If drugs were legal these people would be trafficking in whatever remained illegal, Nimble Spemble. When Prohibition ended the various Mobs turned to illegal drugs, because alcohol was no longer profitable enough. Bottom line, there will be illegal traffic, traffickers, and users, regardless the exact commodity.
