#1 Corruption and theft are not new to Iraq, and government officials have promised to address the problem. But as Iraqis and American officials assess the effects of this years American troop increase, there is a growing sense that, even as security has improved, Iraq has slipped to new depths of lawlessness.

So the New York Times reporter feels that increased corruption outweighs fewer deaths? I thought it was liberals who supposedly value human life over money. I think it's unlikely that corruption has increased at all - what's more likely is that fighting terrorists diverted attention away from investigating corruption, and rightly so. Now that there are fewer terrorists to fight, attention can now be diverted to the mundane task of rooting out officials on the take.
