#1 Big deal. The US weaponized Willie Pete during Viet Nam, and we use it regularly against soft civilian targets all the time.
Or at least HRW, AI, and the other usual suspects say we do.

#2 Since there is no way they can effectively deploy WP against NATO forces more than once, and those who do *will* be killed, like other chemical weapons, its best use will be against civilians. But in that capacity, it is an effective weapon for them.
