#4 This lesson has been learned many times. You go into these areas expecting to have these problems. You don't prosecute. You most likely don't have armed staff. This is why most businesses don't locate in these areas. Locals have to drive out of their area to find stores. I recall one of those $100 dollar shoe stores had a huge theft problem in their mall. Still did a tremendous business.
