PRESCOTT -- Officer Friendly said a man tried to buy merchandise in Prescott with $100 bills that had the wrong image.
"If that's Franklin I'm Big Macintosh."
Authorities say they responded to two attempts last week to pass funny money at Prescott businesses.

The Daily Courier reports that an officer who responded to a thrift store noted that one of the bills had an image of Honest Abe instead of Ben Franklin. The officer also wrote in a report that the bill was softer than standard currency and had been printed in a lighter color.
Wrong century, beauzeau.
A grocery store manager noticed the same flaws with another C-note at the second business.

Police say descriptions of a man who fled from both businesses match. No charges have been filed.
Hopefully, he'll think he succeeded and slip up.

Florida man who lost hand charged with feeding gator
[Fox News] A Florida airboat captain whose hand was bitten off by a 9-foot alligator faces charges of feeding of the animal.

Collier County Jail records show 63-year-old Wallace Weatherholt was charged Friday with unlawful feeding of an alligator and later posted $1,000 bond. His next court date is Aug. 22.

Weatherholt was attacked on June 12th as he was giving an Indiana family a tour of the Everglades. The family said Weatherholt hung a fish over the side of the boat and had his hand at the water's surface when the alligator attacked.

Wildlife officers tracked and euthanized the gator. Weatherholt's hand was found but could not be reattached.

Ebola in the Ugandan capital Kampala
Fourteen people have died, including one in Kampala, since the outbreak began in western Uganda three weeks ago.

Ebola is one of the most virulent diseases in the world.

It is spread by close personal contact and kills up to 90% of those who become infected.

Seven doctors and 13 health workers at Mulago hospital - the main referral hospital in Kampala - are in quarantine after "at least one or two cases" were taken there.

"I wish you good luck, and may God rest the souls of those who died in eternal peace," Prez Museveni said as he ended his address to the nation.

The first victim of the latest outbreak was a pregnant woman in Kibaale district, about 170km (100 miles) west of Kampala.

It then spread at a funeral, Mr Museveni said.

London 2012 Olympics: 'fiasco' of the 12,000 empty seats
[Telegraph.uk]Lord Coe, the chairman of London 2012, was accused of breaking a promise that unsold and unused corporate tickets would be given to the public, while Sir Menzies Campbell, an observer on the board of Games organisers Locog, described the situation as depressing.

Athletes who had been unable to get tickets for their families to watch them compete said it was "absurd" and "ridiculous" that whole blocks of seats remained empty at some venues.

Locog insisted that off-duty soldiers, as well as local schoolchildren and teachers, be taken by bus to venues to help fill the gaps, as Lord Coe ordered an urgent investigation into why so many seats have been empty.

A survey by The Daily Telegraph found that at least 12,000 seats were unused yesterday, not including football stadiums, where tens of thousands of seats have been unoccupied for some matches.

Popular events such as gymnastics, tennis and swimming had swathes of empty seats despite members of the public being told that they were sold out.

The whole thing has been a foul up from the opening ceremony. Even if you believe in the NHS, does showcasing modern accessible medicine involve a hospital with 80+ year old equipment where doctors and nurses lock the kids up in their rooms and go dancing, scaring the kids so badly they have nightmares about that short pudgy guy from Seinfield? Also like the part where the druggy hipsters went dancing on the hill the military so dutifully hiked up in the previous scene, real class there. Oh, and your fat American bags, I noticed all the fatties were dressed in the black/white diamond checker outfits. In fact, quite a few looked overweight.

But that picture, where the actor kidnaps the Queen and kicks her out of the helicopter. Wow. Yes, I know what it was meant to be, what I'm saying is that is some pop culture bullcrap. It was so bad, I switched to the baseball game, you know baseball not good enough for this olympics, between the Royals and Mariners two of the worst teams in the game.

And that is just the start. So far every event requiring a judging has been aweful.

DHS gears up for civil unrest prior to presidential elections
The Department of Homeland Security has ordered masses of riot gear equipment to prepare for potential significant domestic riots at the Republican National Convention, Democratic National Convention and next year’s presidential inauguration. The DHS submitted a rushed solicitation to the Federal Business Opportunities site on Wednesday, which is a portal for Federal government procurement requisitions over $25,000. The request gave the potential suppliers only one day to submit their proposals and a 15-day delivery requirement to Alexandria, Virginia.

As the brief explains, “the objective of this effort is to procure riot gear to prepare for the 2012 Democratic and Republican National Conventions, the 2013 Presidential Inauguration and other future similar activities.”

The total amount ordered is about 150 sets of riot helmets, thigh and groin protectors, hard-shell shin guards and other riot gear. The riot gear will be worn by Federal Protective Service agents who are tasked with protecting property, grounds and buildings owned by the federal government.

The urgency of the order can be explained by the fact that there is a growing anticipation that many demonstrators will travel to the Republican National Convention, scheduled for August 27-30 in Tampa Bay, Florida, and Democratic National Convention, planned for September 3-6 in Charlotte, North Carolina.

Another recent DHS move to gear up was back in March of this year, when it gave the defense contractor ATK a deal to provide the DHS with 450 million .40 caliber hollow-point ammunition over a five year period. On top of that, the DHS has recently purchased a number of bullet-proof checkpoint booths and hired hundreds of new security guards to protect government buildings.

Six children die of measles in Mohmand
[Dawn] Six children died and several others were hospitalised as measles broke out in remote areas of Ambar tehsil of Mohmand
... Named for the Mohmand clan of the Sarban Pahstuns, a truculent, quarrelsome lot. In Pakistain, the Mohmands infest their eponymous Agency, metastasizing as far as the plains of Beautiful Downtown Peshawar, Charsadda, and Mardan. Mohmands are also scattered throughout Pakistan in urban areas including Karachi, Lahore, and Quetta. In Afghanistan they are mainly found in Nangarhar and Kunar...

In the Loya Shah village of Ambar tehsil, 60km from agency headquarters Ghalanai, two children of Maulana Mohammad Khan fell victim to the deadly disease, as the epidemic attained alarming proportions, a local Mushtaq told Dawn on phone.

He said that four more children died and over dozen others were hospitalised in Guhmbati, Shah Jee Kore, Soor Tangi, Bakhmal Shah, Musa Kore, Koat Miangan, Kario Kore and other remote areas of the tehsil.

Agency surgeon Dr Farooq Shah told Dawn that the health department would send medical teams and medicines to the affected areas to curb the disease.

Eating at public place in Ramazan Police beat up 2 persons
[Dawn] The capital police beat up two persons at Daman-e-Koh for having 'soft drinks' during the time of fasting.

The incident was reported to Inspector General of Police (IGP) who has assured to take action against the officials, Dawn has learnt.

The victim Anwar Abbas, while talking to Dawn said that on Friday at around 2pm he went to Daman-e-Koh along with his friend Malik Saeed and was having soft drink in his car.

Mr Abbas said: "I was not fasting and knowing that it would be ethically incorrect to have drink in front of people so I chose a place where no one was present.

"In the meantime, a police constable came and said taking drinks during fasting is a violation of Ramazan Act and a serious crime," he said adding he told him (constable) that he was not fasting and taking drinks at an isolated place where no one was present. "I also told him that it was not their job to stop anyone from eating during the time of fasting but constable insisted that he has to implement the teachings of Islam," he said.

"The constable called two other police officials and they took us to the nearby police post," he said adding "at the check post heated arguments ensued and they removed their belts and started beating us."

After a while, when the coppers felt that the situation was getting out of control, they let them go.

The victims said they reported the matter to the Kohsar police SHO and then to the capital IG Bani Amin Khan who assured them that action would be taken against the police officials.

On the other hand, the police officials have started offering apologies and their seniors are also approaching us to withdraw the complaint against the officials, he said.

A police officer requesting anonymity said that the act of police officials was against the law and ethics. "We condemn when Taliban do the same act but now police are doing it in federal capital which shows the presence of hardliners in the law enforcement agencies," he said.

Shemen plans to drill in relatively shallow water 16 km off the coast of Ashdod, a major port that is also home to a naval base and one of Israel's two oil refineries.

Jerusalem-based Tazpit News Agency announced unique collaboration with Weekly Press Pakistain, as latter will carry its stories in Urdu

The Jerusalem-based Tazpit News Agency announced a new joint venture with none other than the Weekly Press Pakistain, which is associated with Press Network Pakistain (PNP).
 
Weekly Press Pakistain (WPP) is a Toronto-based news outlet published in Urdu, one of the most common languages in the world, specifically in Mohammedan countries in southern and central Asia.
 
According to a Tazpit blurb, the cooperation will see WPP carry its stories in Urdu.
 
The venture is unique, as Tazpit News Agency will be the first Israeli media company to collaborate with a Pak media group.
 
Weekly Press Pakistain describes itself as "a Toronto-based newspaper that takes pride in its unbiased in-depth news reporting both in English and Urdu languages."  
Amotz Eyal, director of Tazpit, said that the collaboration with the Pak news agency "Has, for the first time, exposed millions to news and balanced information coming from Israel.
 
"I am confident that this joint venture will be beneficial to Israelis as well as Paks, and will promote understanding between the two parties."

In a major reversal of once far-reaching family planning policies, authorities are now slashing its birth-control programs in an attempt to avoid an aging demographic similar to many Western countries that are struggling to keep up with state medical and social security costs.
 
The changes - announced in Iranian media last week - came after Supreme Leader Ayatollah Ali Khamenei described the country's wide-ranging contraceptive services as "wrong." The independent Shargh newspaper quoted Mohammad Esmail Motlaq, a Health Ministry official, as saying family planning programs have been cut from the budget for the current Iranian year, which began in March.
 
Many young people, particularly in Tehran and other large cities, are postponing marriage or keeping their families small because of the uncertainties
.It's still unclear, however, whether the high-level appeals for bigger families will translate into a new population spike. Iran's economy is stumbling under a combination of international sanctions, inflation and double-digit unemployment. Abbas Kazemi, a doorman in a private office building, said he cannot afford to have more than two children with his salary of about $220 (4.2 million rials) a month.
 
"I cannot afford daily life," he said. "I have to support my wife and two children as well my elderly parents."
 
'The culture still exists in the rural areas'
More than half of Iran's population is under 35 years old. Those youth form the base of opposition groups, including the so-called Green Movement that led unprecedented street protests after President Mahmoud Short Round Ahmadinejad's disputed re-election in 2009. Some experts have said that trying to boost the numbers for upcoming generations also could feed future political dissent.
 
"Young people are the heart of the Arab Spring, or the Islamic Awakening as Iran calls it," said Mustafa Alani, an analyst at the Gulf Research Center based in Geneva. "Countries that haven't faced major protests during the Arab Spring still have to be mindful that the demands of the youth are still there."
 
The policy shift brings the country full circle.
 
After the 1979 Islamic Revolution, families were strongly encouraged to contribute to a baby boom demanded by leader Ayatollah Ruhollah Khomeini, who wanted fast population growth to contribute to a "20 million member army" in support of the ruling theocracy. In 1986, toward the end of the eight-year war with Iraq, census figures show the population's growth rate reached 3.9% - among the highest in the world at the time and in line with Persian traditions that favor big families.
 
But the leadership just as quickly hit the brakes in the 1990s, fearing a galloping population could overwhelm the economy. Iran became a regional leader in family-planning options, including offering free or subsidized condoms and other contraceptives, and issuing religious edicts in favor of vasectomies. One clinic in Tehran promoted its vasectomy services in huge letters atop a water tower.
 
Banners at public health care centers urged smaller families as a path to a better life. By 2011, the most recent period for which figures are available, Iran's population growth had fallen to one of the lowest in region - 1.3%.
 
The official policy changes began in 2005 after the election of President Ahmadinejad, who called the birth control measures ungodly and a Western import. In 2009, he unveiled proposals for each new baby to receive $950 in a government bank account and then get $95 every year until reaching 18.
 
By 2011, the most recent period for which figures are available, Iran's population growth had fallen to one of the lowest in region - 1.3%.
On Wednesday, Khamenei said contraceptive policy made sense 20 years ago, "but its continuation in later years was wrong."
 
"Scientific and experts studies show that we will face population aging and reduction (in population) if the birth-control policy continues," said Khamenei a day after the Statistical Center of Iran said the country's population had reached more than 75.1 million - more than double its 33.7 million in 1976.
 
Ali Reza Mesdaghinia, the deputy health minister, told the semiofficial Fars news agency on Sunday that population control programs "belonged to the past."
 
"There is no plan to keep number of the children at one or two. Families should decide about it by themselves," said Mesdaghinia. "In our culture, having a large number of children has been a tradition. In the past families had five or six children. ... The culture still exists in the rural areas. We should go back to our genuine culture."
 
Lawmaker Moayed Hoseini said on the parliament's website that some 100 politicians have signed a bill aimed at canceling the pro-family planning laws from the early 1990s.
 
A midwife, Fatemeh Iranmanesh, said the number of pregnancies climbed in rural areas after Ahmadinejad's promise for greater aid to families. "Sometime a pregnant mother comes to me with her last infant still breast-feeding," she said.
