#1 Fallujah may be a damned city. If the local residents cannot keep out the villains, who then attack the government, then there is a good chance the government will replace the citizens with different citizens, who can.

That is, the Sunnis must be convinced beyond all doubt that they must stop all violence in their area, or they will lose their area forever.
