#1 I'm sure it's an easy mistake to make. Most property owners wouldn't even notice a bill from the city for $68 - probably mistake it for a trash collection bill or something and pay it without thinking. Let's all leave her alone, because following this story would be racist.

#2 The simple answer to all this would be to find out what her property's tax bills have been over the years, and to see if the bill suddenly plummeted during her ownership of the property.
