#2 Looks like the work of Mike Flynn and Sergey Kislyak. If Comey turns down the offer, Flynn's money is totally refunded. Comey is negotiating a separate 'sign on' bonus with Kislyak. We should know something very soon. Putin is reportedly ambivalent, claims Comey is a небрежный лжец (sloppy story teller).
