Young fighters must be absorbed into state institutions says Maetig
[Libya Herald] "Armed youth" have to be incorporated into state institutions, Presidency Council (PC) deputy Ahmed Maetig has said. But this does not necessarily mean the police or the armed forces, he added in an interview with Egyptian newspaper al-Watan.

Referring to Khalifa Hafter and his Libyan National Army forces, Maetig, who has since returned to Libya, also said that it was unacceptable to think that the country’s military forces should be seen as above the government.

He further explained that in its efforts to resolve the Libya crisis, Egypt and its President Abdel Fattah el-Sisi had put forward some solutions in line with the Libyan Political Agreement. Sisi had also spoken of the need to unify Libya’s state institutions ‐ something Maetig said the PC saw as reason for believing it could count on Egypt’s support.

Egypt would, moreover, always have a major role in building united military institutions in Libya, Maetig added. He claimed that had been the case even dating back to the time of King Idris.

The PC deputy also welcomed the efforts of Algeria to find a solution to the Libya crisis, praising its "active role" and "professional diplomacy".

Maetig was in Cairo this past week for a raft of political meetings. Perhaps most importantly, the Egyptian foreign minster Sameh Shoukry. hHe threw his weight behind the Dialogue and LPA and described it as the only way to bring about reconciliation and stability in Libya.

militias have appointed Beraas Shams al-Din Muhammad Sharaf al-Din as a new Mufti to be the leading authority in issuing fatwas in Sanaa, a decision reflects a sectarian ideological orientation of the militia and could create sectarian division in Yemen.

Sharaf al-Din, who was educated in Iran, replaced Judge Mohammed bin Ismail al-Omrani as the Mufti.

The newly appointed mufti is believed to be one of the most important links between Iran and the Houthi rebellion movement. He is a political activist with the Houthi movement and was a member of the political delegation of the militias that went to Moscow last year to persuade Russia to recognize the power of the Houthis in Sanaa.

Assiri, speaking at a seminar in Gay Paree, said that military operations in Yemen were being carefully conducted to protect civilians, adding that "the Houthi militias in Yemen have established command and control centers among civilians."

He also considered that "the rush in the implementation of military operations in Yemen may lead to losses, and that the policy of besieging the militias in Yemen is leading to effective results."

Assiri explained that the legitimacy forces have made progress in Yemen and that the politicianship has returned to Aden. He also confirmed that the alliance cooperated with the Yemeni forces to defeat al-Qaeda.

He stressed that the Arab coalition "seeks a comprehensive political solution that satisfies everyone", saying that the solution in Yemen should include the implementation of international resolutions and the will of the Yemenis, refusing to accept any "mid-solutions that makes the Houthis part of the solution in Yemen."

Civilian security
He said that the legitimacy forces in Yemen are working to train young people in the security sector and the war against terrorism. He added that the coalition does not use non-guided free-fall bombs since they are dangerous to civilians. He also explained that the military operations in Yemen are taking place in dangerous areas because of the density of the population.

He explained that the coalition is implementing a maritime ban, not a blockade; meaning that they make sure who is using the waters, which challenges those who claim that the siege led to a famine.

He said that the coalition forces have given more than 6,000 permits to international bodies to work inside Yemen, saying that there are organizations that report on Yemen which are not even there.

Uzbekistan had warned West about Stockholm terror suspect
[RFE/RL] Uzbekistan says its security services passed information on Rakhmat Akilov, the man accused of driving a truck into a crowd in Stockholm last week, to the West before the deadly attack. Akilov, an Uzbek national, is in custody on suspicion of mowing down a crowd on a busy street. The attack killed four people.

Foreign Minister Abdulaziz Kamilov said that Akilov had been recruited by ISIS after he left Uzbekistan in 2014 and settled in Sweden.

"According to the information in our possession, he actively urged his compatriots to travel to Syria to fight on Islamic State's side," Kamilov said, adding that Akilov had used online messaging services.

Kamilov said, "Earlier [before the attack], information on Akilov's criminal actions had been passed by security services to one of our Western partners so that the Swedish side could be informed."

An unnamed Uzbek security source said this week that Akilov had attempted to reach Syria in 2015 to join ISIS but was detained at the Turkish-Syrian border and deported back to Sweden. The source said Uzbek officials in February had put him on a wanted list for people suspected of religious Islamist extremism.

Major doubts about letters claiming Islamist motive for Dortmund attack: Media
[AlAhram] German broadcaster ARD cited a report commissioned by Sherlocks as saying there were "significant doubts" that letters claiming responsibility for an attack on the bus of soccer team Borussia Dortmund were written by Islamists.

Three identical letters printed in German found near the scene of the incident in Dortmund had suggested a possible Islamist motive for the attack.
But they did get that ISIS commando commander, so that's something.

Albania police steps to prevent terror attacks during Easter
[AlAhram] Albanian police said Friday they have increased security measures over the Easter holidays.

A statement said that an increased police presence would be seen in churches and other religious places, in the streets and the border crossing points "to prevent criminal events ... and events of terrorist character."

It was not clear why security has been increased or if there has been any warning.

The same steps also have been taken in neighboring Kosovo, where police said they had prepared certain preventive operational plans related to manifestations and other celebrations of Easter activities.

A statement also called on the population "to respect rights and freedom of all communities as one of the fundamental values of the democratic societies."

The U.S. Embassy in Albania also urged U.S. citizens "to exercise particular caution."

On its website it writes that "bandidos forces of Evil in the region have previously sought to attack soft targets, to include churches and other places of worship, pedestrian malls, sports arenas, concert halls, and public gatherings."

The same warning also was made from the U.S. Embassy in Pristina.

Albania and Kosovo are both primarily Moslem countries but Albania in particular has a sizeable Christian minority.

University administration on Thursday suspended 10 students for their alleged role in on-campus violence on March 21.

The suspension means they can’t enter their departments.

"Abdur Rehman and Saimullah of Institute of Geology, Usman Rang Elahi of Hailey College of Commerce, Muhammad Azeem Qureshi of Islamic Studies, Hidayatullah and Bahadur Khan of the Institute of Biochemistry, Osama bin Shafaat of Department of Space Science, Abdul Baseer and Naqeebullah of Sheikh Zayed Islamic Center and Waleed Mansoor of University Law College [allegedly] violated university rules and created a law and order situation on the campus. They have been given seven days to reply to the charge sheet," PU front man Khuram Shahzad said in a statement.

He said a phase-wise disciplinary action against the students involved in on-campus violence had been initiated.

"After their identification action was taken against 17 students initially," he said, adding the details of some seven ’outsiders’ involved in violence had also been provided to police for further action.

The front man said the administration would implement recommendations of the inquiry committee.

Mardan university student laid to rest
[DAWN] A First Information Report (FIR) was registered by police on Friday against members of a lynch mob that brutally assaulted two university students ─ killing one and injuring another ─ over alleged blasphemy in Mardan a day earlier.

The FIR has been lodged in Sheikh Maltoon cop shoppe against 20 suspects, of whom eight have been locked away

The suspects were identified through video footage of the incident, while the police have formed three teams to arrest the remaining suspects, Dr Ahmed stated.

The campus was shut down following the incident until further notice and its hostels vacated to avoid a further escalation of violence.

Mardan university takes action against victims; launches probe into 'blasphemous activity'
[DAWN] In a bizarre move, Abdul Wali Khan University, Mardan (AWKUM) has decided to probe three students for alleged "blasphemous activity", a notification posted to their website said Friday.Of the three students named in the notification, one was killed and another severely injured after being brutally assaulted by an enraged mob a day earlier.

The notification, dated April 13, did not mention any details of the incident or a condemnation of the student's killing, even though the university's provost, Fayyaz Ali Shah, said it had been issued after the lynching.

"I [the assistant registrar] am directed to notify that ... [an] Inquiry Committee has been constituted to probe into the matter of blasphemous activities carried [out] by [three] students of Department of Journalism," the notification read.

"Further, the mentioned students are hereby rusticated and their entry into the premises of the University (all campuses) is banned until further orders," it added.

When asked why the school administration had also rusticated the dear departed student, Shah said: "it is a holy manal error which is being revised".

Horrific attack
23-year-old AWKUM student Mashal had been killed and another student, Abdullah, seriously injured a day earlier by a vigilante mob for allegedly "publishing blasphemous content online", local police had said Thursday.

No case had been filed against the two students prior to the incident and police had not been investigating the two on blasphemy charges.

The mob instead seems to have been incited by rumours circulating among the university's student body.

An eyewitness said the mob had first surrounded Abdullah and forced him to recite verses from the Holy Koran, then proceeded to beat him bloody.

The police, when alerted, reached the site of the incident and rescued Abdullah, after which the mob turned on Mashal, who was in his hostel at the time, the eyewitness said.

Mashal was first shot, then beaten with wooden planks till he departed this vale of tears. The mob had also wanted to burn his body before police intervened, a senior police official had said.

The incident had occurred within the university premises.

The campus was shut down indefinitely and its hostels vacated to avoid a further escalation of violence.

One of Mashal's teachers later told Rooters that he was a passionate and critical student.

"He was brilliant and inquisitive, always complaining about the political system of the country, but I never heard him saying anything controversial against the religion," the teacher said.

Funeral prayers for Mashal were offered early Friday in Kalu Khan, Swabi District, where he was laid to rest.

Senior Abu Sayyaf leader wants to surrender
[PNA] A senior Philippine military official disclosed that Abu Sayyaf one-armed and top leader Radullan Sahiron plans to surrender to the government. Westmincom spokesman Carlito Galvez said, "Radullan Sahiron is contemplating to surrender because he is old."

Galvez said that one of the conditions of Sahiron is for the government "not to turn him over to the U.S. government" when he turns himself in. The FBI has set a million reward for the capture of Sahiron.

Sahiron is the leading figure in the Abu Sayyaf Group in Sulu province after most of the founding Abu Sayyaf leaders were killed.
Galvez said, "We see that not only those in the lower ranks of the ASG are expressing their desire to surrender because they’re​already feeling ​the heat of the military operation. And they also feel the sincerity of the President to accept people who wanted to surrender."

Galvez said they were employing non-lethal approaches in dealing with the Abu Sayyaf, including a rehabilitation program. He said they are replicating this approach from their military counterparts in Indonesia and Malaysia. Galvez said the same tactic was used in "decimating" the networks of the Jemaah Islamiyah.

On Thursday, Galvez presented to the local media the 11 Abu Sayyaf rebels, including two sub-leaders, who surrendered to the government in Bongao, Tawi-Tawi. Ben Saudi Sariol, one of the 11 surrenderers, said they decided to turn themselves in to the military as the offensive against the Abu Sayyaf have intensified in recent months.

Iran Says US Sanctions Against Suleimani’s Brother Illegal

The US Treasury added Sohrab Suleimani, along with the Tehran Prisons Organization which he recently oversaw, to its list of individuals and entities facing sanctions on Thursday for alleged "human rights
