#4 Spec by choice of weapon and location. They've already picked up the actual suspect. If rogue elements within the gov were to do it, why in a tea shop in public? It could just as easily been done less publicly to achieve the same effect of payback and send the message to junior. Modus operandi speaks muzzie more than Thai.
