#2 They can point to Prince Sihanouk. He moved to China and wrung his hands through the whole rule of the Khmer Rouge (which was bankrolled by China) about how he couldn't do anything because of the Rogue Terrorists then moved back and resumed his status and property (although not as ruler, just as owner) and talked about how the KR were really backed by America... So there's some countries where the whole thing worked.
