[Construction Index] Construction of Egypt’s US30b El-Dabaa Nuclear Power Plant, has begun with a special ceremony attended by Alexey Likhachev, Rosatom’s director general, and Mohamed Shaker, Egypt’s Minister of Electricity and Renewable Energy.
Built by Russia’s Rosatom, the El-Dabaa Nuclear Power Plant, the country’s first nuclear power plant, will consist of 4 units with a generating capacity equivalent to 1200MW per unit using generation III+ VVER-1200 reactors (pressurized water reactors).
Speaking at the ceremony, which included a ceremonial first concrete pour, Alexey Likhachev said: "The construction launch at the El-Dabaa NPP Unit 1 means Egypt has joined the nuclear club. Rosatom will build cutting-edge power units of VVER-1200 design in the Arab Republic of Egypt. We have gained experience constructing and operating NPPs with such reactors both in Russia and abroad.
"The construction of the nuclear power plant will allow Egypt to reach a new level of technology, industry and education development. The plant will be the largest project of the Russian-Egyptian cooperation since the Aswan High Dam. Having its own nuclear energy industry has been a dream for the Egyptian people for more than half a century, and it is a great honour for Rosatom to make this dream come true."
Mohamed Shaker added: "The ceremony commemorating the pouring of the first concrete for unit 1 is a great delight for us. The commencement of full-scale construction of unit 1 is a historic event for Egypt. The political leadership and the Egyptian-Russian cooperation contributed to the implementation of this ambitious project despite the challenges presented by the COVID-19 pandemic, which did not have a negative impact on the project."
The El-Dabaa Nuclear Power Plant will be constructed in the city of El-Dabaa, Matrouh Governorate, on the Mediterranean coast, roughly 300 km north-west of Cairo.

Have you ever been to Egypt, Wodan 1785 USA? Working, I mean, not just visiting the pyramids and taking a cruise up the Nile to Thebes.
Mr. Wife spent a year mostly in Egypt, occasionally flying home. For the first six months of that year he twiddled his thumbs waiting to start the project as soon as the ordered chemicals arrived — six months into it, after telling him every few days that the stuff would arrive momentarily, it was reluctantly revealed that actually they hadn’t placed the order yet. He then spent the next six months cleaning the desert rat mummies out of the equipment that had been sitting there waiting to be started up for five years.
He took photos of one of the supplier factories — holes in the floor of the mezzanine covered with cardboard, leaking bags of caustic chemicals carried around workers’ heads... nothing less than telling the workers that the chemicals would cause impotence got them to wear safety shoes. They pointed with pride to a gentleman curled up asleep in a corner — he had to sleep at work because he had two wives at home, who wore him out. Inshallah — no care need be taken, because bad things happen only when Allah wills it, and only because Allah wills it.
The inshallah approach does not mesh well with the precision needed to run a nuclear power plant.
None of that is racism or bigotry, just typical experiences in a Third World country. Nor would an Egyptian accept the idea of racism — as far as they’re concerned, they are white as white Americans, and their idea of what Blacks are would more than meet your definition racism.

Focusing on one factor, sunspots, and trying to tie every storm, heat wave, etc. to that is at least as stupid and doing the same with atmospheric CO2.
Look at the charts in the post. What would the correlation be between the sunspot chart and the UAH global temp chart? Fairly obviously they don't correlate.

FOX 5: ATLANTA - Atlanta police are investigating a drive-by shooting at a gas station on Northside Drive that sent eight people to the hospital with injuries early Sunday morning.
Two people are in critical condition, while six others are expected to be ok, after a shooting just before 1 a.m. outside the Shell gas station next to the Diamond Night Club.
"An unknown individual drove up in a vehicle and starting shooting at them," APD’s Zone 2 Commander Major Ailen Mitchell said.
Atlanta Police said six of the victims, ages 16 to 21, were women and two others, ages 18 to 21, were men.
Investigators are unclear on why the gunman fired those shots at nearly a dozen people who were in the parking lot talking at the time.
Now, shattered glass windows and concern from residents are what’s left of the scene.

[JP] Scientists at Tel Aviv University (TAU) warn that while the CRISPR genome-editing method is very effective, it is not always safe and that sometimes, rearranging pieces of DNA compromises genomic stability, possibly triggering cancer in the long run.
CRISPR – an acronym for “clustered regularly interspaced short palindromic repeats” – allows genetic material to be added, removed or altered at particular locations in the genome. Several approaches to genome editing have been developed.
The best-known technology is called CRISPR-Cas9 gene scissors (CRISPR-associated protein 9), for which the 2020 Nobel Prize in Chemistry was awarded to the American scientist Jennifer A. Doudna and French scientist Emmanuelle Charpentier in recognition of their discovery. If I knew enough about genetics I would have used CRISPR, the fire fly mod pack and the MIT genetic logic pack to modify conifers to flash one month either side of the Winter Solstice .. just to avoid decorating outdoor trees.

I remember the Perfect Storm movie and how devastating the consequences were. It feels like this is yet another component that is bringing aspects of a New Great Depression to the US with a far greater urban/unskilled population that is far more violent and armed that the 1930's.
The high cost/low net profit of inner-city retail will lead to large scale closures of many supermarkets if this continues, as will the insane energy starvation the Puppet Show zealots are driving in the most energy rich nation on earth.
IF food deserts form in the deeply feral-youth infested blue cities it will produce very nasty predation in our suburbs I fear, tragically but predictably visible as apparent racial conflict.
Exactly the kind of manufactured predicate to garner support from the woke left for tyrannical responses by the federal government.

Not a lot about the strike in the mainstream media. For example, searching CNN for "oakland truckers strike" returns zip. OK, not exactly zip, but the 2 results are Day 3 of the Republican National Convention in 2020 and an article on the Occupy movement from 2011.

To the extent that I pay any attention to ESG ratings - which isn't much -- I see them as a measure of how likely it is that a Democratic administration will screw with this company's revenue stream. So a company with a "bad" environmental rating has a risk of the EPA's thumb in the pie that a company with a "good" environmental rating doesn't. One problem though, is that the ratings are inherently biased against companies that actually make stuff. Alcoa, for example, is never going to have an environmental rating as good as the spreadsheet psychopaths over at Blackrock.

Not exactly. The goal is a defensible position against NATO forces on its border. Ukraine is big and flat. From the Russian point of view, the defensible areas are along the Dnipro River in the east or the narrow portion of the Ukr/Polish border over in the west.
[Aljazeera] Drug addiction has long been a problem in Afghanistan, the world’s biggest producer of opium and heroin and now a chief source of methamphetamine.
Drug use has been driven by persistent poverty and decades of war that left few families unscarred.
It appears to be getting worse since the country’s economy collapsed following the seizure of power by the Taliban in August 2021 and the subsequent halt of international financing.
Families once able to get by found their sources of income cut off, leaving many barely able to afford food. Millions have joined the ranks of the impoverished.
Drug users can be found around the capital, Kabul, living in parks and sewage drains, under bridges and on open hillsides.
A 2015 survey by the United Nations estimated that up to 2.3 million people had used drugs that year, which would have amounted to about 5 percent of the population at the time.
Seven years later, the number is not known, but it is believed to have only increased, according to Dr Zalmel, the head of the Drug Demand Reduction Department, who like many Afghans, uses only one name.
The Taliban has launched an aggressive campaign to eradicate poppy cultivation. At the same time, they inherited the deposed, internationally-backed government’s policy of forcing drug users into camps.
Earlier this summer, Taliban fighters stormed two areas frequented by drug users, one on the hillside and another under a bridge.
They collected about 1,500 people, officials said. They were taken to the Avicenna Medical Hospital for Drug Treatment, a former United States military base. It is the largest of several treatment camps around Kabul.

A Paleostinian man suspected of planning to stab Israelis at the Tapuah Junction in the West Bank was arrested Sunday night, the military said.
According to the Israel Defense Forces, the alleged assailant, armed with a knife, approached a soldier who was "conducting routine security activity" in the area.
The soldier fired warning shots into the air, and the suspect was arrested, the IDF said.
The Paleostinian man was taken for further questioning by the Shin Bet security agency.
Nobody was hurt in the incident.
The suspected attempted attack came as tensions remain high in the West Bank, after Israeli security forces stepped up operations following a deadly wave of terror attacks against Israelis earlier this year that left 19 people dead.

"This incident is a terrorist attack. Two of my brothers and our uncle along with their children, one of them was five years old and the other seven years old, were killed," Izzadin Ahmed, the brother of the dear departed told Rudaw's Hunar Hamid.
ISIS grabbed credit for the attack shortly after.
The jihadist group seized control of swathes of Iraqi land in 2014 but was declared territorially defeated in 2017. However, the man who has no enemies isn't anybody and has never done anything... the group continues to carry out bombings, hit-and-run attacks, and abductions across several provinces.
The recent incident after the Iraqi army and Peshmerga forces launched a new joint operation to eliminate ISIS sleeper cells in Makhmour's Mount Qarachogh, an area infamous for ISIS activity.
In its propaganda magazine on Thursday, ISIS claimed to have conducted three attacks in Iraq from July 14 to July 20, killing and injuring 13 people.

[Rudaw] The general commander of the Kurdish led Syrian Democratic Forces (SDF) said that they would avenge an SDF commander and two other fighters, who were killed in a dronezap outside Qamishli on Friday.
Media outlets affiliated with the SDF on Friday reported a drone attack on a vehicle near a residential area on Qamishli-Tirbespi (al-Qahtaniyah) road, saying that three people were killed in the attack without identifying them.
The SDF on Saturday confirmed the identities of the dear departed as the commander of the SDF’s counter terrorism unit Salwa Yusef, Joanna Hasso, and Ruha Bashar.
The SDF said that the three were killed by a Ottoman Turkishdronezap while they were on duty.
SDF General Commander Mazloum Abdi on Sunday offered his condolences to the families of the three, vowing Dire Revenge.

[MIDDLEEASTEYE.NET] As Iranian film director Morteza Fatemi fled robbers last month, one of his assailants cried out a chilling warning: "Wherever you go, I will find you."
Fatemi was attacked by men with machetes near the Mellat cinema in an affluent part of northern Tehran. It is just one example of a crime wave sweeping a suffering Iran.
As the sanctions-hit country gets poorer, its people are becoming ever more desperate in their efforts to make ends meet.
Iranians have been placed under great stress caused by United States sanctions and internal mismanagement.
Rouzbeh Kordouni, the head of Iran's Social Security Research Institute, announced in May that 15 percent of the population were under the absolute poverty line between 2013 and 2017, but this figure reached 30 percent in just two years, between 2018 and 2020.
That spike coincided with the unilateral withdrawal by the US from the 2015 nuclear deal and reimposition of harsh sanctions.
The government of President Ebrahim Raisi says that it is trying to curb high inflation, but so far it has not been successful. In fact, costs have been rising every month, according to Iran's Statistics Centre.
According to the labour and social welfare ministry, it is alarming if the inflation rate increases by about 1.5 percent. Yet the Statistics Centre revealed that inflation in May rose about 12.2 percent from April, and for food alone was 25.9 percent higher.
CELEBRITIES NO IMMUNE FROM ROBBERIES
Fatemi managed to escape the robbers by jumping into a car, but he had been followed for a while. He said he was struck by the thieves' boldness.
Similarly, the former coach of the national junior freestyle wrestling team became the target of an armed robbery on Tehran's Imam Ali highway. The button men stole Ali Safai's Toyota Land Cruiser and shot him twice in the left leg.

This ranges from guardrails, warning and direction signs to cameras and electronic equipment at bus stations. Last winter, the theft of metal bridge fittings caused a part of the Shahid Hamdani highway to be closed for over two weeks.
FRAIL ECONOMY THE ROOT CAUSE
Many experts say the rise in crime has a direct correlation with increasing poverty and the widening social class gap.
"All economic variables, especially unemployment and lack of purchasing power, have a direct impact on theft, pickpocketing, robbery, and all kinds of crimes that are committed with the sole aim of affording to live," said a sociologist and university professor in Tehran who spoke to MEE on condition of anonymity.
"If the basic needs, including food, housing, and so forth are endangered, all other needs will be neglected. Therefore, when people's livelihood is threatened, they do wrong things, such as robbery, and they have no fear of doing it because they have nothing to lose."
In 2009, around 200,000 thefts were reported. By 2021, that figure had grown by a factor of seven, with about 1.4 million thefts recorded that year.

[Rudaw] The Kurdistan Workers’ Party (PKK) is a "tragic" legacy from Iraqi former dictator Saddam Hussein, Iraq’s foreign ministry spokesperson told Rudaw late Friday, adding that the Kurdish group is an "imported" issue from The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire... .
On Wednesday, a shelling in Zakho, Duhok province killed nine Arab tourists and injured 22 others from Iraq’s central and southern provinces. Baghdad and Erbil have blamed the Ottoman Turkish army for the deadly attack while Ankara denied its involvement. The incident took place in Parakh village which has seen years of conflict between Turkey and the PKK. The deadly attack has created a diplomatic spat between both neighbouring countries.
Turkey claims that the PKK is a "terrorist" organization and poses a threat to its national security from inside Iraq. Iraqi foreign ministry spokesperson Ahmed al-Sahaf told Rudaw’s Nwenar Fatih late Friday that the Kurdish group has become a headache for Iraqi governments since the collapse of the Baath regime in 2003.
"The PKK is one of the heavy and tragic legacies left by the toppled Baath regime, and there are historical problems that have accumulated on the democratic system after 2003," said Sahaf, adding that the PKK is an "imported" issue from Turkey.
The PKK was founded in 1978 with the stated goal of struggling for the increased rights of Kurds in Turkey. In the early eighties, the party made an agreement with the Iraq-based Kurdistan Democratic Party (KDP) to move some of its troops to what is now the Kurdistan Region. However, those who apply themselves too closely to little things often become incapable of great things... the KDP, which still rules the Region, now has thorny relations with the PKK and strong ties with Ankara. Both Kurdish parties fought for years in the nineties over land control in the Region.
Turkey has carried out dozens of anti-PKK military operations inside the Kurdistan Region since the nineties. There have been reported agreements between Ankara and Baghdad which allowed the Ottoman Turkish army to carry out military campaigns inside Iraq.
The Iraqi spokesperson told Rudaw that there has never been any agreement between both countries over the PKK.
"There was never an agreement, but the minutes of a bilateral meeting, in which it was decided that if Turkey wanted to take any military action, it had to ask the Iraqi government every time," Sahaf said, adding that Ankara has never abided by this.
He also clarified that none of the Iraqi governments, which were formed after 2003, have recognized such a decision by Hussein’s regime and Ottoman Turkish government, "because it violates Iraq’s illusory sovereignty and harms its security and stability."
The PKK-affiliated forces, which have controlled parts of the Yazidi heartland of Shingal for years following the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems.... (ISIS) attacks in 2014, have enjoyed good relations with the Popular Mobilization Forces (PMF, or Hashd al-Shaabi) but clashed with the Iraqi army several times over land control.
Baghdad and Erbil have an agreement in 2020 to expel the PKK-affiliated forces in Shingal and "normalize" the situation there but these forces have refused to leave the town.
Kurdistan Regional Government (KRG) too has blamed the PKK for creating issues for the Region such killing members of Peshmerga forces and giving Turkey an excuse to attack the bordering areas. Over a hundred civilians have been killed in recent years due to Ottoman Turkish bombardments in these areas.

[AlAhram] Italian vessels have recovered five bodies and rescued 674 people packed on a fishing boat adrift in the Mediterranean off the Libyan coast, the Italian Coast Guard said Sunday, while European charities reported saving more than 500 more.
Some of the survivors had to be plucked from the sea in the Italian operation Saturday that was carried out 120 miles (190 kilometers) off the coast of Calabria by a Navy mercantile ship, three Coast Guard patrol boats and a financial police boat.
All of those rescued were brought to ports in Calabria and Sicily.
The causes of death for the five dead were not immediately known.
The Coast Guard said it was just one in a series of rescues in recent days in the Italian search and rescue area of the central Mediterranean, as desperate people fleeing poverty or oppression seek a better life in Europe. In one case, a helicopter was called to evacuate a woman in need of medical treatment from a migrant boat in a precarious condition, the Coast Guard said.
In separate operations, the German charity Sea-Watch said it rescued 444 migrants colonists trying to cross the Mediterranean on overcrowded, rickety smugglers' boats.
The Sea-Watch 3 vessel carried out the five operations over 24 hours, and said the rescued included a pregnant woman and a man who had suffered severe burns.
The charity is asking for permission to bring the rescued people to a safe port, as the rescue ship is unable to accommodate so many people.
In addition, the European charity SOS Mediterannee said its rescue ship Ocean Viking have saved 87 people, including 57 unaccompanied minors, from an overcrowded rubber boat off the Libyan coast. None had life jackets, the charity said.
Migrant arrivals in Italia are up by nearly one-quarter from 2021, with 34,013 recorded through Friday.
While still notably fewer than the 2015 peak year, the crossings remain deadly, with 1,234 people recorded dead or missing at sea by the UN refugee agency this year, 823 of those in the perilous central Mediterranean.

More than a thousand migrants colonists arrived in Italia within a few hours while hundreds of others, rescued by humanitarian vessels, were waiting for a port to receive them, NGOs and authorities said on Sunday.

On the island of Lampedusa, some 522 people from Afghanistan, Pakistain, Sudan, Æthiopia, and Somalia, among others, arrived in the late hours of Saturday in 15 different boats from Tunisia and Libya.
According to the Italian media, the island's reception center has been overwhelmed. With a capacity of 250-300 people, it currently hosts 1,200, according to the Ansa news agency.

[JPost] Brazilian President Jair Bolsonaro kicked off his candidacy for re-election at a party event in Rio de Janeiro on Sunday with a speech focused on God, guns and family, as the right-wing leader attempts to claw back the commanding lead established by his main rival, former President Luiz Inacio Lula da Silva.
The right-wing Liberal Party (PL) tapped Bolsonaro as its nominee for the October 2 vote before an audience of several thousand in Rio's Maracanazinho stadium, a move considered the official beginning of Bolsonaro's candidacy under Brazilian law.
The nomination comes as the president continues to launch baseless attacks on the reliability of the nation's electronic voting system, casting doubt on whether he would accept defeat. While the president did not touch directly on those matters on Sunday - focusing instead on socially conservative stances popular with his base - his speech was heavy with praise for the armed forces who he said shared his concerns.
"The army is on our side," he told cheering supporters. "It's an army that doesn't accept corruption, doesn't accept fraud. This is an army that wants transparency."
With his image battered by inflation, Bolsonaro is down almost 20 percentage points in some polls to Lula, who governed the nation from 2003 through 2010 and lifted millions out of poverty thanks to aggressive social spending during a period of rapid commodity-driven growth.
