#2 Should a president, clearly involved in criminal activities and Constitutional violations, be allowed or able to pardon those involved with him in doing said crimes?

Example Given. Say "what if"
a President told the _ _ _ director and or _ _ Police Chief to drop the Seth Rich Murder investigation? An those involved in the investigation, knew the order came from the top and did not arrest the murder suspect.

Should the President be allowed to pardon those involved in the political cover-up and the suspected murderer, including himself?
