#3 One of the challenges, possibly the largest challenge, is the line btwn intelligence collector and intelligence user was crossed long ago. The waging of policy wonks was taken to an extreme from which it has never recovered. Loathe to make actual decisions that involve risk, the wonks are only too happy to abdicate their role and permit the Klingons to make decisions and take actions under the guise of national policy. They are, from time to time, permitted entry into the 'cone of silence' and made to feel part of the 'team.' The wonks are then successfully recruited and will provide expert bidding.

Analysis is so boring and unseen. You pump your assessments up the pipeline and likely never see them again. Operators on the other hand, hold and wield true power !

My opinion only. That, and a few dollars will get you a tall vanilla latte with almond.

#5 #2 That might depend on how you define their job. I think they (upper-level intel guys) see their job as (1) preparing a president's daily briefing so ambivalent that they can claim they warned Trump of anything that goes pear-shaped; and (2) maximizing their status in DC by leaking tidbits to the press and Congresscritters. A secret is something you only tell one person at a time.
