#1 I still say that the terrorist need a No Jihadi Left Behind Program. He was passed through to graduation and probably wasn't even capable of blowing up a 2 liter of Diet Coke with a handfull of Mentos.

#2 He probably trained on a "simulator" (aka diagrams drawn in the dirt). Practice making actual bombs would get very expensive.
