The girl grew up in a dysfunctional family, according to her friends, she "made herself", and now she has become a defendant in a criminal case, for which she faces more than 20 years in prison.
Investigators believe that the girl with model looks collaborated with Ukrainian curators and helped in preparing terrorist attacks in the Belgorod region.
The 28-year-old Victoria Shinkaruk is accused of illegal trafficking of explosives or explosive devices (Article 222.1, Part 4 of the Criminal Code of the Russian Federation), smuggling of explosives and weapons (Article 226.1, Part 3 of the Criminal Code of the Russian Federation), organizing a terrorist community and participating in it (Article 205.4, Part 2 of the Criminal Code of the Russian Federation), public calls to commit terrorist activity, attempted public calls to commit terrorist activity, justification of terrorism or propaganda of terrorism (Article 30, Part 1, Article 205, Part 2, paragraph a), as well as attempted illegal manufacture of explosives or explosive devices (Article 30, Part 1, Article 223.1, Part 3 of the Criminal Code of the Russian Federation).
In total, the accused faces up to 25 years in prison.
According to investigators, Shinkaruk and her accomplice, mechanic Alexander Kholodkov, transferred money to unknown persons to prepare a terrorist attack, and also hid explosives in hiding places.
In September 2022, the former official withdrew 100,000 rubles from the card, and Kholodkov withdrew 500,000. They hid the money in a place indicated by the curator. According to law enforcement, following the instructions of the curator, Kholodkov left explosives and money necessary for carrying out a terrorist act in hiding places.

The former official has been in the Lefortovo pretrial detention center for almost two years. In early August 2024, her case was transferred to the 2nd Western District Military Court of Moscow. The first hearing, scheduled for August 27, was postponed due to the failure of witnesses to appear.
There was little public information about Victoria Shinkaruk. She worked as an inspector in the control department of the Belgorod Region governor's administration and, judging by her social media pages, had an above-average income: she spent a lot of money, visited premium establishments and often flew on vacation.
Regnum news agency correspondents found out details of the accused’s biography.
Shinkaruk was born in the village of Nikolskoye in the Bogorodsky District of the Belgorod Region. Her mother Svetlana did not take part in her daughter's upbringing: she was repeatedly brought to administrative responsibility for hooliganism and appearing in public places in a state of alcoholic intoxication.
Victoria was raised by her grandmother, who essentially replaced her mother. Now, while Victoria is in pretrial detention, her grandmother supports her and communicates with lawyers.
Victoria's relatives convince IA Regnum that the girl was pushed onto the criminal path by her husband Evgeny Kisel, who several years ago escaped from house arrest to relatives in Ukraine. From there, the man sent his wife money for gifts. At his request, Victoria cashed 107,000 rubles and left them in a bag drawer in one of the supermarkets.
During the investigation, Shinkaruk stated that she did not know what the money was intended for. The ex-official's relatives do not believe that she acted intentionally.
"I'm sure she wouldn't have gone against Russia on purpose. She's a calm, adequate person, not crazy. I think her husband really set her up with the money transfer. She simply believed his words, they've been married for about six years. He's still a husband, after all," one of the accused's relatives told the publication.
35-year-old Evgeny Kisel has been repeatedly charged with drug use and has committed various administrative offences. According to Victoria's relative, the man escaped from house arrest three years ago when he was facing imprisonment.
"When he was 'accepted' again, they released him under house arrest. It seems he was facing about 10 years in prison for distributing (drugs. - Ed.). He sat at home with a bracelet for some time, and then managed to escape to Ukraine - he has relatives there.

And from there he sometimes sent money to Vika - for her birthday, for example," recalls Victoria's relative.
As it turned out, a Kharkov resident named Stas Shpak sent money to Yevgeny Kisel, who was in Russia at the time, long before the start of the SVO. On his social media pages, Shpak speaks unflatteringly about Russia, claims that “Belgorod is Ukraine” and rejoices at the deaths of Russian politicians, such as Vladimir Zhirinovsky.
Nothing is known about Yevgeny Kisel's political views.
Victoria Shinkaruk's acquaintances call her a good girl. Regnum correspondents spoke with Victoria's close friend, Alexander. The man said that before working in the Belgorod administration, she worked for a long time in a local boutique, earning her own living.
"I don't believe that she could do anything against the country. She is a very smart girl, very attractive, in all the time we talked I never heard her make any questionable statements. She loves our country. She always worked very hard, without days off - she made herself. It's a pity that it all turned out this way. I doubt that she could do something like that," the man said.
Another friend of Victoria's, Sergei, believes that the girl was let down by her naivety and gullibility.
"She and her husband divorced in 2021. He was strange, he wanted to open some businesses, but he had no money. She loved him, for some reason she always trusted him. For us as her friends, this was always surprising: he was a drug addict, but she believed that he definitely did not wish her harm.
I think he brainwashed her, that this money would supposedly help him avoid a "criminal case" for drugs, and she, a fool, just wanted to help. Now she can lose her youth, the opportunity to start a family," Sergey told IA Regnum.
However, not all of Shinkaruk's acquaintances believe in her innocence. One of Victoria's acquaintances, Liliya, told IA Regnum that anyone can be a traitor to the Motherland - and Shinkaruk's case proves it.
The accused Shinkaruk and Kholodkov do not admit their guilt.

CNN revealed Tuesday Dana Bash would be taping a joint interview with Harris and Walz as they campaign in Georgia on Thursday to be broadcast that night.
It will mark the first time Harris has given a formal interview to the press since President Biden stepped out of the race and she became the nominee 38 days ago.
However, the news that Harris’ first interview would be alongside Walz, and with a sympathetic host and network, was seen as an admission that the vice president infamous for her word salads is "incapable" of doing an extended media appearance on her own.

[ZeroHedge] A new wave of Ukrainian drone attacks on Russia has damaged and set alight several more oil depots and energy facilities, one location notably which lies very deep into Russian territory.
On Wednesday drones struck the far away town of Kotelnich in Russia's Kirov Oblast. Regional Governor Alexander Sokolov said that two inbound drones were intercepted by air defenses, while a third "fell" and a blaze subsequently erupted near the Zenit oil facility.
This clearly is one of the deepest dronezaps into Russia of the entire war, given Kotelnich lies some 1,500 km (930 miles) northeast of the border with Ukraine. It is likely a record distance.
The governor has since said the situation is "under control" and that there were no casualties as a result of the attack.
Russia's defense ministry in a statement noted other overnight drone attacks as well, including shoot-downs of eight drones over the Voronezh Oblast and four over Rostov Oblast.

"Both men are prosecuted for having on these four occasions made statements and treated the Koran in a manner intended to express contempt for Moslems because of their faith," Senior Prosecutor Anna Hankkio said in a statement.
Evidence against the two men, named as Salwan Momika and Salwan Najem, consisted largely of video recordings, Hankkio said.
Najem denied any wrongdoing, his lawyer, Mark Safaryan, told Rooters on Wednesday.
"The permit granted in connection with the demonstration is covered by my client's intent. His rights are protected by the Swedish constitution," Safaryan said.
The lawyer for Momika did not immediately respond to requests for comment.

[Breitbart] A three-judge panel for the United States Court of Appeals for the Fifth Circuit affirmed Tuesday illegal aliens do not have Second Amendment rights.
They did so by pointing to United States v. Portillo-Munoz, “which prohibits an illegal alien from possessing a firearm or ammunition.”
This prohibition was challenged by Defendant-Appellant Jose Paz Medina-Cantu, who was arrested July 13, 2022, for ” possession of a firearm and ammunition as an illegal alien…and illegal reentry into the United States.” Medina-Cantu argued that the firearm charges should be dismissed in light of Bruen (2022), but the Fifth Circuit explained that Bruen did not alter the prohibition contained in Portillo-Munoz.
The three-judge panel noted, “Portillo-Munoz… is constitutional under the Second Amendment, reasoning that the phrase ‘the people’ in the Second Amendment does not include aliens unlawfully present in the United States.”
They also noted Rahimi (2024) did not remove Portillo-Munoz’s prohibition against illegal aliens possessing firearms.

[Breitbart] A federal judge is blocking, in 17 states, President Joe Biden and Vice President Kamala Harris’s administration from imposing a new rule that gives collective bargaining rights to foreign farm workers while American farm workers are excluded.
“The Biden-Harris administration has taken an America Last position,” Kansas Attorney General Kris Kobach (R), who is leading the multi-state lawsuit against the rule, said in a statement:

In September 2023, the Labor Department announced a federal rule that would dramatically change the H-2A visa program, which allows United States farms to import foreign workers to take American agricultural jobs.
As part of the rule, finalized in April 2024, foreign H-2A visa workers would get collective bargaining rights not afforded to American farm workers.
In June, Kobach brought a lawsuit — joined by 16 other state attorneys general — asking a federal judge in Georgia to block the Biden-Harris administration from imposing the rule. On Monday, U.S. District Judge Lisa Godbey Wood granted a preliminary injunction to prevent the rule from taking effect in the 17 states that sued the administration.
“The issue before the Court is whether the Final Rule creates a right not previously bestowed by Congress. The Court finds it does so,” Wood writes:
Regardless of the terminology used in the Final Rule … the Final Rule provides for agricultural workers’ right to participate in concerted activity to further their interests. Walvis Bay is Namibia’s largest commercial port, receiving nearly 900 vessels and handling about eight million tonnes of cargo per year, according to the Namibian Ports Authority (Namport).
The MV Kathrin, which was set to dock at Walvis Bay on Monday from Vietnam, was stopped in accordance with Namibia's support for the Palestinian people and the country’s call for an end to the violence in Gaza, Ms Dausab told the state-run New Era news website.
Citing a police investigation, Ms Dausab said the vessel was "indeed carrying explosive material destined for Israel, and was therefore prohibited from entering Namibian waters".
“Namibia complies with our obligation not to support or be complicit in Israeli war crimes, crimes against humanity, genocide, as well as its unlawful occupation of Palestine,” she said.
Namibian human rights organisation the Economic and Social Justice Trust (ESJT) welcomed the move.
"We are pleased that our government has decided to respect international law and decided not to be complicit to genocide," ESJT's Herbert Jauch told the BBC.
Namport has not responded to the BBC for comment about the MV Kathrin. Before Ms Dausab’s statement it said it had not received pre-clearance documentation for the ship.
The agency however pledged to ensure "effective safety and security of our territorial waters and ports".
It also said it supported Namibia's "standing and position on international relations and protocols".
Namport said it had recently allowed another vessel carrying "dangerous cargo" to pass through Namibian waters, but not to dock.
[Breitbart] Mexican President Andres Manuel Lopez Obrador announced that his country was pausing relations with the U.S. and Canadian embassies in Mexico following letters and statements. The president says diplomatic officials from both countries had spoken out against his proposed judicial reform, which calls for yearly open elections for all federal judges.
“They have to learn to respect Mexico’s sovereignty,” Lopez Obrador said during his morning news conference. The Mexican politician said that he was not kicking them out of the country but simply pausing the relationship until they learned not to interfere with Mexico’s government.
