"Temporary contractor" was he? Did his contract end sometime around the 20th of January? Perhaps a bit more could be investigated regarding his assignment and duties.

This could actually happen anywhere, no? Others involed? An organized network ?

After his military service a friend signed up for a (quote) training temporary contract (un-quote). He later found that it was a cynical method by the USPS to hire temporary workers for the Christmas Season mail surge.
