#1 After a few of these "incidents" everybody gets shifty, goes into condition orange at the drop of a suspicion and gets itchy in the trigger finger department.

#2 Which considering by now the Afghan soldiers know better, might not be a bad thing. These will get more frequent as the roll-out date nears. It's an attempt to get momentum and popular support when they roll back in as we leave treadmarks on their poppy-cursed land.
