#12 Send them to Houston, New Orleans, and Jacksonville - all 3 of those are major ports with the infrastructure to handle containers and plenty of rail connections to "inland ports" for distribution across the USA - Houston to the west coast, New Orleans up the Mississippi to the mid-america, and Jax to the east coast.

State gov in all 3 places is a lot more friendly than Forna-calia.
