Agency Klingons cutting deals with Taliban. Obama pre-election withdrawl timetable on track.
However, press secretary Robert Gibbs said the United States was not taking part in any such talks. ''This is about Afghanistan,'' he said. ''It has to be done by the Afghans.''

Anyone require further evidence that the talks are actually taking place? I thought not. When Rectal Robert speaks, the world listens.

Nine killed, 26 wounded in Kandahar blasts
[Dawn] Two kabooms killed nine people and maimed two dozen others in quiet Kandahar, the second day of deadly blasts in the southern Afghan city where Taliban Orcs and similar vermin are fighting back against US and Afghan forces pushing into areas long held by hard boys.

A car bomb and a second, smaller blast killed nine people Tuesday, including one Afghan policeman, quiet Kandahar provincial health director Qayum Pokhla said. Police officers were also among the 26 people maimed.

Three kabooms just minutes apart killed three Afghan police officers in the city Monday night. When police gathered to tend to the maimed after the first blast, two more kabooms occurred, said Zelmai Ayubi, front man for the provincial governor of quiet Kandahar.

Noor Ahman, deputy mayor in quiet Kandahar, was killed in an hard boy attack Monday and later in the day Habibullah Aghonzada, a former district chief in Arghistan, was bumped off by assailants as he prayed at a packed mosque.

Nato described the two as ''dedicated public servants who sought to improve the lives of their fellow countrymen.''

The military alliance announced Tuesday an hard boy involved in the kidnapping of a New York Times news hound was captured in northern Afghanistan. The unidentified bad boy was apprehended by Afghan and coalition security forces in Takhar province overnight Monday, a statement said.

The hard boy was linked to senior Taliban and Islamic Movement of Uzbekistan leaders in northern Afghanistan and Pakistain, Nato said. He ''terrorized the local populace,'' and targeted police and local officials in attacks, it said.

Journalist Stephen Farrell and his translator were taken hostage in September 2009 when they went to cover a Nato air strike of two hijacked fuel tankers that killed scores of Afghan civilians. British commandos rescued Farrell in a raid, but the translator and a British commando were killed in the operation.

Separately, Nato reported Tuesday a service member died in a homemade bomb kaboom in the south. The coalition did not disclose the nationality or provide additional details of the death.

Control of quiet Kandahar, the Taliban movement's birthplace, is seen as key to reversing Taliban momentum in the war. Afghan and Nato forces are engaged in a major operation to improve security in and around quiet Kandahar to keep Orcs and similar vermin from staging attacks inside the city. Early Tuesday in Arghandab district outside quiet Kandahar, Nato said it captured a Taliban leader suspected of coordinating attacks and arming Taliban fighters.

Trying to keep their grip on their stronghold, the Taliban are fighting with both weapons and rhetoric.

''America is operating in the districts of quiet Kandahar, but the result will be that they will walk out with blood-filled, empty hands,'' Taliban front man Qari Yousef said. ''They could not achieve victory in nearly a decade. This shows they never will.''
Nah. It shows they weren't trying, a very different thing.
The Nato coalition is fighting an uphill battle to win the allegiance of people in quiet Kandahar.

''When only the Taliban were ruling our land there was peace and tranquility. Since the Americans have set foot on our land, we don't have work and our health is no better,'' said Naseebullah Ghamjam, a 38-year-old laborer. ''All we have seen is that Americans have constructed exceptionally massive compounds for themselves.''

Azizullah Saiyal, 29, who drives heavy vehicles in Zhari district outside of quiet Kandahar, said citizens have little trust in the international community or Afghan government officials. ''We hear that millions and billions of dollars are coming in our country, but where does all of the money go?'' he asked. ''I believe these years of war and loss of innocent lives makes it obvious that war can never bring in peace. We should start looking for alternatives now.''
Clever of those Pakistani journalists to interview only those who prefer the rule of the ISI-supported Taliban. Really amazing how that worked out.

Arrest in DR Congo over mass rape
[Al Jazeera] A DR Congo rebel commander has been arrested on suspicion of leading raids on villages in the country's east where 500 people were raped in late July and early August, the UN has said.

UN headquarters in New York circulated an announcement by the UN peacekeeping force in Congo of the arrest of commander of a tribal Mai-Mai militia, known as Lieutenant Colonel Mayele, for alleged mass rapes.
Mai-Mai, huh? Wonder if there is any relation to Mau-Mau?
The UN said Mayele was arrested on Tuesday in a military operation carried out by the UN Mission for the Stabilisation of the DR Congo (Monusco) and the Congolese military.

A mean for intimidation

Rape has been increasingly used by various groups of fighters in eastern Congo to intimidate, punish and control the population, especially in the mining areas.

According to the UN announcement, the mass rapes and human rights violations are said to have been committed by about 200 Congolese Mai-Mai rebels, fighters from the Rwanda-led Democratic Front for the Liberation of Rwanda or FDLR, and elements loyal to former Congolese army Colonel Emmanuel Nsengiyumva who was also a rebel in the former Tutsi-led People's National Congress or CNDP.

The UN force said a preliminary report from UN human rights officials identified 303 civilian victims, 235 women, 13 men, 52 girls and 3 boys.

Margot Wallstrom, who is responsible for UN efforts to combat sexual violence in conflict, told to Al Jazeera that Mayele's arrest "should send out a signal that sexual violence will not go unpunished."

"This is the first strong signal that says we are determined to end impunity, this is an important step forward. and the first of I hope an arrest for the ones responsible for the rape.

"This sends a strong signal in the military chain of command and to the rebel group that we keep you under our watch, and we will do everything we can to apprehend the perpetrator," she said.

Monusco said Mayele had been handed over to military judicial authorities who have opened a judicial inquiry.

Monusco said it will continue to pursue those responsible for the mass rapes so they can be brought to justice.

Three hurt as RPG targets UK diplomatic car in Yemen
[Dawn] Three people were maimed on Wednesday by a rocket-propelled grenade which targeted a British diplomatic vehicle in the Yemeni capital Sanaa, witnesses said.

It was not clear if any Britons were among the maimed in the attack which took place on Khawlan Street, about three kilometres from the British embassy.

On April 26, a boomer hurled himself at the British ambassador's two-car convoy in a Sanaa street as it neared the British embassy compound.

The boomer, whose body was torn into pieces, maimed three bystanders and damaged a police escort car as he threw himself at the convoy and detonated his boom belt.

Al-Qaeda in the Arabian Peninsula (AQAP), the group's local branch, later claimed the attack, which saw the embassy closed for two weeks.

Yemen, Al-Qaeda leader Osama bin Laden's ancestral homeland, faces a growing threat from AQAP.

Sanaa has intensified its operations against AQAP amid mounting pressure from Washington after the Islamic myrmidon group grabbed credit for a botched attack on US-bound airliner on Christmas Day last year.

Qaeda reveals details of Saudi failed murder
[Al Arabiya] Al-Qaeda faceless myrmidons said Tuesday that they had narrowly missed Deputy Interior Minister Prince Nayef bin Abdul Aziz in an attack last year as he flew into the Yemeni capital Sanaa on a visit.

An al-Qaeda boomer attacked Saudi Arabia's counterterrorism chief, Deputy Interior Minister Prince Mohammed bin Nayef bin Abdul Aziz, on Aug. 27 last year as he was receiving members of the public.

Saudi prominent writer Yehia al-Amir commented on the release of al-Qaeda video at this specific time saying that al-Qaeda faceless myrmidons were trying to make propaganda for themselves. "It was the first operation to target a Saudi leader, individually, inside the kingdom. It is a kind of show-off on the part of al-Qaeda, to show their potentials and capabilities," he told Al Arabiya.

Brit diplo escapes mortar attack in Yemen
Britain’s deputy ambassador to Yemen has survived a rocket attack in the capital Sana’a, local security officials say. It was the second major assassination attempt on a British diplomatic target in the country this year. The ambassador, Timothy Torlot, survived a suicide bombing also aimed at his car in April.

Four men, including one German national, are currently on trial for that attack. Few details have so far been released on the latest attempt.

According to officials, the rocket landed near an armoured car carrying the deputy head of mission at the British embassy, Fiona Gibb, at around 8.15 on Wednesday morning. It missed, though the car was struck by shrapnel.

Texas College Student Shot and Killed in Mexico

A Texas college student was shot and killed in Mexico after the bus he was riding on was hijacked by suspected members of a Mexican drug cartel, The Brownsville Herald reports.

Jonathan William Torres, an 18-year-old college freshman at the University of Texas at Brownsville, was killed Sept. 30 in Matamoros -- just outside Ciudad Mante in the southern part of Tamaulipas -- a university spokeswoman told the newspaper.

Torres was reportedly on his way to visit family when his bus was allegedly ambushed by members of Mexican organized crime. At least two people were killed in the attack, according to a U.S. official who spoke to the newspaper on condition of anonymity.

Normally the sequence (IMHO) of events after an allegation like Tiffany's would be to file a complaint with the local law enforcement (missing person, if nothing else), and then a complaint with Mexican authorities, which can be (and finally was done) at a Mexican consulate in Texas.

Coahuila: Mexican Army Rescues 14 Abductees

A detachment of the Mexican Army rescued 14 unidentified kidnap victims near Torreon, Coahuila Monday, say Mexican news accounts.

The patrol rode up on a Ford Expedition stopped on the San Pedro-La Cuchilla road near the San Miguel ejido when soldiers heard the cries of the occupants inside.

Nine men and five women, all handcuffed and blindfolded and bound with tape with visible wounds from beatings, were released following medical treatment.

The victims were from various municipalities (counties) in Coahuila.

More Massive Mexican Military Mayhem in Monterrey

Several shootings including an intergang firefight, and a gun battle between presumed drug gangs and a detachment of the Mexican Army took place since Monday morning, according to Mexican news reports.
  • A shootout between armed gangs in southern Monterrey took place Monday afternoon near a technical school that left one unidentified individual hurt. The shooting took place when an armed suspect using an AR-15 assault rifle fired into a crowd of shoppers hitting three people, two women and a man. Reports suggest the victims were not the intended victims, and that an unidentified man was abducted from the scene.

  • Two unidentified individuals were shot to death Tuesday evening in Juarez, say Mexican news reports. The victims, two men, were travelling aboard a Honda Accord with a pregnant female when they were attacked on calle Paseo del Noga in the Circuito Olivo district. Reports say 17 spent shell casings were found at the scene.

  • A Juarez police commander was shot to death Tuesday night, according to Mexican news reports. Fernando Larios, commander of the Delicias police station, was shot as he drove his Oldsmobile sedan near the intersection of calles José Revueltas and Maria Antonieta. Reports say the victim was shot at more than 100 times by several armed suspects.

  • Six individuals were murdered in four separate crimes in Juarez Tuesday night, according to the Mexican daily La Polaka. The unidentified wife and mother of the two murdered today was executed near the intersection of calles 108the and Prieto Lujan last August 9th while travelling aboard a vehicle.

  • Four unidentified men were shot to death in two separate crimes in Juarez as newly inaugurated Chihuahua governor Cesar Duarte was making rounds visiting various parts of the city Wednesday, say the Mexican news daily La Polaka. Inn the first crime, an adult and two teenagers were shot inside a residence near the intersection of calles Puerto Velis and Puerto de Palos in the Tierra Nueva district by unidentified armed suspects. In the second crime a man was shot in front of a residence by armed suspects with AK-47 assault rifles near the intersection of calles José de Rivera and Lucero in the Parajes del Sol district. Reports say the suspects knocked on the door, and then shot the victim as he appeared.

  • An unidentified young man was found shot to death near a mine near Hermosillo, Sonora Tuesday, say Mexican news accounts. The victim was found wrapped in a plaid blanket near the intersection of Carretera Internacional and Bulevar Solidaridad, corresponding to the 5.5 Kilometer maker on the road to the NYCO mine. The victim had a single gunshot wound to the head.

  • Two brothers were shot to death in Gomez Palacio, Durango Tuesday, according to Mexican news reports. Ruben, 24, and Ricardo Ochoa Balbanedas 20, were shot while they were travelling aboard a taxi between calles Morelos and Escocia in the Nueva los Álamos district. Reports say two spent shell casings for an AR-15 assault rifle were found at the scene.

  • The deputy director of the police academy in Lerdo, Durango, was found shot to death Tuesday, say Mexican news accounts. Olegario Antonio Sanchez Perez was found along the Santa Rosa Tlahualilo canal road in the San Juan district aboard his personal Ford Ranger pickup truck. Spent shell casings for AK-47 assault rifles and .45 caliber weapons were found at the scene.

  • An unidentified man was found shot to death on a farm near Torreon, Coahuila, say Mexican news accounts. The victim was found with several wounds from gunshots in Ejido San Luis, and had a miltary style haircut and numerous tattoos.

  • Two inmates at a prison in Durango, Durango, were killed in a brawl Tuesday morning, say Mexican press accounts. Eusebio Perez Frayre, 42 , and Juan Astorga Nuñez, 23, were killed when several inmates started fighting at the Centro de Reinsercion Social No. 1 (CERESO). Two sharp weapons were found at the scene of the brawl.

Mexican federal agents rode to the rescue of a thief neighbors of a Juarez district were about to immolate, according to Mexican news accounts.

Antonio Giner de 26, was forcibly seized by several residents of the Villas de Santiago district, bound and beaten and kicked, and then taken to a children's playground where he was tied to a post with a noose.

Residents doused Giner in gasoline and were about the ignite the fuel when Mexican federal agents arrived on the scene and took the victim into custody.

No arrests were made, and apparently neighbors warned agents that a similar fate will befall other thieves in their neighborhood.

This near lynching is the third such event in the last three weeks. In the other two lynchings, citizens killed three.

At least 27 killed in Tajik helicopter crash: report
(Xinhua) -- The military chopper crash in Tajikistan on Wednesday has killed at least 27 people, reported Russia's RIA Novosti news agency.

According to an unnamed source, among those fatalities were some 20 fighters from special units "Alpha" of the State Committee of National Security, in addition to seven National Guard servicemen.

Earlier reports reaching here said four people died and another three were maimed during the crash of the Mi-8 helicopter that belonged to the Tajik National Guard.

The chopper crashed in the Rasht region, 180 km east of the capital Dushanbe, on Wednesday morning.

Preliminary reports from the Tajik Khovar news agency said technical failures may have caused the accident.

A special commission has been set up to probe into the reasons behind the crash.

Those on board the helicopter were reportedly searching for gunnies who killed 28 Tajik National Guard servicemen in a military convoy attack in the region on Sept. 19.

Eight killed in Pakistan shrine bombing: police
Eight worshippers including two children were killed in twin bomb blasts Thursday at a packed Sufi shrine in Pakistan's southern port city of Karachi, officials told AFP.

Senior police official Hamid Parhial gave the toll, adding that 65 people were also injured, and said it was a suspected suicide attack.

The bombs exploded Thursday at the entrance of the shrine to Sufi saint Abdullah Shah Ghazi as devotees packed it for a weekly gathering in Karachi's seaside Clifton district.

Provincial home minister Zulfikar Mirza said an investigation into the attack was already underway and the government had decided to seal all shrines in the city immediately over security fears.

"It was a terrorist attack," he said.

The shrine's floor was spattered in blood, said witnesses. Slippers, sandals and flowers brought by devotees to lay at the tomb littered the area.

Witness Gul Mohammad said he was outside the shrine when two huge blasts were heard in quick succession.

"I rushed inside and saw blood and human flesh," he said.

"Some bodies were lying on the ground and several people wounded in the blasts were crying in pain. Then ambulances started arriving and moving the injured to hospitals."

Ambulances with sirens blaring were seen ferrying casualties to hospitals as police and paramilitary soldiers cordoned off the shrine.

Doctor Seemin Jamali of Civil Hospital Karachi said 10 women and seven children with serious injuries were among those admitted.

There was no claim of responsibility for the latest attack but the Pakistani Taliban has been blamed for similar bombings in the past.

More than 3,700 people have been killed in a series of suicide attacks and bomb explosions, many of them carried out by the Taliban and other Al-Qaeda-linked Islamist extremists, in Pakistan during the last three years.

2 militants killed in gunfight in Indian-controlled Kashmir
(Xinhua) -- Two hard boyz of Hizbul Mujahideen (HM) beturbanned goon outfit including a top commander were killed Tuesday in a fierce shootout with India' s Central Reserve Police Force (CRPF) and police in Indian- controlled Kashmir, police said Wednesday.

The shootout broke out Tuesday evening at village Deedan Gali- Mahore of Reasi district, 170 km north of Jammu, the winter capital of Indian-controlled Kashmir.

"On specific information about presence of hard boyz in Deedan Gali of Mahore, a joint party of police and CRPF were dispatched to the area to take on beturbanned goons. Militants present there fired on the joint column, thereby triggering a shootout. In the standoff two hard boyz have been killed. Briton killed in Pakistan linked to Faisal Shahzad
[Dawn] A British man killed by an air strike in Pakistain had ties with the would-be Times Square bomber, a Pak intelligence official said on Wednesday.

The official, who declined to be identified, told Rooters the Briton, Abdul Jabbar, had also been in the process of setting up a branch for the Taliban in Britain.

"He had some links to Faisal Shahzad but the nature of the ties are not clear," the official said, referring to the Pak-born US citizen who tried to set off a car bomb in New York's busy Times Square in May.

Shahzad was sentenced on Tuesday in a New York court to life in prison.

The official said Jabbar came to Pakistain in 2009 and received hard boy training in North Wazoo.

Jabbar had earlier survived a drone strike on a hard boy training camp run by Hafiz Gul Bahadur, a commander allied to the Haqqani network, an Afghan Taliban faction seen as one of the most effective forces battling Western troops in Afghanistan.

"He was eventually killed in a drone strike near Miramshah on September 8," the official said, referring to the main town of North Wazoo.

The United States has stepped up attacks by its death droid aircraft over northwest Pakistain since late 2008. Most of the attacks have been in North Wazoo.

News of Jabbar's death came after an alleged al-Qaeda plot to attack European targets put Pakistain's performance against bully boyz under scrutiny again.

European and US counter-terrorism officials have said that concerns about a group of about 100 German bully boyz who had travelled between Germany and northwest Pakistain contributed to the latest security alert in Europe.

A new White House assessment concludes that Pakistain has been unwilling to aggressively pursue al-Qaeda and Afghan Taliban bully boyz in the Pak tribal lands.

The White House assessment, first reported by the Wall Street Journal on Tuesday and confirmed by Rooters, faults the Pak government and military for lacking the will to take action against the bully boyz in North Wazoo.

Analysts say Pakistain sees the Afghan Taliban as tools for influencing events in Afghanistan where the growing role of old rival India has alarmed Pakistain.

Pakistain is likely to be even more reluctant to attack the Afghan Taliban as speculation grows that the United States and its allies, including the Afghan government, will eventually have to negotiate with the bully boyz to end the war, analysts say.

A senior Pakistani security source told BBC's Newsnight programme that Abdul Jabbar was a British citizen who has a British wife and was living in Punjab, Pakistan. According to the source, Jabbar was living in Punjab, and was chosen as the leader of a new group, to be called The Islamic Army of Great Britain.

The decision was apparently made during a meeting in the North Waziristan region of Pakistan three months ago, attended by 300 militants and monitored by intelligence agencies.

The source said the new group was set up to organise synchronised terrorist attacks in the UK, France and Germany. It was this intelligence that led to the missile strike by a US unmanned aerial drone on September 8 which killed Jabbar and three others. The suspects, who are also said to have included a number of German nationals, had been hiding in the tribal areas of North Waziristan at the time.

An intelligence official told the Associated Press news agency that Jabbar's brother was conspiring with him to commit the Europe terrorist atrocity.

The reports about Jabbar follow disclosure that intelligence agencies in Europe, Pakistan and the US intercepted a credible Islamic plot to launch raids on European cities, in a similar style to the attacks in Mumbai, India, two years ago.

US apologizes for attack on Pakistani soldiers
[Dawn] The US apologized Wednesday for a recent helizap that waxed two Pak soldiers at an outpost near the Afghan border, saying American pilots mistook the soldiers for bully boyz they were pursuing.

The apology, which came after the conclusion of a joint investigation, could pave the way for Pakistain to reopen a key border crossing that Nato uses to ship goods into landlocked Afghanistan. Pakistain closed the crossing in apparent reaction to the Sept. 30 incident.

''We extend our deepest apology to Pakistain and the families of the Frontier Scouts who were killed and injured,'' said the US ambassador to Pakistain, Anne Patterson.

Pakistain initially reported that three soldiers were killed and three injured in the attack, but one of the soldiers who was critically injured and initially reported dead ended up surviving, said Maj. Fazlur Rehman, the front man for the Frontier Corps.

Pak soldiers fired at the two US helicopters prior to the attack, a move the investigation team said was likely meant to notify the aircraft of their presence after they passed into Pak airspace several times.

''We believe the Pak border guard was simply firing warning shots after hearing the nearby engagement and hearing the helicopters flying nearby,'' said US Air Force Brig. Gen. Tim Zadalis, who led the investigation.

''This tragic event could have been avoided with better coalition force coordination with the Pakistain military.''

The head of US and Nato forces in Afghanistan, Gen. David Petraeus, also expressed his condolences ''to the families of those killed and maimed, to the Pakistain military, and the people of Pakistain.''

''We deeply regret this tragic loss of life and will continue to work with the Pakistain military and government to ensure this doesn't happen again,'' he said.

Pakistan deploys anti-aircraft missiles on Afghan border
Pakistan has strengthened its air defense with a view to preventing NATO forces from intruding into its territory from Afghanistan.

The strong US ally has installed anti-aircraft missiles in its tribal regions bordering Afghanistan, well-placed sources told Arab News here on Monday.

“Now no helicopter will be able to escape after entering into Pakistani territory,” the official sources said.

Meanwhile, NATO’s chief expressed regret on Monday for the deaths of Pakistani soldiers last week and said he hoped Pakistan’s border would reopen for NATO supplies to Afghanistan as soon as possible.

Angered by repeated attacks by NATO helicopters on militant targets within its borders, Pakistan blocked one of the supply routes for NATO troops in Afghanistan after a strike killed three Pakistani soldiers in the western Kurram region.

Analysts and Western officials said Pakistan’s closure of the border for a few days would not seriously impact the war effort in Afghanistan, but it would create political tension that Pakistan could exploit.

Pakistan has officially said the border has been closed for security reasons and the Taleban threat of more attacks will likely prolong the closure of the vital supply route — now in its fifth day — and further strain ties with ally Washington, which has long demanded Pakistan crack down on militants.

The fighter jets broke the sound barrier over Gazoo and caused sonic booms as they flew over the tiny coastal silver, a Press TV correspondent reported on Wednesday.

Israeli warplanes frequently violate Gazoo's airspace and bomb the coastal strip. The attacks mostly target Gazoo's cross-border tunnels -- also known as Gazoo's feeding tubes -- along Rafah, used to import vital supplies into the besieged enclave from Egypt.

The crippling land, sea, and air blockade of the Gazoo Strip imposed by Israel and Egypt since June 2007, when Paleostinian resistance movement Hamas, always the voice of sweet reason, took control of the enclave, has made the Gazoo's 1.5 million inhabitants to heavily rely on the perilous tunnels as the sole means of obtaining essential supplies such as food and medicines.

Leader of Nazareth mosque held for alleged ties to militants
[Al Arabiya] Israeli police said on Wednesday they had jugged the leader of a Nazareth mosque and another Arab citizen of Israel on suspicion of ties with snuffy groups.

Spokesman Micky Rosenfeld told AFP that Nazem Abu Slim and Mohammed Naarani, both from Nazareth, were "suspected of being involved in supporting terrorism," adding that the investigation was ongoing.

"All the rest of the details of the case are under a (court) gag order," he added.


Abu Slim is the outspoken imam of the Shihab al-Din mosque in Nazareth, Israel's biggest Arab city, and is known for preaching a radical version of Islam hostile to Israel's Jewish majority as well as Christians and moderate Mohammedans.

In June, police and the Shin Bet security agency jugged seven Israeli Arabs from the Nazareth area on suspicion of planning attacks against Jews and Christians.

The suspects, who were arraigned on charges including murder, kidnapping, assault and weapons offences, said they were inspired by the speeches of al-Qaeda leader Osama bin Laden.

Local media said the men attended the Shihab al-Din mosque.

The setting up of the mosque, a makeshift structure of tents, next to the Christian Basilica of the Annunciation in 2000 led to frictions between Islamic and Roman Catholic leaders.

During a 2009 visit to the city by Pope Benedict XVI Abu Slim and others from his Ansar Allah movement hung a banner saying "He is not welcome here."

They also issued statements attacking the pope for comments he made in 2006 depicting Islam as a violent religion.

Israel's Arab citizens, who make up nearly 20% of the population, are Paleostinians who remained in the Jewish state following the 1948 war that attended its creation as well as their descendants.
Also a number who were allowed to move in from the West Bank and Gaza as a confidence-building measure during one of the rounds of negotiation a number of years ago. They tend to get caught plotting trouble, or influencing others to do so, as I recall.
