  • TIGHTENING THE NOOSE FOR WOMEN’S EDUCATION – A document attributed to the Ministry for Higher Education warns both private and public institutions to deny female students entry into programs. The letter also instructed both private and public institutions to deny entrance exams for women in the future. Finally, all higher education institutions are now required to notify the Ministry five days before any entrance exam process is to take place. Presumably, this last measure is intended to give the Taliban time to send monitors to testing sites. The letter has sparked outrage online and, if genuine, will almost certainly affect discussions about economic and humanitarian aid among the international community. While the Taliban has continued to say that ‘all’ Afghans deserve an education, the policies they are putting in place are durable and will be difficult to remedy should a reversal of the policy ever be made. The ban on taking the entrance exams is particularly troubling as it provides an excuse for more delays.

  • TALIBAN SAY THEY HAVE CLEARED ISIS-K FROM MAJOR CITIES – Perhaps in response to the killing of the ISIS leader in Africa, Bilal al-Sudani, a Taliban spokesman declared on Saturday that ISIS-K strongholds have been destroyed in much of the country and efforts are being made to clear the remaining operational cells from the Provinces. ISIS-K’s most recent release of its propaganda journal, Khurasan Ghag, clearly targets the Taliban and other international representatives in the country. The Taliban claims also fly in the face of the international consensus about ISIS-K’s capabilities in the country. The Russian Deputy Minister of Foreign Affairs stated on Friday that ISIS activities had increased significantly in recent months and questioned the Taliban’s ability to counter the terror group.

  • OFFICIAL DEATH TOLL FOR COLD SPELL RISES – As additional reporting continues to come in from rural areas, the Taliban said the death toll stands at 166. Reportedly, 200,000 livestock perished in the cold and the losses are expected to put a strain on domestic food production over the course of the year. Both figures are likely to continue increasing as more rural areas report casualties and losses.

  • MODERATE EARTHQUAKE FELT IN BADAKHSHAN – A 4.3 magnitude quake struck Badakhshan in the early morning hours of 28 January. No casualties or damage were reported. A more powerful quake struck along the Iranian-Turkish border that has so far resulted in 3 deaths and moderate structural damage.

  • PROTESTS AGAINST THE BURNING OF QURAN CONTINUED – While fewer Afghans participated in Saturday’s protests, there were still several hundred people in many of the city centers who turned out. Several clerics chose to make remarks and condemn the incident. The protests have been peaceful.

ISIS-K MAY RESPOND TO RECENT TALIBAN ANNOUNCEMENTS – The remarks by Zabiullah Mujahid, spokesman for the Taliban, about the regime’s recent success in eradicating the terror group’s support bases throughout Afghanistan could provoke a response. Historically, ISIS-K has chosen to strike targets after similar comments have been uttered. While the Taliban has enjoyed some success in its recent counter-terrorism operations, most estimates suggest several thousand ISIS-K fighters remain in the country. Further fueling the risk of a possible attack is the loss of their top commander in Africa. Leaders may use the moment to ‘make a statement’ with an attack.
The White House has announced that Bilal al-Sudani was responsible for financing ISIS affiliates around the world, including the ISIS branch in Afghanistan.

Security forces 'bust suicide bombing network' in KP
[GEO.TV] In a major achievement, the security forces busted a network involved in suicide kabooms and other nefarious activities in the country during intelligence-based operations in different parts of Khyber-Pakhtunkhwa, Geo News reported Saturday.

Citing several judgments, the court of Additional Sessions Judge New Delhi noted that section 24 expands the expression of the "proceeds of terrorism" and makes it clear that such expression shall also include "any property intended to be used for terrorism".

"APHC was the place where meetings were held to strategize different protests, funding activities of stone pelting on security forces, recruiting unemployed youths to carry out unlawful activities as well as terrorist activities to create an unrest in the erstwhile State of Jammu & Kashmir to wage war against the Government of India," were the major points that were noted by the Delhi court court.

'Revealing Road:' an operation to purge 'hot territories' in Diyala


Iraq's military has proceeded with building a road that traverses a "hot territory" in Diyala in a bid to eradicate sleeping ISIS cells and repatriate the internally displaced citizens to their hometowns, a local official said on Saturday.

Iraqi authorities use the term "hot territories" to imply that the area in question is infested by terrorist groups.

Al-Miqdadiyah's interim commissioner, Hatem Abd Jawad, told Shafaq News Agency that Diyala's Operations Command is building a road that travels along with the Diyala River to explore abandoned orchards and lands in the towns of Sheikhi, Abi Karma, Makhisa, and Abi Khanazir.

"Operation Revealing Road aims to uncover the hideouts and transportation routes used by ISIS militants in order to purge the entire area and ultimately allow the return of the displaced citizens to their hometowns," he said.

"More than 50% of the families that were displaced from the Abi Saida sub-district are still unable to return due to security concerns," Abd Jawad added.

Diyala, which stretches from the Iranian border to just north of the capital, Baghdad, is crossed by the Hamrin mountain chain, infamous for its longstanding use as a hideout for insurgent groups even before IS existed.

It was east of Diyala's capital city, Baquba, that the Jordanian-born leader of al-Qaeda in Iraq at that time, Abu Musab al-Zarqawi, was killed in a 2006 airstrike.

In recent years, Diyala has been one of the Iraqi governorates with the highest number of attacks by ISIS cells and has seen attacks using similar methods to the most recent one.

While security issues have been left to fester in the governorate and must be addressed, there are also major concerns about sectarian killings.

Sunni Arabs in general across Iraq experienced major displacement during ISIS occupation of their hometowns and the subsequent fight against the international terrorist group, victory against which in the country was declared by the Iraqi government in December 2017.

Many from areas previously under ISIS control have still not returned home almost five years later, or have no homes to return to. In some cases, such as Jurf al-Sakr (now renamed Jurf al-Nasr), they are not being allowed back into the area by Shiite armed forces that have claimed the area for themselves.

Such situations — which has deprived many of their lives, homes and livelihoods — are being used for propaganda purposes by ISIS or others seeking to place collective blame on already suffering communities.

Armed Palestinian shot dead by guard near West Bank settlement, IDF says

A Paleostinian man armed with a handgun was rubbed out by a security guard near the northern West Bank settlement of Kedumim, the military, medics, and local officials said shortly before midnight on Saturday.

According to local security officials, a suspect was spotted on the settlement’s surveillance cameras approaching Kedumim’s northern neighborhood at around 11:50 p.m.

The security coordinator for the settlement and another guard reached the scene and spotted the suspect who at that point had pulled out a handgun.

"The guard spotted a terrorist armed with a handgun trying to infiltrate the settlement, engaged him and shot at him, and killed him," the settlement said in a statement to residents.

"The terrorist was not able to infiltrate into Kedumim and thank God there were no casualties," the statement added.

The Rescuers Without Borders emergency service said the suspect was killed at the scene and there were no other injuries.

The Israel Defense Forces confirmed the local officials’ account and said troops were scanning the area for additional possible suspects. Sirens sounded in the settlement as residents were ordered to remain indoors until further notice while the army searched the area.

The IDF also released an image of the suspect’s gun.

Kedumim is located near the Paleostinian city of Nablus.
To be fair, Israel is so small that everything is near other things.
Earlier on Saturday, a Paleostinian gunman shot up a restaurant near the Almog Junction close to Jericho in the West Bank, then fled after his gun apparently jammed.

In recent months, Paleostinian button men have repeatedly targeted military posts, troops operating along the West Bank security barrier, Israeli settlements and civilians on the roads.

Saturday’s shooting and suspected attempted attack followed a pair of terror attacks in Jerusalem over the past day. On Friday night, a Paleostinian gunman from East Jerusalem killed seven and injured three in the Neve Yaakov neighborhood, and the next morning, a 13-year-old Paleostinian shot and maimed two Israeli men near the Old City.

A Paleostinian gunman shot up a restaurant near the Almog Junction close to Jericho in the West Bank Saturday evening, the military said.

Surveillance camera footage of the incident showed the gunman armed with an assault rifle and another person approaching the restaurant.

A military source said the gunman’s weapon jammed, and he only managed to fire one shot before fleeing the scene.

The Israel Defense Forces said it had launched a manhunt for the suspects who fled in a vehicle.

There were no injuries in the attack.

Security camera footage from another angle showed the vehicle they were driving had an Israeli license plate.

Two seriously hurt in 2nd Jerusalem terror shooting; 13-year-old attacker shot
[IsraelTimes] Victims identified as father and IDF officer son; pair shot close to Old City near Silwan neighborhood; shooter waited between cars, used handgun to fire at passing group

Two men were shot and maimed in a terror attack outside Jerusalem’s Old City, police and medics said Saturday morning.

Police said the attacker was a 13-year-old Paleostinian from East Jerusalem. He was shot and maimed by armed members of the group he attacked.

The Kan public broadcaster named the attacker as Muhammad Aliyat from Silwan.

Police said the victims were father and son. Their family has been informed that they were maimed.

The Israel Defense Forces later said the son was an off-duty officer in the Paratroopers Brigade and that the soldier had managed to shoot and hit the attacker despite his wounds.

MDA said its medics treated the pair on Ma’alot Ir David Street in the capital, close to the East Jerusalem neighborhood of Silwan, before taking them to the Shaare Zedek Medical Center in the city.

The hospital said the victims, a man in his 20s and a 59-year-old man, were listed in serious but stable condition.

Both suffered gunshot wounds to their upper bodies, according to MDA and hospital officials.

Police said the 13-year-old terrorist arrived in the area armed and apparently carried out the attack alone.

In surveillance video from the scene he can be seen waiting behind some parked cars before opening fire toward a group of people.

He was shot by two armed members of the group, including the off-duty officer. The attacker was taken by medics for further medical treatment, but his condition was not immediately known.

The handgun used in the attack was seized, police said.

Gunfire could be heard in footage shared on social media.

The attack came hours after seven people were killed and three more were hurt in a shooting attack on Friday night in the Neve Yaakov neighborhood.

Police said Saturday that the national alert level was raised to the highest level, as security forces were bolstered across Israel and the West Bank in the wake of the deadly attack.

Police commissioner Kobi Shabtai ordered that a team of officers from the elite Yamam counterterrorism unit be stationed in Jerusalem following the two attacks.

Military chief Herzi Halevi issued instructions to increase forces in the West Bank and along its security barrier, and to prepare for a potential escalation in the region.

Israeli police arrest dozens after deadly synagogue shooting
[An Nahar] Israel police said Saturday they arrested dozens of people after a Paleostinian gunman killed seven people outside a synagogue in one of the deadliest attacks in Jerusalem in years.

Police identified the gunman as a 21-year-old resident of east Jerusalem, the sector of the city annexed by Israel after the 1967 Six-Day War.

There has been no indication that he had prior involvement in bully boy activity or was a member of an established Paleostinian gang.
Nonetheless, this single thing he did absolutely merited a summary death sentence, promptly executed.
He was killed by police following a brief chase after the shooting.
Good.
In a statement, Israeli police said they had arrested "42 people for questioning" overnight, "some of them members of the terrorist's family."

Others detained included residents of the gunman's neighborhood, police said.

In a separate statement, police said the force had been placed on the "highest level" of alert following the attack in Neve Yaakov neighborhood of east Jerusalem.

Israel's police chief Kobi Shabtai called the shooting "one of the worst attacks (Israel) has encountered in recent years."

Fadi Dekidek, the first Magen David Adom paramedic on the scene of Friday night’s deadly terror attack in Neve Ya’akov, describes the "very difficult" scene he encountered, as he checked the pulses of victims and realized that many of them were dead, and worked to treat the casualties.

He tells Channel 12 news in an interview that the police had given his team the okay to enter the scene, even though gunfire was still audible nearby — possibly from the exchange in which the terrorist, Alqam Khayri, 21, a resident of East Jerusalem, was rubbed out by coppers nearby.

Dekidek says he has been with Magen David Adom for many years, and encountered many terrible scenes, but this was of a different order.

As the senior medic at the scene, "I had to check all the people, to my sorrow including all the fatalities, and to oversee the scene... and to enter the [Ateret Avraham] synagogue, in order to check that there was nobody inside. We had received a [first, inaccurate] report that the incident took place in the synagogue, but fortunately, there was nobody injured inside."

Ben Caspit, the Channel 12 host, says to him: "Fadi, you realize that you are a man who encapsulates our whole story here. One amazing man. An Arab from East Jerusalem. Someone from your people carried out [this terror attack]. You save the Jews. You treat them. That’s the whole crazy paradox we live in — you encompass it."

Dekidek responds: "I’m sure you and the public all know that Magen David Adom is a state all of its own for co-existence. Jews save Arabs. Arabs save Jews. I think it’s an example for the whole world."

Iran: Large fire reported at oil refinery, day after drone factory blast

[Jerusalem Post] A large fire was reported at the Kangan Petro Refining Co. (KPRC) in southern Iran along the coast of the Persian Gulf on Monday, just a day after an explosion reportedly impacted a drone factory in the center of the country.

According to Iranian media, a fire at the waste warehouse at KPRC was contained and extinguished within an hour and no operational units were damaged. No injuries were reported in the fire. Video footage reportedly from the scene of the fire showed large amounts of smoke billowing out of a warehouse.

The fire comes just a day after nine people were injured in an explosion at the Sepahan Nargostar chemical and fireworks factory in the city of Shahin Shahr in Iran’s Isfahan Province on Saturday night. The cause of the blast was said to also be under investigation.

The Sepahan Nargostar factory is a producer of industrial and commercial explosive materials and is under the supervision of the National Security Council, according to IRNA (Islamic Republic News Agency), the official government-controlled news agency. The company produces various types of fireworks and gunpowder, as well as nitrate, sodium, potassium, strontium, calcium, copper and barium, the report said.

The Guardian reported on Sunday that the blast actually took place at the Iran Aircraft Manufacturing Industrial Company (HESA), which produces a variety of aircraft, including drones, for Iranian and pro-Iranian forces and is also located in Shahin Shahr.

The explosion was linked to the shooting down of a drone by Israel near the Jordanian border last week, the report said. Prime Minister Benjamin Netanyahu said it was an Iranian drone sent from either Iraq or Syria. The IDF collected fragments of the destroyed aircraft for further examination.

Bomb-carrying drones targeted an Iranian defense factory in the central city of Isfahan overnight, authorities said early Sunday, causing some damage at the plant amid heightened regional and international tensions engulfing the Islamic Theocratic Republic.

The Iranian Defense Ministry offered no information on who it suspected carried out the attack, which came as a refinery fire separately broke out in the country’s northwest and a 5.9-magnitude earthquake struck nearby, killing two people.

Details on the Isfahan attack, which happened around 11:30 p.m. Saturday, remained scarce. A Defense Ministry statement described three drones being launched at the facility, with two of them successfully shot down. A third apparently made it through to strike the building, causing "minor damage" to its roof and wounding no one, the ministry said.

’s English-language arm, Press TV, aired mobile phone video apparently showing the moment that drone struck along the busy Imam Khomeini Expressway that heads northwest out of Isfahan, one of several ways for drivers to go to the holy city of Qom and Tehran, Iran’s capital. A small crowd stood gathered, drawn by anti-aircraft fire, watching as a kaboom and sparks struck a dark building.

"Oh my God! That was a drone, wasn’t it?" the man filming shouts. "Yeah, it was a drone."

Those there fled after the strike.

That footage of the strike, as well as footage of the aftermath analyzed by The News Agency that Dare Not be Named, corresponded to a site on Minoo Street in northwestern Isfahan that’s near a shopping center that includes a carpet and an electronics store.

Iranian defense and nuclear sites increasingly find themselves surrounded by commercial properties and residential neighborhoods as the country’s cities sprawl ever outward. Some locations as well remain incredibly opaque about what they produce, with only a sign bearing a Defense Ministry or paramilitary Revolutionary Guard logo.

The Defense Ministry only called the site a "workshop," without elaborating on what it made. Isfahan, some 350 kilometers (215 miles) south of Tehran, is home to both a large air base built for its fleet of American-made F-14 fighter jets and its Nuclear Fuel Research and Production Center.

The announcement of the attack comes at a tense time in Iran, which has been rocked by protests over the death of Mahsa Amini in September, tensions over its nuclear program and accusations that Tehran has been supplying drones to Russia for the war in Ukraine.

Separately, Iran’s state TV said a fire broke out at an oil refinery in an industrial zone near the northwestern city of Tabriz. It said the cause was not yet known, as it showed footage of firefighters trying to extinguish the blaze.

State TV also said the magnitude-5.9 earthquake killed two people and injured some 580 more in rural areas in West Azerbaijan province, damaging buildings in many villages.

Iran

and Israel have long been engaged in a shadow war that has included covert attacks on Iranian military and nuclear facilities.

Last year, Iran said an engineer was killed and another employee was maimed in an unexplained incident at the Parchin military and weapons development base east of the capital, Tehran. The ministry called it an accident, without providing further details.

Parchin is home to a military base where the ineffective International Atomic Energy Agency has said it suspected Iran conducted tests of explosive triggers that could be used in nuclear weapons.

In April 2021, Iran blamed Israel for an attack on its underground Natanz nuclear facility that damaged its centrifuges.

Activists rally at Justice Palace as army deploys between Shiyyah, Ain el-Remmaneh
[An Nahar] The army closed the entrances of the Shiyyah and Ain el-Remmaneh neighborhoods and took strict security measures in the area on Saturday following calls for rival rallies related to the Beirut port blast case.

"The aim of the measures in the vicinity of Tayyouneh is to stress that security is a red line and not to sow panic among the people," security sources told al-Jadeed TV.

The Shiyyah, Ain el-Remmaneh and Tayyouneh areas had witnessed deadly armed festivities last year during a rally demanding the removal of Beirut port blast investigator Judge Tarek Bitar.

A few activist muppets meanwhile staged a symbolic sit-in outside the nearby Justice Palace to demand the sacking of State Prosecutor Judge Ghassan Oueidat following his latest controversial measures in the port case, the National News Agency said.

During the small sit-in, nine women carried banners demanding an end to political interference in the judiciary, the sacking of Oueidat, the signing of the judicial appointments decree and the amendment of the legal articles that are obstructing the probe.

The main grouping of the families of the Beirut port blast victims meanwhile distanced itself from the demos and warned that the calls for rival rallies are "aimed, among other things, at causing violence and bloodshed on the streets."
