#2 Not that easy. SCOTUS has ruled in specific cases the states can set higher standards. Best bet would be via the commerce clause and a form of anti-competition obstruction to internal state domestic industry.

#4 The latest tactic in California is to convert car lanes on local roads to bike lanes. Creates wonderful traffic jams to convince those evil car drivers to stop driving and start riding bicycles. It's even better than the carpool lanes on the freeways. Good for the makers of spandex too.
