They beat down the lone muslim just for kicks. They burn christian missionaries and rape nuns to preserve status quo so that the poor cannot escape the caste system into another faith. Police and courts do not see it as a major problem, and it really isn't. Not as big as when a group of muslims goes on a rampage. That can bring a city to its knees.
