[AmericanDigest] Today's predictable "Baltimore! Oh Baltimore!"editorial in the Wall St. Journal (The Blue-City Model) comes to an obvious conclusion with the old policy bromides the Journal's editors always slather on:

Of late the progressives have been making a comeback, led by Bill de Blasio in New York and the challenge to sometime reform Mayor Rahm Emanuel in Chicago. This week’s nightmare in Baltimore shows where this leads. It’s time for a new urban renewal, this time built on the ideas of private economic development, personal responsibility, “broken windows” policing, and education choice.

All of which would lead sensible people -- those not autonodding in brain-pithed agreement, to respond, "Oh blah, blah, blah..... blah-blah."

When it comes to the left-behinds in urban black ghettos from coast to coast calling for "new" urban renewal at this point is indeed so much blah-blah; pure blather. If you've had urban reNEWal already "new renewal" is just a case of trying to find a way to chrome a turd. You might be able to spray something on but it will never survive buffing.

Billions upon billions of dollars and decades of effort have gone down the drain of the left-behinds to no effect other than enriching the scamsters of "urban renewal." Baltimore is good solid case study in the proposition that nothing other than firm and unwavering policing over decades will help a deserted population captive to its nature as much as its nurture.

The first job of government (free or fascist) is, after all, the maintenance of public order. Without public order nothing good can thrive and without public order, as we see in the burned out and trashed businesses of Baltimore, nothing good can survive.

Once the flames have become ashes and the new cars driving in to haul loot away have faded away there is one lesson that Baltimore's taught other urban ghettos watching the fun on their flatscreen TVs: The police are frightened of those they are asked to police and the politicians who rule the police are even more terrified of the ghetto population. What other ghettos from Brooklyn to LA learn from Baltimore is that if they appear as flash riot mobs in enough numbers they will be able to loot as they please. Baltimore's rulers have assured the left-behinds that the cops won't come in shooting. And they won't.

Until they do. Or until the National Guard does.

Or until someone else entirely does.

The head instigator of our current race riots, Barack Obama, has defined the red-hot Baltimore riots “a slow-rolling crisis.... This is not new, and we shouldn’t pretend that it’s new.” He might as well have added that under his leadership the race rioting will get worse since his minions cannot let "a slow-rolling crisis" go to waste. It will get worse and spread because what Obama and his cohort teach is essentially 'looting will be tolerated within zones that will be protected by the police we control.'

As human beings have learned for centuries this sort of approach does not stop looting, it encourages it.

What stops looting is the shooting of looters. On sight. In the street. Dead. "Pour encourage les autres."

It may be that, over time, the Wall Street Journal's tired prescription of "private economic development, personal responsibility, “broken windows” policing, and education choice," might help a small percentage of the festering "left-behind" populations in our urban black ghettos. But that, even were it magically instituted today, would take generations to bear even marginal fruit.

What's facing the nation in the Spring of 2015 is a whole smorgasbord of urban riot hot spots that have all been given permission from their leader Obama and his subordinates in state and local governments to riot and loot as soon as some pretext happens in their hood. It's a method of making sure that an update of "The Long Hot Summer of 1967" -- a record year for race riots with 159 riots -- is part of Obama's enduring legacy.

What we are seeing here is what happens when a racist like Obama strolls the country sloshing gasoline on ghettos for years and then warns the police to not, even if they are about to be "killed in the line of duty," to not ever make the smallest little spark.

It won't work. Sooner or later either the police, the urban rioters, or even more shadowy forces are going to start putting bullets into crowds of rioters. When that happens the rioters that have been harbored inside our cities and taught only dependency and violence will try to leave their urban spaces. And when that happens it would wise for such ambitious rioters to remember two things:

1. Hundreds of thousands if not millions of veterans currently own rifles strikingly similar to those they carried in the armed forces, lacking only the full-automatic selector switch. Their brothers, sisters, parents, friends, and neighbors who did not serve in the military are often just as familiar with the weapons, if not the tactics.

and

2. There are a far greater number of scoped bolt-action hunting rifles in private hands in the United States. Keep this number in mind: based on deer stamps sold, approximately twenty million Americans venture into the woods every fall armed with such rifles, fully intending to shoot and kill a two-hundred-pound mammal. Millions of these scoped bolt-action deer rifles are quite capable of hitting a man-sized target at ranges out to and even beyond a thousand yards, or nearly three-fifths of a mile. In that context, the 500-yard effective range of the average semi-auto AR-pattern rifle is not at all remarkable. Bracken: When The Music Stops

As is always the case, lack of firm policing and appeasement and the creation of "a safe space for those that want to destroy," just leads to wider and more virulent violence. At this moment the "new" attorney general of the United States is at her first press conference blathering on about "Developing a conversation with the Baltimore police department...." Like the Wall Street Journal bromides her predictable blah-blah bromides will also fall on ears deafened by decades of rap and crack with literally nothing left to lose.

#2  I was in Providence, RI during the Blizzard of '78 (3+ feet of snow.) The mayor declared martial law because the roads were totally impassible, to police or any other vehicles. Some kid looted a store - stole a can of soup, IIRC - and an authority shot him dead right there. There was a great uproar in the media about the horrible abuse of power. The mayor was interviewed on tv that night and said (paraphrase) 'I'm sorry the boy was killed, but we will not tolerate civil disorder, and if more looting occurs, we will shoot.' No more looting occurred.

#3  It's early days yet. Old cops will tell you that as outside temperature and humidity approach body temperature, the odds for violence increase exponentially. July and August should be interesting, in the Chinese sense.

Hence the calls for a "national police force" under the appropriately named AG Lynch.

And if Obama is then forced to declare a "temporary national emergency" and "temporary" suspension of elections, well that nationalized police force will sure come in handy.

As much as anything, that's what this has been about.

As ed in texas pointed out, watch how much worse things get this summer, and get ready for all sorts of chin-pulling about the need for "credible law enforcement mechanisms" under the control of the Federal Government.

And as we all know, l'etat c'est Obama.

Putin and Kadyrov may not be able to avoid break in relations
Both Vladimir Putin and Ramzan Kadyrov have a deep interest in avoiding a complete break, the former because a new Chechen war would be “a moral catastrophe” that would undermine his myth of and the latter because he would not survive without the enormous sums of money Moscow currently sends him, Leonid Radzikhovsky says.

And as a consequence of these inter-related interests, the Russian commentator says, “there will not be a sharp conflict between Chechnya and the Russian leadership in the near future” even if both sides try to position themselves as the victors in the current round of tensions between them.

But there are at least two reasons why they may not be able to avoid a break that would ultimately threaten both. On the one hand, an important part of Putin’s constituency in Moscow consists of siloviki who are furious at Kadyrov and want revenge. And on the other, and perhaps even more significantly, Moscow is running out of money to fund Kadyrov as it has up to now.

As Olga Solovyeva points out in today’s “Nezavisimaya gazeta,” Russia’s regions are at the edge of “financial instability” and are being forced to cut staff and programs to try to make ends meet. If Putin continues to fund Chechnya while cutting support to the others, he will be creating an even larger problem.

The arguments of both Radzikhovsky and Solovyeva are thus worth close attention.

According to Radzikhovsky, “if Ramzan Kadyrov begins to seriously get involved in a conflict with Moscow, this would mean the end of Putin and the collapse of the Putin myth” that the Kremlin leader pacified the North Caucasus. In the case of a new Chechen war, Russians would rally around him, “but all the same this would be a catastrophe” Putin wants to avoid.

But Kadyrov has equally compelling reasons to want to avoid this: He will hold out in Chechnya just as long as the money comes from Moscow. “If this conveyer stops, Chechnya will explode and Kadyrov will simply be killed, for in this region there are enough militants who hate Kadyrov.”

Radzikhovsky argues that “there cannot be any unity of Chechnya against Moscow.” What is on view now is “the unity of Chechnya purchased by Russian money. But the unity of Chechnya against the Russian Federation is unreal.” And the same thing is true of Daghestan which would disintegrate if Makhachkala tried to fight the center.

Obviously after the dust up over the Boris Nemtsov murder, Kadyrov “will try to show to the maximum his independence and irreplaceability.” But there are real limits, and both he and Putin know what they are, and as a result, Putin will try to keep the money flowing to Kadyrov in order to save himself.

But as Solovyeva points out, Russia’s economic situation is likely to make assistance from Moscow to all regions, not just Chechnya, ever more difficult. Many are at the edge of default even though Moscow is taking money from the reserve fund to try to prop them up. They are going into debt to pay their bills, and debt service is eating up their budgets.

She cites the conclusion of Igor Nikolayev, the director of the FBK Institute for Strategic Analysis, that next year, Moscow may not be able to pay out to the regions the sums it has this year from the reserve fund because that fund will be depleted. Consequently, he says, “the main risks for the regions are after 2016.”

How does one put the following data points together?

The mayor of a major American city faced with riots tells her police for to "let them loot, it's only property."

Economists were surprised by an unexpected decline in US growth from an expected 1.0% growth to an actual 0.2% in the first quarter of 2015.

The administration is now in the business of helping families pay ransoms to Islamic kidnappers as Josh Earnest told reporters "Speaking generally, helping with a ransom payment ... is not tantamount to paying a ransom."

Former Gitmo prisoners are now demanding reparations from the US taxpayer.

Navy ships are now escorting American flagged vessels through the Straits of Hormuz as Iran's foreign minister boasts that Congress can't stop Obama's deal with Tehran. John Boehner agrees he doesn't have the votes to stop the president.

The Clinton Foundation failed to disclose 1,100 foreign donations as Frank Giustra responded "we're not trying to hide anything."

Hillary Clinton, in a major speech, broke her silence on the riots in Baltimore and proposed an "end to the era of mass incarceration".

Vermont Democratic Senator Bernie Sanders, a self-described socialist, has announced he is running for president.

The administration will not let states even ask people to establish they are citizens when they register to vote.

A poll shows that a "strong majority of young voters would like to see a Democrat stay in the White House in 2016." The millennials can't wait to see Hillary, or preferably Warren or Sanders, in the White House.

How to put those data points together? By remembering how the migrant boat from Libya sank on the way to Italy. The passengers crammed into the ship rushed blindly to one side to catch a glimpse of a freighter, thereby capsizing it. The perfectly describes the Left, who , facing catastrophe on every front is doing the only thing it knows how: doubling down on Leftist canon. Everyone is now stampeding left, because that will save the boat.
Will, first and foremost, save them---as individuals---from having to admit they were wrong. Modern leftism is mixture of conformism, ego-putzism, and mysticism (see below).
That's what Chavez did. What Maduro is doing. It's what Castro did when he could still do something. It's what British Labor party chief Ed Miliband plans to do by proposing to make Islamophobia illegal. But is paranoia, not hope, that is driving their frenzy. To fully understand why it is important to understand the Marxist concept of "someone".
