#11 Likely they need to update their rules. The old rule was any headgear, but this typically ran afoul of Jewish kippah (or yarmulke). The new rule allows headscarves for religious reasons, after a search by a female for contraband or weapons.

If you are jailed, however, they can strip you naked if they want, citing security or "suicide watch".
