He can purchase more Twitter Stock than the 14?% cap I have heard was for Board members.

Currently, he has declared 9.2%.
As it stands today, if he were on the board he could be overruled by the other 2 big shareholders on any motion. Twitter got to be where it is at by the allowances of the existing Twitter Board member's directions.
