The question I've been pondering lately in light of calls here for grand juries and perp walks is exactly who will make the arrests?

Who watches the watchers?

Do we have a scenario where the "police" are so corrupt that the army has to play that role?

The rule of law is long gone and there's nothing left.

#8 The Posse Comitatus Act does not prohibit the use of the military to suppress a seditious insurrection. On a technical note, it only applies to the Army and its offspring the Air Force. It doesn't apply to the Navy or its offspring the Marine Corps.

#9 congress is one of the three co-equal branches of the federal government. A deputy attorney general is not. Just trying to get a little perspective here.
