#2 I always thought even citizens should have to pass a citizenship exam to vote, comparable to the old immigrant test.

#3 We should all be born residents not citizens. Native resident if one of the sperm or egg donor is American. Foreign resident if not. Exam and registration for the militia after 21 if not already serving or have served (honorably or in general) the armed forces.
