What if we applied Liberal Historical Logic to this?

THE MOPED SAFETY CONTROL ACT
Bans all Mopeds able to carry more than 1 person.

Bans all Mopeds that can exceed 10 MPH.

All muffler Moped must be registered and buy a

$200 Muffler tax stamp.

Background check to purchase and/or own.

Persons with criminal records cannot own Mopeds.
