their livelihoods.

The problems aren’t limited to just these three countries, by the way. 590 million of the 600 million African people who regularly lack access to electricity live in the sub-Saharan region of the country. But even fresh injections of foreign aid have failed to stabilize the situation.

So what do Zimbabwe, Nigeria, and South Africa all have in common? A couple of years ago, Zimbabwe agreed to a UN plan to mandate more renewable energy and move away from coal and natural gas. At roughly the same time, Nigeria signed on to the UN Clean Energy Demand Initiative and John Kerry showed up in person when Nigeria’s president signed the mandate. And as we’ve discussed here before, South Africa started its “transition” to renewable energy years ago, dumping $8.5 billion into the plan in a move the New York Times described as a “Breakthrough for the World.” A few years later, people are sitting in the dark with no heat over wide regions of each country. But I’m sure that’s just a coincidence, right?

Do you know who isn’t worried about having enough power? China. They’ve been issuing construction permits for an average of two new coal plants per week for the past couple of years. China’s carbon output is more than double that of the United States, where the energy industry has been slashing emissions for years. And yet you didn’t hear a peep out of John Kerry and the rest of the climate hecklers who flew their private jets to Davos so they could scold everyone else. China can apparently do what they like because they’re a “developing nation.”

Man attacks 3 people with hand grenade, knife in Berlin
[ENGLISH.ALARABIYA.NET] German police said Saturday that they have arrested a 61-year-old man after three people were maimed in a hand grenade and knife attack in Berlin.

Police said the attacker detonated the grenade in the entrance of an apartment building in the Reinickendorf neighborhood of the German capital on Friday night, wounding two women, aged 42 and 48, and a 61-year-old man.

The suspect then allegedly ran toward two of the victims and attacked and maimed them with a knife.

All three victims were taken to the hospital. The man suffered life-threatening injuries, police said in a statement.

The attacker then fled. Police detained the suspect in a nearby garden later.

Police were still investigating possible motives for the attack and whether the suspect and the victims knew each other. They did not release any details on the attacker’s identity or those of the victims as is customary in Germany.

German news agency dpa reported that the alleged attacker is a Serb and the two women also have Serbian nationality, while the maimed man is from Bosnia-Herzegovina.

Man injures pedestrians at Cologne Bonn Airport

[DW] A man drove a stolen rental vehicle into pedestrians in the airport parking lot. Police say he had been acting suspiciously and was suspected to have a psychiatric illness.

Police said in a blurb that the man, who was known to them and believed to have a psychiatric illness, "rammed several parked cars and injured several people in the parking lot of the Cologne Bonn Airport in a stolen Minibus."

"Currently, police believe three people suffered light injuries, including one who was pinned by the vehicle. Two coppers were also injured by the 57-year-old when apprehending him."

The event took place at roughly 9:30 a.m. local time (0830 GMT/UTC), the parking area was briefly sealed off in the aftermath.

Eyewitnesses said the vehicle had been parked ready for cleaning in the parking lot, where some of the rental vehicles are also stored, when the suspect jumped in and started targeting other vehicles and pedestrians. He pinned one car trying to enter the parking lot up against a bollard.

"He kept switching between driving forwards and backwards," the police front man said, until his vehicle was hemmed in and could no longer move.

Police said there were indications that the man had mental health issues and was not hurt in the arrest.

He was then taken to a Cologne hospital where he was undergoing psychological analysis before he is taken to a psychiatric hospital.

French protestors stack piles of rubbish-filled bin bags into makeshift barricades against riot cops as demonstrations over pensions rage across the country
[Daily Mail, where America gets its news] Mounds of rubbish left by striking bin men continued to pile up in Paris, serving in part as makeshift barricades for protesters.

The demonstrations, sparked by president Emmanuel Macron's attempt to raise the state pension age from 62 to 64, have turned violent in the past ten days.

The doors of Bordeaux's city hall were set alight on Thursday night and more than 903 fires were lit across Paris, according to interior minister Gerald Darmanin.

Rubbish has not been collected since March 6, providing thousands of tons of refuse for masked protesters to burn.

They see Mr Macron's insistence that the pension reforms will be enshrined in law later this year, without a vote in the lower house of parliament, as an assault on their way of life.

An effigy of the president, who has been likened to a monarch with 'contempt' for the republic, has been burnt.

More than 450 demonstrators were arrested on Thursday as around 300 rallies across the country drew in at least a million protesters. Events in Paris were largely peaceful, with small pockets of violent clashes breaking out with police on Thursday night.

There have also been clashes between police and protesters in the western cities of Nantes, Rennes and Lorient.

Train and air travel has been disrupted, as has work on oil refineries, and schools have also been hit as teachers join the strikes. The Eiffel Tower and the Palace of Versailles were closed on Thursday.

According to Rooters, the ninth day of protests nationwide was primarily peaceful. Still, there were some fights with anarchists who broke shop windows, destroyed street furniture, and even looted a McDonald’s.

In addition, dozens of students from high schools and universities in La Belle France took part on Thursday to protest against planned pension reforms, according to La Belle France 24.

US-Canada agree to turn back asylum seekers at border
[BBC] A new US-Canada border deal meant to halt the flow of asylum seekers at unofficial border crossings has taken effect.

Migrants caught crossing anywhere along the 3,145 mile (5,060km) border can now be sent back.

Large numbers of unsanctioned crossings have been recorded via Roxham Road at the US-Canada border.

The new accord closes a loophole that allowed migrants to claim asylum at such unofficial ports of entry.

The announcement came as President Joe Biden visited Ottawa, Canada, to discuss a series of economic, trade and immigration issues with his Canadian counterpart, Justin Trudeau.

The deal is part of efforts to limit an influx of migrants at Roxham Road, an unofficial crossing between New York state and the province of Quebec.

A record number of migrants - some 40,000 - crossed into Canada last year, the vast majority of which entered at Roxham Road.

As part of the pact, Canada will also create a new refugee programme for 15,000 migrants fleeing persecution and violence in South and Central America, the prime minister's office (PMO) said.

WHAT IS THE SAFE THIRD COUNTRY ACT?
The original 2004 agreement, the Safe Third Country Act (STCA), requires migrants to make an asylum claim in the first "safe" country they reach, whether it is the US or Canada.

It allowed either nation to turn migrants away at official points of entry - but not at unofficial crossing points, like Roxham Road.

The new deal extends the agreement along the entire border, including internal waterways, the prime minister's office said in a statement.

The new deal has been criticised by refugee advocates as ineffective to ending the irregular crossing of migrants into Canada.

It is not going to stop people, Abdulla Daoud, executive director at The Refugee Centre in Montreal, told the BBC on Friday, adding he is concerned it could incentivise human smuggling.

Speaking about the new refugee programme, he said: "The numbers are too low. We had 40,000 cross just in the past year - 15,000 is a low number and just from one part of the world, the Western hemisphere."

The US side has also seen a rise in migrant crossings into Canada.

Mr Biden's administration has also proposed to crack down on asylum seekers at the US southern border with Mexico by making it harder for migrants to claim asylum once Covid border controls lift in May. The proposal has met backlash from human rights groups.

WHAT ELSE WAS BIDEN DOING IN CANADA?
While in Canada, the president spoke of the importance of the deep economic ties and the defence alliances between the two nations, as well as their joint support for Ukraine.

The two leaders pledged to stand together against authoritarian regimes - in part by reducing dependence on China for semiconductors and the critical minerals need to make batteries and electric cars.

Also discussed was the ongoing instability in Haiti, where the economy is in crisis and gang violence and kidnappings have risen sharply.

The US has pushed Canada to lead an international force to support security forces in the Caribbean country.

On Friday, however, both Mr Biden and Mr Trudeau said they did not believe intervention was the way forward at the moment.

"The biggest thing we can do, and it's going to take time, is to increase the prospect of the police department in Haiti having the capacity to deal with the problems," Mr Biden said at a joint press conference.

He added the instability "is a real, genuine concern", as ongoing gang violence could leave a large number of Haitians displaced.

The two countries also announced they will lead a new "global coalition" on the opioid crisis. It will look to tackle the issue of drug trafficking not only in North America, but across the world.

Military Quietly Stops Buying Ospreys as Aircraft Faces an Uncertain Future
[Mil.com] New budget documents for the three military branches that fly the V-22 Osprey tilt-rotor aircraft show that none has plans to buy any additional airframes, a sign that the Pentagon isn't prioritizing growing the fleet.

While the Navy, Marine Corps and Air Force all say that they don't need any new aircraft and that the end of the buy is simply the end of the contract for the services, the news comes at a time when the Osprey is under intense scrutiny over major issues with its gearbox that have caused at least 15 incidents over the life of the aircraft. Concerns over the Osprey led to groundings and now threaten to cost millions in repairs and maintenance.

The office that oversees the Osprey program confirmed to Military.com that there are no plans for new purchases, saying that the office "will complete the MV-22 and CMV-22 programs of record, with deliveries through 2025."

#5  Given the official insistence that the bird is fine, this is slightly surprising from my POV, but I do not pretend to understand the fiendishly subtle complexities of US military procurement.

What does bother me is this - a few days ago we had a story about the USN putting the brakes on amphibious transport shipbuilding, starting with scheduled replacements for the Whidbey Island class. Now we have production stopping on the way we get the Marines vertically over the beach, a means that has a rather high non-combat attrition rate. (And also keep in mind that the USN has committed to the CMV-22 as its COD platform, albeit for only a 48 airframe purchase.) It may be a matter of me deciding that 2+2= 22, but has the USN quietly decided to ditch part of the amphib mission without actually saying so?

#14  What I'm seeing is the V-22's issues seem to come from swiveling a turboprop engine at the end of the wing. The V-280 will have rigid engine mounting with a swivelling rotor gearbox.
CH-47 Chinook's use rigid engine mounting with combiner gear train, and splitting drive train. They still have problems with the gear train, even without a swiveling prop system.

Large asteroid to zoom between Earth and Moon
[An Nahar] A large asteroid will safely zoom between Earth and the Moon on Saturday, a once-in-a-decade event that will be used as a training exercise for planetary defence efforts, according to the European Space Agency.

The asteroid, named 2023 DZ2, is estimated to be 40 to 70 meters (130 to 230 feet) wide, roughly the size of the Parthenon, and big enough to wipe out a large city if it hit our planet.

At 19:49 GMT on Saturday it will come within a third of the distance from the Earth to the Moon, said Richard Moissl, the head of the ESA's planetary defense office.

Though that is "very close", there is nothing to worry about, he told AFP.

Small asteroids fly past every day, but one of this size coming so close to Earth only happens around once every 10 years, he added.

The asteroid will pass 175,000 kilometres (109,000 miles) from Earth at a speed of 28,000 kilometres per hour (17,400 miles per hour). The moon is roughly 385,000 kilometers away.

An observatory in La Palma, one of Spain's Canary Islands, first spotted the asteroid on February 27.

Last week, the UN-endorsed International Asteroid Warning Network decided it would take advantage of the close look, carrying out a "rapid characterization" of 2023 DZ2, Moissl said.

That means astronomers around the world will analyse the asteroid with a range of instruments such as spectrometers and radars.

The goal is to find out just how much we can learn about such an asteroid in only a week, Moissl said.

It will also serve as training for how the network "would react to a threat" possibly heading our way in the future, he added.
