The only thing wrong with that belief is the tense of the verb. Rewrite they will lose as they already lost to reach the truth of the matter. Of course, that would require said Sunni Arab tribes to accept reality...

#2 A deeper enemy here is tribalism itself. Eventually, all traditional tribal functions will have to be absorbed by the government, and the smarter tribal leaders realize this. As tribalism is superior to chaos, government is superior to tribalism, and cannot tolerate a parallel power structure to compete with it.
