#1 This sounds like a good move to me -- as a community refusing to be victims of bad guys, and as a community not waiting passively for the government to get around to taking care of it for them.

#3 I agree- The US has a long history of citizens keeping the peace when there wasn't a present or competent government enforcer. The citizen groups can help cut down on robbery, kidnapping, and the like, leaving the police free to go after the double-super bad guys.
