#1 The top administrative body mentionned in the article is the "Conseil d'Etat" it is the supreme court in litigations involving the adminitration. All laws being planned must be checked by the Conseil d'Etat before they are brought to the Parliament. However Conseil d'Etata's verdict is only advisory.
