#5 Still a bit vague in Texas, from Dallas Morning News:
TEXAS HEALTH WORKERS ORDERED TO STAY HOME
A judge says dozens of hospital employees who had contact with the man who died of Ebola are being asked to sign legal documents agreeing not to go to public places or use mass transit.

Signing a document is not the same thing as a legally binding order - maybe it is, maybe it isn't, but this doesn't say.
In the bad old days of smallpox and diphtheria epidemics, local officials had no qualms about issuing legally binding notices & nailing posters on people's front doors while posting law enforcement personnel nearby.

Just out of curiousity, what whould be a special weapons and tactics vs. Ebola....chlorine chambers and furnaces? Sounds like a young (wo)(wy)(metro)(poetic)man's job, some grads from the FEMA youth brigade.
