#4 Then when they want a big project, enviros will tie the sucker up in court till the cows come home. The agency will spend money. The lawyers will get tons of money. And nothing will be done. What a goat rope.

#6 I wonder how long it will be when a bunch of bills are pushed through into law... and no one does anything since there is no funding to impliment them. But the lawmakers will be appearing to be doing stuff... so it is all good!

#7 No Darth, that's not good, it's very bad, with no funding the programs just sit and wait for cash (Desperately needed elsewhere) and, BOOM they're up and spending.
