#1 So they'd probably like to sue Snowden. And maybe Russia for harboring Snowden. And probably every other internet entity that disseminated the NSA hackware. Why not just cut to the chase and sure the internet. It's got to be deep pocket, right?

#3 As for "federal emergency," that would be a flood, earthquake, fire or, yes, a bunch of uninvited guests coming from Mexico and Central America. Baltimore's problem is more a case of "Your lack of planning does not constitute a crisis for me..."
