"and run cities" : you have to replace or overpower the government.

Even if you bring cornucopias of free goodies, the local government wants control. Agreements and deals won't last a month.

And the "great white fathers'" benign intentions won't last long either. NGOs are notorious--only the religious ones seem to maintain their good intentions, and not even all of them.

#5 Actually, a serious economic problem with Africa is that once a hardworking, clever, or simply ruthless African makes some serious cash, the move it offshore to a tax haven, rather than investing it back in Africa. While I can understand this from a individual human perspective (i.e. I'd do it too!), it's still very bad for Africa as whole. Figure out a way to get Africans to invest that capital back into Africa, and at least some of its problems will ease up a bit.

#8 Picking a failed state (Libya for example) and colonizing it again to restore order and create a place for Islamic migrants to go instead of Europe is not a terrible idea. Will never happen but I'm amazed the germans have even floated a similar idea.
