#1 It's not only the Pashtuns. The Baluchs (sp?). Baluchistan (on my National Geographic map) spans southern Iran and Pakistan. Above that is the Pakistani province of Balochistan which abuts the southern border of Afghanistan. These are all Pashtuns.
Then there is Waziristan, Fed. Admin. Tribal Areas,Northwest Frontier Province...

I think it's TRIBAL law and mentality, that came even before Shariah that rules so much of these areas.
