The local officials said Wednesday that a suspect was arrested during an operation of the Afghan intelligence operatives from Herat city in connection to the incident.
The officials further added that the kaboom in the city took place on Saturday of last week in Jabraeel town.
According to the officials, at least four people including a woman were killed and eleven others including women and kiddies were maimed in the kaboom.

[ToloNews] The Afghan government on Thursday released 75 Hizb-e-Islami party members that had been imprisoned in Pul-e-Charkhi prison in east of Kabul city, officials confirmed.
The prisoners were released in accordance with the peace agreement between government and Hizb-e-Islami last year.
The process of releasing the prisoners has been delayed for months after human rights organizations criticized government for agreeing to the move stating that the political prisoners had been involved in insurgency incidents that killed civilians.
Hizb-e-Islami claims that there are 3,000 of its members being held in Afghan prisons.
Hizb-e-Islami says the prisoners released had been jailed for political reasons but human rights organizations accuse them of having been involved in insurgent attacks where ‘many’ civilians lost their lives.
The prisoners were released based on a peace agreement signed between President Ashraf Ghani and Hizb-e-Islami leader Gulbuddin Hekmatyar in September 2016. Hekmatyar returned to the country after 20 years.
According to Article 11 of the peace agreement, after assessment of their documents all prisoners of Hizb-e-Islami who are accused of political and security crimes and are exempted from ‘the right of people’ – a legal term which is used for those who don’t carry any complaint from members of the public in a court.
It was the third batch of Hizb-e-Islami prisoners who were released on Thursday. The first batch of prisoners were released last year in May which included 55 people.
Later in the year the second group of them were released which included 13 people.
President Ashraf Ghani and Gulbuddin Hekmatyar signed the peace agreement at a ceremony on September 2016.
A few weeks after signing the agreement, Hekmatyar returned to Kabul after self-imposed exile.

According to a statement released by the governor’s office in Nangarhar, the operation was conducted late on Wednesday night in Khogyani district.
The statement further added that the Special Forces of the Afghan Intelligence (National Directorate of Security ...the Afghan national intel agency... ) carried out raids on two compounds of the Taliban in Surdag area.
At least twenty Taliban gunnies including four of their commanders were killed during the operation, the statement added.
The provincial government also added that the Taliban Überstürmbannführers killed during the operation have been identified as Qari Hedayatullah who was also famous as Mudasir, Qari Khalid and Ismail.
The Afghan cops also detained fourteen suspects during the operation and are currently in jug of the intelligence operatives for further investigations.
The statement by Nangarhar’s office also added that three vehicles, four cycle of violences, seven landmines, twelve remote controls, and some explosives were also destroyed during the operation.
The anti-government armed holy warrior groups including the Taliban gunnies have not commented regarding the report so far.

A statement by the Silab Corps said the Afghan armed forces launched artillery and airstrikes in response to the ISIS attacks in Deriwa Gul valley.
The statement further added that twelve ISIS hard boyz were killed and around thirty others were maimed during the operations.

"An explosive charge placed at the exit gate of a soccer field at al-Qadisiyyah district in Hit city, Anbar, went off following a football match, leaving six people injured," the source told Baghdad Today on Thursday.
