#3 It makes good sense to put a natural biological attack, such as avian flu, under military auspices, with Health Department supervision. This is because unless they train together, health authorities and the military have such a different way of doing things that it can easily become a cluster during a critical phase.

With training, even a small unit can provide support to a large area in a calm and ordered way.
