#2 This just means that the government isn't supposed to prohibit other religions. Nothing will prohibit private groups from torching the new churches.

#3 Yes, it willl ultimately be up to the locals, but changing the official persecution light from green to red, for whatever reason, is the right direction opposite of the hand-chopper cover the pyramid party.

And the way Egypt has been going recently, I'll give the government the benefit of the doubt.
