#7 These changes are needed to secure votes for passage of that original Senate bill in the House.

By changes what they mean is new budget gimmickry. Harry doesnt have the votes for the Houses soak the rich scheme. And Nancy will not cross her Union overlords. So the only way this boondoggle goes through is if 51 Democratic Senators agree to have Health plans covered by union contracts exempt from the proposed 40 percent tax until 2018.
