#1 The neo-Talibanis have a huge pool of jihadis: Pakistanis. For every terrorist turned over by the Mushareff government since 911, 1000 have arisen out of the Islamic-revolutionary (Inqilab) mentality. Had the U.S. allied with India, instead of with a government whose predecessors murdered 3,000,000 Hindus and opponents in 1971, Pakistan would have been forced to make real moves against the jihadis, and a strong pro-West government would be in Kabul. As it is, the jihadi movement is spreading into the Punjab and Sindh. Pakistan can't be bought; the Saudis already own them.

#2 Hekmatyar, I beleive, is supported/funded/kissed by Iran. Iran has a lot at stake here.

#3 The 3,000,000 figure given earlier requires explanation. Most people who've studied this estimate that about 75-90% of the people murdered were muslims (who typically were considered insufficiently Pakistani) and the balance hindu.
