#3 Much like the Neutron bomb that was to kill people but not destroy buildings, I seem to remember a development program for an EMP mine which would simply disable a ship's control systems without damaging the hull thus leaving it adrift and open to high seas salvage. I think the program was suspended when someone realized we used more tech than they did.
