#2 But the Indians aren't taking the bait. They want the US to continue squeezing the Paks.

There is also the matter of the nuclear deal. The NSG vote is in two weeks and it goes back to Congress right after. They don't want anything to derail that. The last thing they need is the perception of nuclear material going to a region close to war.
